First, I want to thank all the healthcare workers that are on the front lines of this war with COVID-19, risking their lives for the health of others while the world stands still and watches their heroic efforts. We have heard from our doctors, nurse practitioners, and physician assistant owners of RHCs and the impact it has on the normal operations of the clinics. Some sectors of healthcare are overwhelmed or planning to be and others have become virtual ghost towns with any elective procedures ceasing and patients staying away for routine visits. These are indeed strange and difficult times.
It is our hope that some of the issues that are preventing RHCs from providing distant site services to patients will be resolved favorably this weekend or early next week. There is still time to lobby for your representatives on the behalf of your clinic. We prepared a document on the Republican Senate bill to help you understand why getting the All Inclusive Rate language is so important as well as a link to the bill. There are also links to NARHC documents that will help you lobby for rural health clinics during this very important vote. Getting the distant site provision in the bill is a great start, but a complete victory will be keeping the provision in the bill and getting the payment method changed to the All Inclusive rate.
Telehealth Update for Rural Health Clinics - Phase 3 of the Emergency COVID-19 Relief Act
Several of our respected and long time members of the RHC community have gotten together to present a webinar on Telehealth. We hope to have great news for you by Tuesday. I know it has been hard to believe that RHCs have been excluded from being a distant site for telehealth and I certainly have not enjoyed telling people
no over and over again. In this webinar we are attempting to prepare you to be start billing Medicare as a distant site. I may have been optimistic on Phase 3 of the Emergency stimulus bill being approved as my information was the vote would be this weekend. Let's cross our fingers and hope for a favorable resolution before Tuesday. We may even move the webinar time back to a later date if the bill has not been approved. Our goal was to get the information out as quickly as possible to RHC once the green light was given. Our thoughts are this COVID-19 distance site funding is a sprint and hopefully not a marathon as the provisions will only apply during the State of National Emergency.
In this webinar, we will update Rural Health Clinics on the status of Telehealth and how it can be paid by Medicare based upon the expected approval of the Phase 3 Emergency COVID-19 Response Legislation slated to be voted on this weekend. Ryan Kelly, Executive Director of the Mississippi an Alabama Rural Health Associations will provide a legislative update and an overview of the technologies that can be used to provide Telehealth services to your patients (20 minutes). Patty Harper, Chief Executive Officer, from InQuiseek, LLC and Kate Hill, VP of Clinical Services will discuss the logistics of actually treating patients including Logs, protocols, HIPAA, Consent, and other logistics issues and Kate will discuss current clinical issues due to COVID-19 (30 minutes). Charles James, Jr. , Chief Executive Officer from North American Healthcare Management Services and Bonnie Britton, President, from Reconnect4health will speak on billing Telehealth services and the codes to use if they are available at the time of the webinar (20 minutes). Mark Lynn from Healthcare Business Specialists will briefly discuss the cost report impact of Telehealth (5 minutes).
