Undoubtedly, moms deserve to be celebrated because they're always putting others ahead of themselves. Mother's Day is the perfect opportunity to stop and reflect on all of her  hard work.

Of course, Mother's Day isn't just a day for celebrating your own mother. It's a day for honoring all the women in your life who support and nurture you, from your sister to your grandmother.  Sometimes, the best way to  thank mom  is with a simple and heartfelt message.

One of the most important tasks I am given as your elected representative is to review and add to the City Budget to ensure the needs are met in the district for  maintenance beautification , public safety and programming.  We are kicking off our budget meetings and we need your input.  On May 21st at the Mt. Pleasant High School from 6 p.m.-8 pm, Mayor Sam Liccardo and I will providing our residents with an overview of budget proposals and  receive  your feedback about what you want to prioritize.  I look forward to seeing you there!  In this month's newsletter you will find out how you can participate in Bike to Work Month, submit your ideas for participatory budgeting and learn about one of our newest businesses.

Great American Litter Pick Up 
We had a fantastic turnout for the Great American Litter Pick Up with over 500 volunteers that turned out to multiple sites in the district.  I wanted to share some photos of the events and let you know that you can always organize a litter pick up in your neighborhood by contacting our Anti-Litter Team at (408) 975-7233. or visit  http://www.sanjoseca.gov/prns/antigraffiti/.   I wanted to share a speech that one of our star students at James Lick, Rene Mendez who received recognition for winning the anti-litter slogan contest with " Before You Dash, Pick Up Your Trash."   Thank you to the Alum Rock Village Association for providing Rene with a Target gift card for his creativity. 

"Good afternoon everyone, I am very proud of what everyone has been doig to make change such as of course picking up litter.  It is a great start to maintain a healthy environment for the future generations.  Here with a huge crowd in front of me, it is my honor to accept this award.  I would like to thank not just my friends, the school or the organization but I would like to thank the mindsets on everyone who made a hudge impact on today's living.  I am taking, of course about you.  You have  warm heart and a beautiful brain and you are the course the one who controls the actions you pick that will make a huge impact on yourself and others.  Every minute of every day changes are being to the world and you are of course doing it too.  Thank you so much for listening, I am Rene Mendez and remember, " Before You Dash, Pick Up Your Trash."

I am so excited to announce that the 2018 Steering Committee for Participatory Budgeting has completed their duties of setting the rules for this year's process. Idea collection will begin in May!

Dia de las Madres
A mother is unique unlike any other woman in our lives. Please take time this Mother's Day to give thanks and appreciate your mother and as many mothers as you possibly can, for the job of a mother can sometimes be overlooked and underappreciated. We often forget that today woman not only hold regular jobs to bring in household income, but also have the full time job of being a mother 24 hours a day and seven days a week. 
We are also reminded on this special day the relationship and connections in culture with our neighboring country of Mexico. In 1914 the USA officially recognized the first Mother's Day and soon after on May 10th 1922 Mexico made Mother's Day or "Dia de las Madres" official. The celebration of Mother's Day in Mexico is celebrated with the same idea in mind as it is in the United States. Children and adults present their mothers with gifts of candy, cards, flowers as well as taking them out to eat, cooking for them or a day of pampering.

 For those who can't be home on Mother's Day, a telephone call to Mom to let her know that she's loved is usually sufficient for mom. One key difference, in the United States where Mother's Day is always the second Sunday in May, Mother's Day in Mexico is on a fixed date -- May 10 - no matter the day of the week. No matter the country and no matter the day, we know that every day is a good day to appreciate your mama. Thank you to all the mothers for everything you do and everything that you are. We love you!

Census 2020
Volunteer for the San Jose Census

Various Meeting Places in San Jose Saturday, May 12 at 9:00 a.m. This is a massive volunteer event to help ensure everyone in San José has the chance to be counted in the 2020 census. This effort will also help us get our fair share of over $77 billion in federal funding for schools, health care, libraries and social services in our community! Volunteer Description: Volunteers will be assigned to specific San Jose neighborhoods and collect visual information in support of the upcoming Census 2020.

Volunteers will work in pairs to identify "low-visibility housing units". The visual information collected by the volunteer will help identify the potential number of households, per address, and help us improve our count of City residents in the upcoming Census. All data collected is protected per federal statute and will not be used for any purposes other than the Census 2020. For more information, go to

International Summer Homestay in Okayama 2018
The City of Okayama is organizing and hosting the International Summer Homestay in Okayama, July 24-30. Up to seven San Jose middle school and high school students have been invited to participate in a wide range of activities. The students will be responsible for their transportation costs to travel to Japan but there are no other costs. San Jose Okayama Sister Cities will have a chaperon accompany the students to and from Okayama. San Jose students will be joined by 45 students participating from cities in Bulgaria. China, Korea, Taiwan and Guam. Students will stay in homes of host families that have been selected by the city of Okayama. The host families will have some English-language skills. 

The program will include three-days of joint activities with students Bulgaria, China, Korea, Taiwan and Guam. The city of Okayama will provide transportation and meals for the students and any costs associated with the group activities. San Jose students will also spend two-days on the weekend with their host families to further enhance their experience in Japan. San Jose Okayama Sister Cities will coordinate the program for San Jose students and will have a chaperon travel with the students and accompany them at the group exchange activities.

Digital Inclusion Fund 
During the May 1st City Council meeting, Council voted to approve a memo that was authored by myself, Mayor Liccardo, and Councilmembers Arenas and Davis that develops a partnership with AT&T that will result in the installation of small cells on City phone poles throughout San Jose. In exchange for allowing AT&T to install their equipment, the company will be making a $5 million dollar contribution to the City of San Jose's newly created digital inclusion fund. Monies that go into this fund will go directly into programs that help bridge the digital divide for those communities that don't have access to high tech resources, like adequate wireless internet, or computers at home. 

City staff will be developing a strategy over the next six months so that these funds are used efficiently and directly contribute to combating  the digital disparities in San Jose. This is a huge step in helping our students here in East  San José   to get more engaged in technology. Having consistent access to the internet is very important as many schools are becoming more and more tech savvy by the day. Alum Rock Business District 
I am happy to announce that we have started the exploratory phase of a Property and Business Improvement District, also known as a PBID, in the Alum Rock business district; which has the potential to extend from Highway 101 to the Alum Rock corridor. PBID's have been popular since the 60's and are found in many cities, including 50 of the largest cities in the United States. Through an assessment placed on and determined by property and/or businesses services, are provided to activate the district, services that include but are not limited to maintenance, safety, nuisance abatement, business development, marketing and special events, capital improvements, and parking. These services do not replace, but are in addition to services provided by the city. Through collaboration between a steering committee, stakeholders, and PBID consultants we hope to activate, improve, and uplift our Alum Rock Business corridor. The project is funded by a budget document I submitted in 2015 that was matched by Mayor Liccardo. 
Arterial Resurfacing Project: McKee between Toyon and Valley View
I appreciate everyone who brought this issue of bad road conditions on McKee Road, east of White Road, to my office's attention. This area has been a target for the Department of Transportation to host some more long-lasting repairs. Crews are often dispatched to the stretch of McKee Road between Toyon Avenue and Valley View Avenue to repair the road and place pot hole patches. However, these fixes are temporary and often fail because the road is under distress and is experiencing "Alligator Cracking." This means that the road is cracked in multiple areas and needs resurfacing in order for our residents to travel safely. Starting in June of this year, McKee Road between Toyon Avenue and Valley View Avenue will be resurfaced entirely. The old asphalt will be removed and new asphalt will be paved in its place. Building Permits & Home Safety Open House 
Thursday, May 17, 6:00 p.m. to 8:00 p.m. Building Permits & Home Safety Open House, City Hall Rotunda - Wish you had access to experts for advice on projects, permits and inspections? The Department of Planning, Building and Code Enforcement is hosting a free Building Permits & Home Safety Open House for residents. Experts in planning, building, inspection, public works and fire safety will be available to review remodeling plans and share advice on saving money and safety within the home. Professionals will also present the "Requirements for Accessory Dwelling Units" at 6:30 p.m. and "Strengthening Your Home to Reduce Earthquake Damage" at 7:15 p.m. The event will feature resource tables from partners, such as PG&E and the Environmental Services Department. Viva Calle Economic Impact
Viva Calle is around the corner, and if you missed it last year you won't want to miss is this year.  City of San José open streets event has made a great impact.
The Mineta Transportation Institute Study shows more than $1 Million in sales were made during the 2017 Viva Calle!

Over 130,000 people attended it, Viva Calle became a destination for tourist as well as residents. The money was made during the six-hour event.
Viva Calle not only gave the city an economic benefit but it got to connect the people and the people to places they had never been to. The people were of all ages and they had to experience San José and see the beautiful sites in the East San José to downtown San José. 

Seventy-seven of the surveyed people received over 60 minutes of physical activity. This even created the largest park in our city for a day. Viva Calle provided a connection with their community and environment by temporarily diverting traffic from busy streets and opening those streets to pedestrians, bicyclists, wheelchair users and other no motorized forms of travel.  59 percent stated the event as FUN! The public event wasn't just fun but, healthy and safe for everyone regardless of their age, language, ethnicity, and physical abilities.  Stay tuned for the dates and route coming next week for Viva Calle 2018! http://www.vivacallesj.org/
Volunteer Opportunity
TEALS  volunteers are industry professionals with a CS background who help high schools build and grow sustainable, high quality, and rigorous computer science programs in high schools. Volunteers work directly with classroom teachers to help them build their CS teaching capacity and interact with students to inspire the next generation of computer scientists. Building Brains Donates Microscopes and Brain Models to the Boys and Girls Club Science Program
Anjali Sadarangani, a junior at Basis Independent Silicon Valley, made a gracious donation of microscopes and brain models to the Boys and Girls Club in the Alum Rock Youth Center. She was teaching concepts of neuroscience to the elementary students in that program when she had the realization that the students were underequipped and could use some hands-on learning. During the program, she had brought candy to make models of atoms which the students had the joy of making themselves and eating them after! Anjali knew that hands-on learning was the best way to approach these complex concepts in science. Through her non-profit organization, Building Brains ( https://buildingbrain.org/ ), she was able to secure donations to purchase microscopes and brain models. She let my office know about what she was doing and we were able to support her as she unveiled her gifts to the Boys and Girls Club. I am so proud to know that we have youth leaders taking on the task to teach our children and taking the time to do something special! I am hoping her leadership in science will spark a new generation of scientists and thinkers.
