As a result of COVID-19, and resulting orders and direction from the President of the United States, the Governor of the State of California, and the Los Angeles County Department of Public Health, as well as the City of La Habra Heights Emergency Declaration, the City will evaluate the current circumstances before each meeting to decide if it is safe to permit the public to physically attend City Council meetings. Commission and Committee meetings are being held by phone conference. If you would like to make public comment, please call City Hall at (562) 694-6302 as it gets closer to the meeting date and a staff member will be happy to provide more details on public attendance at City Council meetings or assist with providing public comment at Commission and Committee meetings.

If that is not possible, every effort will be made to attempt to review emails and answer the City Hall phone lines during the course of the meeting.

Roads Advisory Committee Alternate Vacancy |

The Roads Advisory Committee is looking to fill one vacant alternate committee member position. The Roads Advisory Committee meetings are held on the fourth Wednesday of each month at 6:30 p.m. The Committee is dedicated to reviewing various financing options for road maintenance, making recommendation for the yearly pavement management program and educating the community about road maintenance needs and methods.

A Citywide test of AlertLHH’s Reverse 911 system will occur on October 20, 2020 at 1:00 PM. Residents and business will receive a test message through multiple forms of communication (telephone calls, text messages, and web-based media). This test is being conducted to determine the resilience of the system and to provide residents an opportunity to be familiar with the system when an actual emergency does occur.
When the Reverse 911 system is activated during an actual emergency, residents will be provided instructions from the City, Fire Department, and LA County Sherriff’s Department. Instructions may include areas to avoid, evacuation orders, and shelter-in-place orders. Residents are highly urged to follow the given instructions for the safety of first responders and themselves.
READY! SET! GO! – Using these three words can assist residents with preparing for an emergency.
- READY – With wildfires being the biggest threat to the City. Property owners should address hazards and potential threats before an emergency occurs. This includes: brush clearance year-around; keeping a working fire extinguisher on hand; making sure smoke alarms and carbon monoxide detectors batteries are replaced when needed.
- SET – Assemble an emergency supply kit and creating a preparedness plan. An emergency supply kit should have: non-perishable food, water, medication, and any important documents. A preparedness plan should include emergency contacts, a safe location to meeting, and a checklist of pre-evacuation steps that need to be taken if time permits (ex. turning off appliances, removing or storing flammable items in a safe location).
- GO – When prompted by the City through the Reverse 911 system, put your preparedness plan into action and follow the instructions given by local officials.

The La Habra Heights Fire Department Training will be conducted on October 17 & 18 from 6:00 A.M. - 6:00 P.M. On October 18th the Lower Parking Lot will be closed to the public. Only the Upper Parking Lot will be available to the public.

Matrix Oil - Site 9 Drilling
On Monday, September 28 Matrix Oil began a 24 hour drilling operations to drill two new wells at Site 9 off Vista Road. The 24 hour operations should be completed by Monday, October 19, 2020.

SCE Full Road Closure
BE ADVISED - USE ALNERATE ROUTES
On Friday, October 23 from 8:00 AM - 4:00 PM near 1640 Dorothea Rd., Southern California Edison will require a full road closure to replace a utility pole with a crane. A power outage is expected to occur during this maintenance.

As a reminder, the County's updated Safer at Work and in the Community Order encourages individuals minimize time spent out in public. City staff is still available to conduct business online or over the phone. To safeguard the health of residents and City staff, protocols have been implemented requiring face coverings, enforcement of social distancing, and sanitation procedures when attending appointments at City Hall.

As part of the City's continued efforts to promote public health and safety, we urge all residents to follow social distancing and face mask guidelines at all times. Make sure to check-in on family, friends and neighbors. Always Keep at least a 6 foot distance between you and other people or use your phone to call, text or send an email. When visiting businesses and other public places please wear a cloth face mask/covering.
Elderly residents who are unable to leave their homes due to underlying health conditions or mobility issues for necessary food, supplies, and medications are encouraged to call City Hall. City staff is here to assist residents. If you have questions, know someone who may need assistance or would like additional information regarding City operations, call City Hall at (562) 694 - 6302 or email at info@Lhhcity.org.

Testing is widely available within the provider community. Residents who have a regular source of health care should first seek testing from their healthcare provider if they are symptomatic or have a known positive exposure.

Los Angeles County Registrar Recorder installed a Ballot Box kiosk in front of City Hall by the blue mailbox on the street. Residents can start dropping off mail-in ballots TODAY!

Vote by Mail (as early as you can!): Vote by Mail ballots will be mailed to all registered voters beginning October 5 to ensure you have a safe voting option during the COVID-19 pandemic. Be sure to return your ballot early, either through the mail or at one of over 400 secure ballot drop boxes across LA County.

Girls with Dreams become Women with Vision |

The Department of Parks and Recreation will kick-off our month long virtual Girls Empowerment Conference, “I Matter” on Thursday, October 1, 2020 at 4:30 p.m. This year’s virtual conference theme is “Girls with Dreams Become Women with Vision.” The conference is an annual tradition that encourages girls county-wide ages 11-18 years to turn up the volume on their powerful and diverse voices and believe in a life of possibilities by lifting up their confidence, exploring pathways to college, and building a vision for their future life goals.
The Girls Empowerment Conference kicks-off on Thursday, Oct. 1, at 4:30 p.m. with “Women in Leadership in Los Angeles County” – a virtual speaker panel led by L.A. County Parks and Recreation Director Norma Edith García-González. Panelist include our very own amazing:
- Skye Patrick, LA County Library Director
- Amy Bodek, Director of Regional Planning
- Kristin Sakoda, Director of the Los Angeles County Department of Arts and Culture
- Erika Anzoátegui, Los Angeles County Alternate Public Defender
Throughout the month, girls will have the opportunity participate in FREE virtual workshops and book clubs, join virtual documentaries watch parties, listen to inspiring speakers, engage in facilitated dialogue and much more. All girls are invited to join and participate in as many events as they would like! Every day in October will include an uplifting activity for girls to participate in:
– Mondays: Documentaries & Book Clubs
– Tuesdays: Live virtual workshops
– Wednesdays: Videos related to the week’s theme
– Thursdays: Live virtual panels of powerful speakers
– Fridays: “Let’s Talk” videos and inspirational materials

California Office of Emergency Services (Cal OES) has created a new public education campaign for Earthquake Warning California, the country’s first publicly available statewide earthquake warning system. The warning system uses ground motion sensors across the state to detect earthquakes before humans can feel them and can notify Californians to “Drop, Cover and Hold On” in advance of an earthquake. Earthquake Warning California includes tools such as the MyShake App, Android Earthquake Alerts, and Wireless Emergency Alerts (WEAs -- the same system used for AMBER alerts)
The countdown begins to the Great California ShakeOut event scheduled every year on the third Thursday of October. This year’s ShakeOut, October 15, practice Drop, Cover, and Hold On.
When an earthquake strikes, the following procedures are recommended to reduce your chance of injury:
DROP where you are onto your hands and knees.
COVER your head and neck.
- If a sturdy table or desk is nearby, then crawl underneath it for shelter.
- If furniture is unavailable, then crawl next to an interior wall away from windows, stay on your knees and cover your head and neck.
HOLD ON until the shaking stops.
- If you are under a table or desk, hold on to a furniture leg with one hand and use your other arm to cover your head and neck.
- If you are next to an interior wall, then stay on your knees and use both arms and hands to protect your head and neck.

Remember to keep coyotes wild. Feeding wildlife is wrong, allowing wild animals access to human food and garbage can be deadly. Wild animals naturally fear people, keep a distance, and will not bother you, so long as they remain truly wild. But if they have access to human food and garbage, they want more. Their natural ways are ruined. Their normal wilderness and fear of humans is lost.
Reminder to keep animals wild!
- Never feed or attempt to "tame" a coyote.
- Don't leave small children or pets outside unattended.
- Remove sources of water, especially in dry climates .
- Trim ground-level shrubbery to reduce hiding places.
- Put trash in tightly closed containers that cannot tip over.
- Do not leave pet food outside and bring pets in at night.
- Provide secure enclosures for rabbits, poultry, etc.
- Pick up fallen fruit and cover compost piles.
- Install motion-sensitive lighting around the house.
If followed by a coyote, make loud noise. If this fails, throw rocks in the animal's direction.
