Census operations were suspended in the spring because of the coronavirus pandemic and door-to-door operations resumed in May. The Census Bureau first extended the deadline for being counted to October 31, then cut it to September 30.
The City of Los Angeles was among a national coalition of cities and counties that sued the Trump Administration to keep the October 31 deadline, arguing that more time was needed to get an accurate count. A judge agreed, issuing an injunction against the shortened deadline, but the U.S. Supreme Court sided on Tuesday with the Trump Administration, which had argued the count needed to end so they could process the data in time for a December 31 deadline.
Residents can respond to the census online until 2:59 a.m. PST on Friday, October 16, 2020.
Responses to the census are still being accepted, however, paper census responses must be postmarked by October 15, and people can also phone in their census responses between 10 a.m. and 11 p.m. PST by calling 844-330-2020. Non-English speakers can also respond to the census in their native languages at the phone numbers found on the 2020census.gov website.

Citywide Reverse 911 Test
1 Week Out Notification

A Citywide test of AlertLHH’s Reverse 911 system will occur next week on October 20, 2020 at 1:00 PM. Residents and business will receive a test message through multiple forms of communication (telephone calls, text messages, and web-based media). This test is being conducted to determine the resilience of the system and to provide residents an opportunity to be familiar with the system when an actual emergency does occur.
Residents will receive two consecutive phone calls with a recorded message announcing the test. The second phone call occurs to allow individuals and voicemail systems to listen to the message again. After the conclusion of the message, residents will be asked to confirm receipt of the message. The City urges residents to select the option as it will provided accurate results for this test. A text message and e-mail will also be distributed concurrently with the recorded phone call. Residents are advised not to panic.

To avoid text message fatigue, Nixle has created a tiered priority structure that will only send an alert via e-mail when both an e-mail and phone number are listed in the AlertLHH notification system. The City of La Habra Heights is in the process of preparing an update to its 2007 Hazard Mitigation Plan (HMP). It identifies and assesses vulnerabilities from a range of natural and technological hazard with a possibility to significantly impact the community.
Part of the mandated approval process for the HMP requires the City to share a draft document with the community and to solicit comments during the plan writing phase. The City is asking all residents to review the HMP and provide comments or questions no later than Monday, November 16, 2020 by 5:00 P.M. Roads Advisory Committee Alternate Vacancy |

The Roads Advisory Committee is looking to fill one vacant alternate committee member position. The Roads Advisory Committee meetings are held on the fourth Wednesday of each month at 6:30 p.m. The Committee is dedicated to reviewing various financing options for road maintenance, making recommendation for the yearly pavement management program and educating the community about road maintenance needs and methods.

Guidance for Celebrating Halloween |
|
As fall approaches families start to plan for the upcoming holiday season beginning with Halloween. Since some of the traditional ways in which this holiday is celebrated does not allow you to minimize contact with non-household members, it is important to plan early and identify safer alternatives. The Los Angeles County Department of Public Health would like to share information on how to take part in this holiday in a manner that reduces the risk of spreading COVID-19. Since some of the traditional ways in which this holiday is celebrated are not permitted this year, consider some safer alternatives that are listed below.
Halloween Activities
NOT Permitted: (Gatherings and events are currently allowed under the Health Officer Order, but cannot exceed more than 3 households)
- Halloween gatherings, events or parties with more than 3 household are not permitted even if they are conducted outdoors.
- Carnivals, festivals, live entertainment, and haunted house attractions are not allowed.
NOT Recommended:
- Door to door trick or treating is not recommended because it can be very difficult to maintain proper social distance on porches and at front doors, ensure that everyone answering or coming to the door is appropriately masked to prevent disease spread, and because sharing food is risky.
- "Trunk of treating" where children go from car to car instead of door to door to receive treats is also not recommended, particularly when parts of Halloween events, since it is difficult to avoid crowding and sharing food.
- Halloween gatherings, events or parties with no more than 3 household and that are conducted outdoors.
Permitted and Recommended:
- Online parties/contest (e.g. costume or pumpkin carving)
- Car parades that comply with public health guidance for vehicle based parades including:
- Drive by evets or contest where individuals dress up or decorate their vehicles and drive by "judges" that are appropriately physically distanced.
- Drive through events where individuals remain in their vehicles and drive through an area with Halloween displays.
- Drive in events where individuals can receive a treat bag (limited to commercially packaged non-perishable treats) or take away items from an organizer while the participants remain in their vehicle.
- Halloween movie nights at drive-in theaters (must comply with the public health drive in movie theater guidance)
- Halloween themed meals at outdoor restaurants (must comply with the restaurant protocol)
- Halloween themed art installations at an outdoor museum (must comply with the public health museum guidance)
- Dressing up homes and yards with Halloween themed decorations.

Cemetery Visits: If you wish to visit a cemetery, only do so with those of your same household. Wear mask and physically distance from others the entire duration of your visit. Overall, make sure to limit time you spend there.

Testing is widely available within the provider community. Residents who have a regular source of health care should first seek testing from their healthcare provider if they are symptomatic or have a known positive exposure.

Girls with Dreams become Women with Vision |

The Department of Parks and Recreation will kick-off our month long virtual Girls Empowerment Conference, “I Matter” on Thursday, October 1, 2020 at 4:30 p.m. This year’s virtual conference theme is “Girls with Dreams Become Women with Vision.” The conference is an annual tradition that encourages girls county-wide ages 11-18 years to turn up the volume on their powerful and diverse voices and believe in a life of possibilities by lifting up their confidence, exploring pathways to college, and building a vision for their future life goals.
The Girls Empowerment Conference kicks-off on Thursday, Oct. 1, at 4:30 p.m. with “Women in Leadership in Los Angeles County” – a virtual speaker panel led by L.A. County Parks and Recreation Director Norma Edith García-González. Panelist include our very own amazing:

- Amy Bodek, Director of Regional Planning
- Kristin Sakoda, Director of the Los Angeles County Department of Arts and Culture

Today was the Great California ShakeOut event scheduled every year on the third Thursday of October. This year’s ShakeOut, October 15, practice Drop, Cover, and Hold On.
When an earthquake strikes, the following procedures are recommended to reduce your chance of injury:
DROP where you are onto your hands and knees.
COVER your head and neck.
- If a sturdy table or desk is nearby, then crawl underneath it for shelter.
- If furniture is unavailable, then crawl next to an interior wall away from windows, stay on your knees and cover your head and neck.
HOLD ON until the shaking stops.
- If you are under a table or desk, hold on to a furniture leg with one hand and use your other arm to cover your head and neck.
- If you are next to an interior wall, then stay on your knees and use both arms and hands to protect your head and neck.
