As we get closer to Election Day, I wanted to take this opportunity to make residents aware that the City of Houston has two propositions on the ballot in the upcoming November 6, 2018 election, Proposition A and B. Mayor Sylvester Turner is attending the District E Town Hall meetings to present these two propositions.  More information on ballot language and the propositions can be found online here in advance of the meetings.

In addition to discussing Propositions A and  B, there will be representatives from several departments presenting on topics that are of interest to the residents of District E. These topics include, but are not limited to, Harvey Recovery, Storm Water Action Team Projects, and District E Major Thoroughfare Projects. The Texas Department of Transportation, the City of Houston Department of Neighborhoods, and Houston Police Department will be in attendance at both meetings to provide resources to District E residents.

Paying It Forward Hurricane Relief Response to Hurricane Florence

"The rest of the country was incredibly generous when Harvey floodwaters invaded our city more than one year ago," Mayor Sylvester Turner said. "While our City's recovery efforts continue, I know Houstonians want to help people who are suffering as a result of Hurricane Florence.  That's why I am encouraging Houstonians, who can help, to open their hearts and wallets to assist with recovery efforts on the east coast."
 
At the direction of Mayor Sylvester Turner, the Houston Relief Hub will coordinate Houston's Paying It Forward Hurricane Relief Response to Hurricane Florence. The relief effort will accept donations this Saturday, September 29, and Sunday, September 30,  from 9:00 a.m. to 5:00 p.m.

The Mayor's Office has made contact with relief groups in the region who are requesting:
  • Cleaning supplies (especially with bleach)
  • Personal hygiene items
  • Nonperishable food
  • Bottled water
  • Pet food and supplies 
Houstonians are encouraged to donate these items this weekend. Mayor Turner will personally hand off the items in Columbia, South Carolina next week, where relief efforts for coastal communities in both states are being concentrated. 
 
In addition to donations, the Hub requests volunteers to assist with coordination, sorting, and loading of donations. If you are able to volunteer please email [email protected] with the day and time you can help. Volunteer shifts will be:  9:00 a.m. to 12:00 p.m., 12:00 p.m. to 3:00 p.m., and 3:00 p.m. to 6:00 p.m., Saturday an d Sunday.

Lake Houston Dredging Update

Since mid-July, the Army Corps of Engineers has been assembling roughly five miles of pipe to reach the areas to dredge, in addition to establishing electricity and securing their worksite. Following several weather delays, the Army Corps of Engineers started dredging on the afternoon of Wednesday, September 19 . There are two dredges working over 2.25 miles to remove sediment and debris from the West Fork of the San Jacinto River.
 
The emergency dredging contract serves the specific purpose to remove excessive debris from Hurricane Harvey that is e xacerbating and impeding the free flow of water down this 2.25 mile stretch of the River, posing a threat to life, safety, critical infrastructure, and a potential loss of life. This emergency dredging project is expected to be completed by the end of April 2019, pending no additional weather delays.


Council Member Martin is aware of the need for additional dredging on the West Fork of the San Jacinto River, East Fork of the San Jacinto River, Lake Houston, and various inlets in the Lake Houston Area. He continues to work with local, state, and federal officials to secure additional projects to provide resiliency for our area. As soon as details regarding future projects are solidified and confirmed, they will be shared with the community. Currently Council Member Martin continues to stand firm in advocating the urgency for additional projects in the area,  at every possible opportunity. 
City of Houston Launches Informational Website Regarding November 6 City Ballot

Houstonians will have the opportunity to vote on two city charter referendums: Propositions A & B. As part of the city's effort to educate the public regarding the November 6 ballot, the city has launched the  "Houston Votes 2018" website providing information about the propositions and the voting process.  It also includes a  Power Point presentation shown at the meetings. 

The city has also created a page highlighting each proposition in  EnglishSpanish, Vietnamese, and Mandarin

"It is very important that Houstonians know the facts regarding the upcoming election and the two propositions," Mayor Sylvester Turner said. "There are seven town hall meetings remaining and I invite Houstonians to join us to hear from department directors and me and ask any questions they may have."

Lake Houston Inclement Weather Lowering Protocol

As we enter what can be a more active rainy season, it is important that Lake Houston Area residents be reminded of the Lake Houston Inclement Weather Lowering Protocol. Anytime a rain event is forecast to produce more than three inches of rain in the San Jacinto River Watershed, the City of Houston will open the gates on Lake Houston to lower the level of the Lake to 41.5 feet, one foot lower than normal, until the weather threat as left our area.
 
If rain amounts greater than three inches are predicted, additional releases to reduce the level of the lake more than 41.5 feet may be necessary. At that time, our office and the City of Houston Public Works Department will alert the community via press release. Currently Lake Conroe continues to observe a lake level of 199 feet, which is two feet lower than their normal level.
El Dorado Boulevard Mowing Project

The District E office has been contacted by several residents regarding the maintenance of the easement along El Dorado Boulevard, from Clear Lake City Boulevard to Horsepen Bayou. To address these issues, Council Member Martin has allocated a portion of his Council District Service Funds (CDSF) Budget to fund the maintenance of this area. 

The scope of work includes the following services: 
  • mowing the property;
  • edging, blowing, trimming and raking;
  • trimming and clearing trees, bushes, and hedges; 
  • picking up and disposing of litter;
  • weed control; and
  • disposing of debris in accordance with local, state, and federal guidelines. 
The CDSF funds will pay for two mows along this easement. The first mow is scheduled for Thursday, October 11, and should be completed the following day, weather permitting. 
Proposed Major Thoroughfare and Freeway Plan Amendment: 
Ellington Road

The City of Houston Planning Department is proposing to add Ellington Road, a major thoroughfare, between Old Galveston Road and Interstate 45 to the City's Major Thoroughfare and Freeway Plan (MTFP). The MTFP identifies right-of-way needs and proposes roadway alignments within the city limits of Houston and its Extraterritorial Jurisdiction (ETJ). It is important to note, the MTFP does not initiate the timing of right-of-way acquisition or construction activities related to the roadways, and design and construction will not occur immediately if passed. Ellington Road between Space Center Boulevard and Old Galveston Road was added to the MTFP in 2003.
  
Details including an online comment form are available on the Planning Department website. Information on the proposed amendment will also be available for public review at the Clear Lake/Southeast Houston Town Hall Meeting to be held on Tuesday, October 16th, 2018 at Space Center Houston, 1601 East NASA Parkway, Houston, Texas, 77058. Sharon Moses Burnside with the Planning and Development Department will make a short presentation and will be available to answer questions and take comments before and after the meeting.
 
Planning Commission will hold a public hearing on the proposal Thursday, October 25, 2018 at 2:30 p.m. in the City Hall Annex Chambers, Public Level, 900 Bagby Street, Houston, Texas, 77002
 
After considering information provided by property owners, the public, City staff and other government agencies concerned about transportation in our region, the Houston Planning Commission will vote on the proposed amendment at their regularly scheduled meeting on November 8, 2018. If approved, the proposal will be forwarded to City Council for consideration by the end of the year.

Lake Houston Area Chamber of Commerce Peace Officers and Firefighters of the Year Luncheon

On Tuesday, September 18, staff from Council Member Martin's Office had the honor of attending the annual Lake Houston Area Chamber of Commerce Peace Officers and Firefighters of the Year Luncheon at the Humble Civic Center.
 
The luncheon program honored the everyday heroes that serve and protect the Lake Houston Area. Those who attended the event were presented with a speech by Harris County Sheriff Ed Gonzales.
 
Council Member Martin commends the 2018 Lake Houston Peace Officers and Firefighters of the Year as well all the public safety and law enforcement professionals in the greater Houston area, for their selfless and courageous service. We continue to pray for their safety every day.
University of Houston-Clear Lake President Dr. Ira K. Blake Investiture Cer emon y

On Thursday, September 20, staff from Council Member Martin's office attended the Investiture Ceremony of Dr. Ira K. Blake, as the Fifth President of the University of Houston-Clear Lake (UH-CL). 

In 2017, Dr. Blake joined the University of Houston-Clear Lake as the university's first woman and African-American president. UH-CL is designated a Hispanic Serving Institution. It currently serves approximately 8,500 students and has over 66,000 alumni.
 
It was a beautiful ceremony with words from current UH-CL staff, students, faculty, alumni, elected official, the University of Houston Board Of Regents, and more. During the investiture, a proclamation was presented on behalf of the Honorable Mayor Sylvester Turner, declaring Thursday, September 20 as Dr. Ira K. Blake Day in the City of Houston. Council Member Martin wishes the best to Dr. Blake on her journey ahead. The District E team looks forward to continuing to work with her!
Clear Lake Area Chamber of Commerce General Membership Luncheon

On September 26, Council Member Martin attended the September Clear Lake Area Chamber of Commerce General Membership Luncheon at the Lakewood Yacht Club. 

The program featured a Legislative Panel featuring State Senator Larry Taylor, and State Representatives Dr. Greg Bonnen and Dennis Paul. The panel provided an legislative update on their priorities as the 86th Legislature session continues on January 8. Those priorities include Hurricane Harvey recovery, flood mitigation, education and public safety, healthcare, and more.

The Clear Creek Education Foundation (CCEF) invites residents to "Dine Out to Donate" on Monday, October 1 to support education! This year, 64 area restaurants will donate a portion of their October 1st revenue to CCEF which will benefit the students and teachers of the Clear Creek Independent School District.
 
The top three Elementary, Intermediate and High Schools with the highest participation based on student population will WIN $1,000, $500 and $250 respectively! Simply sign up your school at the restaurant on Monday, October 1 when you Dine Out to Donate by filling out the "Voting Slip Form" found on the bottom of the printable flier and putting it in the designated box at the restaurant.

Please submit the form, Inspection Request for Mosquito Breeding Site, to talk with a representative from Harris County Public Health Mosquito Control Division regarding the mosquito problem you are experiencing. If needed, we will schedule an inspection of your property for potential mosquito breeding sites. During the inspection, any mosquito breeding sites will be identified and source reduction recommendations will be provided.

Upcoming Road Closures in Kingwood

Council Member Martin wants to make the Kingwood community aware of two road closures planned for upcoming events. 

On Saturday, October 13, the northbound lanes of West Lake Houston Parkway, from Kings Crossing Drive to Kings Parkway, will be closed from 6:30 am to 10:00 a.m., due to the 9th A nnual Lake Houston 10K5K. 


On Saturday, October 20, the Kingwood 10K  will close the inside curb lanes of Kingwood Drive, from Green Oaks Drive to West Lake Houston Parkway, beginning at  6:00 a.m. The roadway is expected to reopen at 9:30 a.m. 


 
To ensure the safety of the community and participants, we encourage drivers to avoid these areas during the time of the event.
TxDOT State Highway 3 Access Management Study

The Texas Department of Transportation (TxDOT) hosted a public meeting on Tuesday, September 25, to solicit input on proposed recommendations to improve State Highway (SH) 3 from Brookglen Drive to the Harris/Galveston County line. 

The SH 3 Access Management Study has identified short, medium, and long-term access improvements to reduce crashes, improve mobility, and support existing and future development, all based on comments received from the public. This meeting provided opportunities to learn about these proposed improvements, ask questions, and provide feedback. 

Residents unable to attend the meeting are encouraged to visit the project website to review the project information. Written comments may be submitted at the meeting; by mail to the TxDOT Houston District Office, Director of Advanced Transportation Planning, P.O. South Belt-Ellington Chamber of Commerce Evening of Cuisine

The South Belt-Ellington Chamber of Commerce will be hosting its annual Evening of Cuisine, "The Taste of South Belt", on Thursday, October 4 at the Gardens Houston, 12001 Beamer Road. 

Tickets are a $20 admission for all you can eat and drink appetizers, entrees, desserts, pastries, and beverages from local restaurants, caterers, bakeries, deli's and beverage companies. 

Vendors include, Blue Beetle Cafe, Chilos Taqueria, Las Haciendas, Randy's Smokehouse and Barbeque, Texas Republican Kitchen, Time Out Sports Bar, and more.

FEMA Grants More than $5.8 Million to Humble Independent School District

The Federal Emergency Management Agency (FEMA) has awarded more than $5.8 million to the Humble Independent School District for emergency protective measures taken before, during and following Hurricane Harvey. The district secured the campus facilities, opened an Emergency Operations Center, placed barricades, directed traffic and pumped flood water from the facilities.
 
The FEMA grant covers 100 percent of the project's costs because the district completed their work within 30 days of the disaster declaration period. This grant comes from FEMA's Public Assistance grant program which reimburses communities for actions taken in the immediate response to and during recovery from a disaster. Eligible applicants include states, federally recognized tribal governments, U.S. territories, local governments and certain private nonprofit organizations.

Eligible applicants for Public Assistance grants include states, federally recognized tribal governments, U.S. territories, local governments and certain private nonprofit organizations.
Wings Over Houston

Council Member Martin invites all Houstonians to Ellington Airport on Saturday, October 20 and Sunday, October 21 for the Annual Wings Over Houston Airshow. Headlining this year's show are the U.S. Navy Blue Angels flying the McDonnell Douglas F/A-18 Hornet. More headliners and information about the show can be found here.
