The Light Aircraft Association - formerly the PFA - is the UK's group for homebuilt, kit and experimental aircraft, or EASA Annex 2 aircraft if you prefer. As a body trusted by the UK CAA, the LAA is authorised to issue Permit to Fly, enabling aircraft outside the normal scope of EASA or CAA rules into the air. As part of their drive to facilitate more flying, the LAA is also developing rules around IFR type flight for LAA aircraft. As part of EFLEVA (the European Federation of Light, Experimental and Vintage Aircraft) the LAA works with related member-organisations across Europe to encourage a measured and level approach to flying for fun.
