GOVERNING BOARD WORKSHOP
A workshop on Addressing Systemic Racism at our Colleges highlighted the actions that the colleges and District are taking in response to the Governing Board’s call to action to dismantle racism in the District. Cuyamaca College’s presentation was given by President Julianna Barnes; Jesus Miranda, Dean of Student Equity and Engagement; and Academic Senate President Manuel Mancillas-Gomez. Grossmont College’s efforts to strive toward equity were presented by President Nabil Abu-Ghazaleh; Lida Rafia, Dean of Student Success and Equity; and Academic Senate President Denise Schulmeyer. Vice Chancellor for Human Resources Tim Corcoran shared that an Equity in Employment Task Force is underway and will be making recommendations on employment processes, including outreach, job classifications, hiring pools, and training.  
TRIBUTE TO BILL GARRETT
Board member Bill Garrett was recognized for his more than 16 years of service on the board, including his tenure as Board President from 2008-2018. State Senator Brian Jones attended the meeting to present a State of California resolution honoring Garrett. A video was played featuring board members, current and past District leadership, and others who thanked Garrett for his service. Garrett also received a crystal award from the District honoring his service, and a commendation from the city of El Cajon. Chancellor Lynn Neault noted that an in-person event will be held later to honor Garrett when public health conditions allow.

BOARD REPORTS
Board member Debbie Justeson congratulated the election winners: the re-election of board member Elena Adams and the election of Julie Schorr to fill the seat being vacated by Garrett. She noted that Grossmont College Associate Professor Gregg Robinson was re-elected to the San Diego County Board of Education and Cuyamaca College Instructor Mary Graham was re-elected to the San Diego County Community College District board.

Board member Elena Adams thanked Garrett for his leadership on the board and said he has always been an excellent example of how board members should conduct themselves.

Board member Bill Garrett thanked board members for their comments, and said he is proud and humbled to have served on the Governing Board. He shared that board members have acted with civility even when they had disagreements, and he is proud of the board’s efforts on behalf of students at Grossmont and Cuyamaca Colleges.

Board member Brad Monroe stated that he is proud that faculty, staff and administrators at the District have stepped up to help students and fellow employees during the months since the pandemic struck.

Cuyamaca College Student Trustee Robert McClain expressed his appreciation to Garrett and said he was sorry they were not able to work together in person.

Grossmont College Student Trustee Benjamin Blevins thanked Garrett for his service. He congratulated Adams on her re-election and congratulated Sara Jacobs for winning the 53rd District congressional seat.

Board President Linda Cartwright expressed to Garrett that he will be missed by his fellow board members and appreciated his help when she was elected board president. She shared that she is looking forward to positive change for community colleges with the election of Joe Biden as president, noting that Biden’s wife, Jill, is a community college professor.
BOARD ACTIONS
At the November 10, 2020 meeting, the Governing Board:

  • Reviewed updates to Board Policy 5055, Enrollment Priorities; and BP 6312, Student Body Fund.
  • Set December 15, 2020, at 4:15 p.m. as the date and time of the board’s organizational meeting.
  • Reviewed and reaffirmed the board’s commitment to ethical conduct as provided in Board Policy 2715, Board Code of Ethics and Conduct, and BP 3060, Institutional Code of Conduct.
  • Approved the Academic Calendars for 2021-2022 and 2022-2023.
  • Approved course, certificate and degree changes for 2021-2022 for Grossmont and Cuyamaca Colleges, and for 2020-2021 for Cuyamaca College.
  • Approved a notice of completion and release of retention for the districtwide IT server HVAC upgrades; Phase 1 of the Science, Math, and Career Tech Complex project; and the Grossmont College fan coils and replacement abatement project.
  • Ratified an award to Solpac Construction, Inc. for the Cuyamaca College Student Services Building project.
  • Approved personnel actions.
  • Approved a search process and timeline for the selection of the Grossmont College President.
CHANCELLOR'S REPORT
Chancellor Lynn Neault congratulated the District Marketing and Communications team and the Creative Services team at Grossmont College for winning gold Medallion awards from the National Conference for Marketing and Public Relations.

The awards were given for the District’s 2018-2019 Annual Report, Grossmont College’s 2019-2020 Catalog, and for a photo of a dancer taken by Grossmont College photographer Stephen Harvey.
