Tip of the Week Q&A: Transcript Notation Tip of the Week contributors include Brett A. Sokolow, J.D., Executive Director, Daniel C. Swinton, J.D., Ed.D., Senior Associate Executive Director & Rick Olshak, M.S., Advisory Board Member, ATIXA. What are the pros and cons regarding flagging student transcripts, if that student was suspended or dismissed for sexual assault? ATIXA supports transcript notation for all expulsions, and as an option on suspensions, during and/or after. Our association also supports notations of withdrawal with charges pending. Having no universal standard for sanctions is a concern, but not an impediment, in my view, as none of the states enacting notation have universal standards, either. Transcript notation doesn't need a universal standard to be effective. What it provides is for an institution to be informed and to engage in the collection of additional information. Resource Spotlight Key Findings: Rethinking Serial Perpetration From the National Sexual Violence Resource Center, Released August 2015 The serial perpetration hypothesis - which suggests that a small number of men perpetrate the vast majority of rapes, and that these men perpetrate multiple rapes over time - has played an important role in the field of rape prevention as a model of sexual violence, especially raising awareness of rapists who have not been identified by the criminal justice system. A 2015 study published in JAMA Pediatrics, A Trajectory Analysis of the Campus Serial Rapist Assumption, raises questions about the serial perpetrator hypothesis. Although it is clear that a subset of perpetrators do commit multiple acts of rape over time, the research suggests that most perpetrators do not chronically offend over time. Instead, perpetrators are much more heterogeneous in terms of their risk factors, methods of coercion, and pattern of offending over time.
