Public Meetings - Stay Engaged

Columbia Road Roundabout
The County's Department of Public Works will hold a public meeting on Monday, May 14, 2018 from 7:30- 9pm at Linden Hall in Dorsey Search Village Center, 4765 Dorsey Hall Dr in Ellicott City, to discuss the planned roundabout construction at the intersection of Columbia Rd, Kingscup Ct and Hemlock Cone Way in Ellicott City.

The informal meeting will include a PowerPoint presentation of the proposed plans, followed by an open discussion. County staff will be on hand to answer any questions and gather public comments. Those unable to attend the meeting who would like to view the proposed plans and/or have questions regarding the project should contact Mr. Buck Bohmer with DPW's Traffic Engineering Division at 410-313-2430 or email traffic@howardcountymd.gov.

2nd Public Meeting: All-Hazard Mitigation Plan & Flood Mitigation Plan 
Howard County's Department of Public Works (DPW) will hold a  2 nd   public meeting on Thursday,  May 17 from 6-8pm  in Hockley Meeting Rm at the Elkridge Library, 6540 Washington Blvd in Elkridge, to solicit input and discuss the County's All-Hazards Mitigation Plan and Flood Mitigation Plan.  These plans define goals and actions that can be taken to mitigate impacts from a variety of hazards, including flooding, within the County. Every five years the County is required to update these plans.
 
Staff members from Howard County's Office of Emergency Management (OEM) and DPW will be on hand, as will Vision Planning & Consulting, LLC, to explain both plans, answer any questions and gather public comments.

CURRENT PROJECTS
CONSTRUCTION SCHEDULE - Through 5/18/18

Old Stockbridge Dr  Culvert Repair

A project to replace a failed culvert storm drain pipe under Old Stockbridge Dr  between Whistling Pines Ct/Falling Leaves Ct and Village Dr in Ellicott City is under way. As part of the project, t wo collapsing 16' x 11' x 150' steel pipe arches under the roadway  will be replaced. The contractor has been mobilized, fencing was installed and the sidewalk has been closed. 
 
For the duration of the project, Old Stockbridge Dr between Whistling Pines Ct/Falling Leaves Ct and Village Dr will be closed completely to all traffic, vehicular and pedestrian.  Signs are posted at the project site to advise motorists and pedestrians of the road and sidewalk closure and detour. To access Old Stockbridge Dr east and west of the construction site, vehicular traffic will follow a clearly marked detour using MD 108 (Waterloo Rd), Mayfield Ave and MD 103 (Meadowridge Rd). 

The first phase is to get the four separate utilities relocated. Once that is complete, the contractor is anticipated to complete work within two months, barring any unforeseen circumstances.
Blandair Park  

Phase 3 - Design is complete and will include  a maintenance building with offices, storage and fenced yard; parking lot, Play for all Playground; backyard games area (horseshoes, bocce ball, croquet); comfort station with storage rooms; pavilion/shade structure; pathways & bridges; and a dog park. The dog park will not be constructed until the bridge across Rt 175 is complete (more details below on the bridge project). We anticipate construction to begin in Summer  2018  and estimating completion in Winter  2019 . For map, click here .
  
Bridge - This project constructs a bridge over Rt 175 connecting the northern and southern portions of the park and includes a cloverleaf entrance to the park from Route 175. Once the bridge is complete, the entrance to Blandair from Sohap Ln will be formally closed in response to resident concerns. FY19 funding for this project was anticipated to have cost approximately $9.5 million. Unfortunately, County Executive Kittleman's FY19 Proposed Capital Budget did not include funding for this project. Delaying the bridge will increase the scope of the project by an additional $1 million due to the anticipated increase in construction costs. 
Rt 29 Projects

Rt 29 at Rt 175 Ramp Revision : This project includes the elimination of NB Rt 29 to WB Rt 175 Cloverleaf ramp and replacing it with a new traffic light on Rt 175 accessed via the NB Rt 29 to EB Rt 175 ramp.   During construction, SHA does not anticipate a detour. SHA has stated that the final ramp closure is only expected to occur once new ramp revision is complete and operational.  Project will begin now that the road widening of Phase IB has concluded. Work has begun with estimated completion in August 2018, weather permitting. 

I've received several questions about the need for this project. Here's what I've received as a response from SHA: The project was initiated to address a crash pattern identified on NB Route 29 related to traffic entering and existing Route 29 in between the two loop ramps at the Route 175 overpass - commonly referred to as the weave/merge area. The distance between the two NB loops is short which limits the ability from high-speed traffic (northbound) to properly decelerate when exiting to Route 175 (westbound) while at the same time traffic entering NB Route 29 from EB Route 175 must safely find an acceptable gap and accelerate using the same lane.

River's Edge: SHA has taken the following steps: revised horizontal alignments of the ramps of the recommended alternative to incorporate communities feedback and input; performed traffic study and evaluate traffic operations of the new ramps location and analyzed the corridor wide performance for the recommended alternative; and SHA are preparing a technical noise analysis for the recommended alternative. The public meeting to discuss the recommended alternative that was anticipated for  Spring 2018 has been postponed. No date has been scheduled at this time. Rt 32 Widening (From Rt 108 to I-70)

SHA proposed a $152-million improvement project to widen Rt 32 from a two-lane road to a four-lane divided highway between Rt 108 and I-70.  

Phase I - The project has begun and will include the widening of Rt 32 between Rt 108 and Linden Church Rd (Approx. $33 million, cost share between Howard County and SHA). Completion is expected in Fall 2018

Phase II - A project to widen Route 32 between Linden Church Rd and I-70 and replace the bridge on Triadelphia Rd over Rt 32. This will include a four-lane divided highway with two lanes in each direction, intersection modifications with a reduction of access points on MD 32, replacement of the Triadelphia bridge and the MD 32 bridges over the Middle Patuxent River and Terrapin Branch, proposed stormwater ponds to remove pollutants from the stormwater runoff before it is released into streams, drainage culvert replacements and extensions, landscaping and reforestation, and stream restoration. A NTP is expected for late 2018 with construction to begin in early 2019

Phase III (From I-70 to the Carroll County line) - A study was completed by SHA.  2035 forecasts indicate there is no need to dualize at this time. 
Ordway Dr Drainage Improvements 

A project to improve the stormwater drainage along Ordway Dr in Ellicott City is underway. The eroded drainage channel behind 2906 and 2910 Ordway Dr will be restored. This project has been extended from Ordway up to Evergreen to address a culvert issue expressed by residents. Weather permitting, the project is expected to be completed by late Spring 2018. The project is not expected to impact the flow of traffic. Signs have been be posted to advise motorists of the construction.
Ellicott View Rd Stormwater Quality Improvements

A project to provide stormwater quality treatment to the existing dry detention pond in the vicinity of 8519 Ellicott View Road in Ellicott City has begun. It involves a retrofit of the pond's riser and outfall structure, and the installment of a water sensor to provide real-time monitoring of the water level. Weather permitting, the project is expected to be completed  May 2018. The project is not expected to impact the flow of traffic; however, signs were posted to advise motorists of the construction.
Bridge Deck Replacement on WB US 40 Ramp Over I-70

An SHA project to replace the bridge deck (the driving surface on a ramp) from WB US 40 going over I-70 has begun and should be completed by late spring 2019. This bridge is about 50 years old and built during the original highway system construction. In addition to replacing the bridge deck, the structural steel will be cleaned and painted, some concrete will be repaired, and the bridges approaches will be paved. This is a two-lane ramp, and during construction, one of the ramp lanes will be closed to enable crews to perform the project safely and efficiently. Once one side is demolished and rebuilt, then traffic will be shifted to that side, and the same thing will take place on the other. Motorists are encouraged to plan their commute accordingly and schedule extra commuting time during this project.
Montgomery Rd Water Transmission Main Replacement

A project to rehabilitate and replace approximately 14,000 linear feet of corroding 12-inch metallic water mains along Montgomery Rd between Miller's Corner and Lawyer's Hill Rd. This project has two phases: Phase I (Miller's Corner to Marshalee) is complete and the road has been repaved.  Phase II from Marshalee to I-95 is almost complete (approx 80%) with about 2,000 ft remaining. Work is still on schedule to be complete in summer 2018, weather permitting.  Traffic control is required and delays can be expected during the hours of 9am-3pm
Longview Dr Stream Bank Stabilization

A construction project to repair an eroded stream bank and improve water quality in the vicinity of 9513 Longview Dr in Ellicott City has begun. It will include the stabilization of approximately 425 linear feet of stream bank along Plumtree Branch between Longview Dr and US40 that were damaged as a result of the July 30, 2016 storm event.  In addition, improvements to the stream bank will be made using rock structures.  

The project is not expected to impact the flow of traffic in the area.  Weather permitting, the project is expected to be completed by late May 2018.  
Route 97 at BurntWoods Rd Improvements

An SHA project to improve the intersection of Route 97 (Roxbury Mills Rd) at Burntwoods Rd. Safety and alignment improvements will include: adding an acceleration lane for motorists turning right onto Route 97 from Burntwoods Rd; widening Route 97 for a through lane and a new left turn lane to Burntwoods Road; widening and lengthening the right turn lane on Route 97 (north or south) for motorists turning right onto Burntwoods Road; widening Burntwoods Road for a left and right turn lane for motorsts accessing Route 97; and storm drainage, traffic barriers, new signage and a new traffic beacon. The traffic signal evaluation indicates a flashing light only. 

Crews will use a flagging operation to guide motorists through the work zone, Monday-Friday 9am-3pm. Additionally, crews will work behind barrier walls along the shoulders of the roadway.  Weather permitting, the project will be complete late August 2018. Brokenland Pkwy Water Transmission Main

A project to install a water transmission main along southbound Broken Land Parkway between Stevens Forest Rd and Snowden River Pkwy in the Village of Owen Brown in Columbia is underway. It includes the installation of approximately 5,500 linear ft of 30-in water pipe to create a primary water connection between two critical water pressure zones.

Work is being completed during night-time hours, M-F 8:30pm-6am, during which the right two lanes of SB Brokenland Pkwy in the vicinity of the project will be closed; however, the left SB lane will remain open. Construction is anticipated to be completed by late  April 2019.
Little Patuxent Wastewater Reclamation Plant Construction

A biosolids processing facility, located at 8900 Greenwood Place in Savage, will be constructed for the purposes of meeting new Maryland Department of the Environment biosolids storage and disposal regulations. The addition will aid in reducing biosolids volume and in enhancing biosolids quality for end-use purposes. Biosolids are treated sewage sludge that meet the United States Environmental Protection Agency pollutant and pathogen requirements for land application and surface disposal. 

This project is underway and is expected to be completed by June 2020.
PROJECTS REQUESTED & UPDATES
To keep you more informed of my advocacy efforts on your behalf, this section provides updates on projects you have requested of my office and community enhancement (construction) projects I requested (State and County) that promote safety and walkability. 

- Manors of Oakwood/Brampton Pathway Connection (Phase 1)- I'm thrilled to see this project is finally underway and completes the missing pathway connection between these two communities. The contractor was briefly delayed but will be resuming work. Given the limited scope, it should only take approx. two weeks to complete.
  • Phase 2. This is the pathway connecting the Brampton and Wheatfield communities. It creates a complete connection to most local points of interest including the Long Gate Shopping Center, the Y, Meadowbrook Park and beyond, promoting safe, walkable neighborhoods.
These two phases began as a conversation well before redistricting when it was still part of District 1. In an effort to be responsive to community concerns requesting sidewalks along Montgomery Road but recognizing the inherent challenges, including right-of-way issues, I explored alternative pathway connections to ensure these communities had safe passage options. 

We have funding availability to advance Phase 2, if desired, which is what we are hearing from the majority of the residents in these neighborhoods; however, as was discussed at the prior community meeting, we must first outreach to residents adjacent to and in close proximity to the pathway to discuss concerns and ways we can address and mitigate them if the project were to proceed.

- Montgomery Run Road Improvements (County DPW/Engineering) - Given constituent concerns regarding commercial vehicle parking along the roadway, my office requested our County engineers to determine what, if any, improvements could be made including marking the roadway with a double-yellow center line and shoulders.  On September 29, 2017, my office was advised that Montgomery Run Rd is scheduled for milling and overlay in FY19 which  begins July 1, 2018 . Engineers stated they will look at the placement of some type of markings at that time.

FUTURE PROJECTS

This section is dedicated to projects that are in the pipeline in an effort to promote transparency, know how the County (and State) are working for you, ensure you know what projects are coming online so that you may plan your commute as appropriate and better residents so that, where possible, they may have the opportunity to provide feedback with appropriate agencies in advance in case there is a chance for amending the scope of any given project.

P3 Circuit Courthouse Construction

The County Administration is pursuing a Public Private Partnership (P3). The Spending Affordability Committee has unanimously recommended the County use a hybrid P3 delivery model combining public and private financing with design, build, operation and maintenance in a 30-year contract. 

On March, 6, 2017, the Council passed Council Resolution 27-2017 indicating the Council's commitment to move forward with the P3 procurement process. Council Bill 410-2017 passed in May 2017 authorizing the issuance of up to $105 million in GO bonds to fund this capital project. The County held an Industry Day in June prior to the release of the Request for Expressions of Interest. The County received 9 responses and selected 3 shortlisted bidders in October 2017.

A traffic study was completed in September 2017. The Administration released the RFP on November 30, 2017 and a draft Project Agreement was issued on December 20, 2017. Individual meetings with the 3 teams have been held December-March. Interim Financial and Technical Proposals were received on February 19, 2018. Final Technical proposals were due May 10, 2018 followed by Financial proposals on May 24, 2018.  The Administration anticipates the winning biddger will be selected in August for expected approval by the Council in early October 2018. Commercial and financial close are anticipated on October 31, 2018. 

Demolition of the Dorsey building is expected in May 2019 with occupancy of the new Courthouse no later than June 2021.
Lakefront Core Development

A project to include two Downtown Community Commons, the Lakefront Connection and the Lakefront Neighborhood Square including a network of public and private streets to be revitalized with new development that could include cultural, retail, restaurant, office, residential, and hospitality uses adjacent to the amenity area that will help bring people to this part of Downtown Columbia and activate the Lake. This project will also include the construction of a veterans monument.

It includes the American Cities Building, the Exhibit Building, the Teachers Building (to remain), the Whole Foods/Rouse Building (to remain), the parking lot south of the Whole Foods, the former Copland site and parking garage, existing parking lots, the access drive to the Exhibit Building and the Wincopin Circle right-of-way.

A Final Development Plan was approved on April 19, 2018. An Environmental Concept Plan and Site Development Plan will still need to be approved through our Department of Planning and Zoning (DPZ). Once the SDP is approved, they will be eligible to start pulling permits from our Department of Inspections, Licenses and Permits (DILP). For updates on those permits, call DILP  410-313-2455.
Wexley at 100 

This project was formerly known as The Park at Locust Thicket.  The Site Development Plan (SDP-18-029) is still under review by DPZ showing 9 buildings.  392 allocations were granted in 2016 (40 MIHU).  Allocations will become permanent with the recordation of the plat which is currently being circulated for signatures. 

The plat and plan for F-17-022 were approved on September 11, 2017, final construction plans were signed on December 22, 2017 and the developer's agreements were executed on January 24, 2018. There have been no Site Development Plan submittals for the office/retail portion of the project (POR zoned). That will be submitted in the future, under its own SDP.

Rt 100 at Rt 103 - Diverging Diamond Interchange

A project (J4249) to design and construct a replacement of the roundabouts of Rt103 on the north and south sides of Rt100 with a diverging diamond interchange in order to increase the capacity of the interchange. 

T his project is directly related to The Park at Locust Thicket proposed development, which will cause the roundabouts to decrease in their level of service, requiring a remediation. This was the solution that was approved by SHA and the County.   The project is currently at 30% design; however there has been no funding commitment from SHA or further funding commitment from the County; although County Executive Kittleman has listed this project in the County's list of Transportation priorities filed with the state.
Font Hill Tributary Stream Restoration Project
  
A project to restore an unnamed stream, a tributary to the Little Patuxent River, located west of Centennial Lane between Tuscany Rd and Burnside Dr in Ellicott City. This stream has been heavily impacted by stormwater and has eroded significantly. Various wood and rock structures will be restored, as well as grading and excavation to reestablish a more natural stream and floodplain condition. The project is expected to increase the variety of wildlife habitats and create a more functional environmental system.

Howard County' Department of Public Works (DPW) held a public meeting on Thursday, April 26, 2018 to discuss a nearby stream restoration project. This was the final meeting regarding this project and included a brief overview of the project. Stephens Rd Bridge Replacement

The County's Department of Public Works held a public meeting on Wednesday, February 7, 2018 at Forest Ridge ES to review the Stephens Rd bridge replacement project. The project will involve the widening of adjacent road segments and replacing the bridge over the Hammond Branch of the Little Patuxent River. While the project is anticipated to begin Fall 2018, the County is still working to resolve some right-of-way issues before the project can begin.

Sanner Rd Improvement

The Department of Public Works held a meeting on Tuesday, March 6, 2018 at Fulton Elementary School to discuss the planned improvements to a portion of Sanner Rd. It will widen both sides of Sanner Rd between Johns Hopkins Road and Guilford Rd to accommodate bicycle lanes and accompanying storm water management provisions. Cedar Villa Heights Drainage Improvements

This is a two-phase construction project: Phase I is complete.  Phase II - Right of way issues are being resolved and construction is expected to begin in Summer 2018.  The scope of the project  will involve additional storm drain improvements between Lincoln Dr and Wye Ave.  
N. Laurel Sewer Project

The County's Department of Public Works held a public meeting on Thursday, September 28, 2017.  The purpose was to discuss the study, design and construction of the Hammond/Patuxent area sewer interceptor improvement project which involves the construction of 15,000 linear ft of sewer in N. Laurel. 

Project limits are bound by Rt216 to the west, the Patuxent River along the Howard County line ot the south, Hammond Branch to the north and Junction Dr to the east. Areas impacted include the 9700 blk of Baltimore Ave, 9500 blk of Cissell Ave, 9700-9800 Washington Blvd, 8000 Blk of Greenwood Ave and 9000 blk of Junction Dr.

There is no current timeline for the project, at this time.  The County is still working through design, permitting and property right-of-way acquisition which could likely take 2-3 years.
Montevideo Rd Realignment Project 

A project to align Montevideo Rd and Port Capital Dr in Elkridge is almost complete. Phase IA is complete. Phase 1B is in final design. The remaining work includes the completion of a stormwater pond and the installation of a storm drains as well as the placement of a pipe under Route 1.  There is a also a Route 1 Safety Audit being conducted along the corridor which is evaluating the appropriate placement of bike lanes, originally called for along Route 1 ROW and is now being explored along a shared use pathway adjacent to the roadway.
Rt. 103 @ Long Gate Pkwy

There are two projects in this corridor: SHA is studying widening Rt. 103 and a property owner has proposed a project next to the YMCA, which would allow for 79 townhomes with a max density of 111 townhomes. SHA is working with the property owner to install the missing sidewalk portion and possible installation of a traffic signal.

Road Widening: The Armory has historical significance and requires a certain frontage from the Rt 103. Due to the loss of frontage that would occur with the proposed widening and coupled with the determination that the Armory will be relocating in a few years, this project has been placed on hold. SHA anticipates the Armory will be vacated in  January 2020.  SHA has requested $2 million in funding for ROW and utility relocation. SHA anticipates advertisement in November 2019, with the hopes that construction could begin Spring 2020

Long Gate Overlook - Housing Project : A project has been approved by the Department of Planning and Zoning to construct 79 townhomes The entrance (ingress/egress) is being reconfigured in consultation with the Church property to align with the entrance to the Long Gate Shopping Center. While the project is approved and they have passed their required APFO tests, it is my understanding they only have a small portion of their allocations (approx 6 units) and are still awaiting the remainder to be allocated.
