June is here and with that we have the end of the school year, the start of summer,  and lots of community events throughout our district. Summer is my favorite time of the year in the district because we have regular concerts in the park (all over the district), community picnics, kite boarders teaching their craft, kids playing on the Wibit in Alamitos Bay, Stroll and Savor in Belmont Shore, extended hours at the farmer's market at Marine Stadium, hundreds of junior guards buzzing about and, for the 3rd District team, a host of new interns ready to learn, work and make our community better. I am looking forward to having these high school, college and resident interns start on our team. I will introduce them all to you in the July newsletter.  
 
Speaking of summer fun, let's talk about block parties and fireworks.  I am very excited that our 3rd District fireworks advisory group, which I assembled last year, partnered with CSULB's film school to develop 3 animations about fireworks, their danger and the fact that they are illegal in Long Beach. Please take a moment to watch these videos. 
 
 
They are fantastic! We will be showing them at some of our local schools. This was a project I was happy to fund and support because every year we have many injuries as a result of illegal fireworks. The 3rd District advisory group has spend hundred of hours researching the issue in Long Beach and nearby cities.  This group of people are seriously more dedicated than any community group I have worked with.  They studied the issue by talking to everyone connected to this topic.  Sadly, what they found and what we know to be true is that it's often the adults who are purchasing the fireworks from neighboring cities and shooting them off at local block parties either in front of or with their kids.  I cannot begin to tell you how sad it has been for me as a council member, every single year, to hear about a devastating injury that resulted from someone shooting off an illegal firework at a neighborhood block party.  Please try to think of other ways to celebrate the 4th of July. We want to make sure the next generation learns from our mistakes and avoids engaging in an activity that we now know can be very dangerous. I'm asking for your help with this effort.
 
Summer is also a busy time for the City Council. Beginning in June, we will start discussing the 2020 budget and identifying budget priorities.  You will soon receive a budget survey from me asking you to rate your budget priorities.  You may also have one of our interns knocking on your door asking you to complete the survey. We want you to please participate in this process.  In the past, the top budget priorities for our district have included public safety and infrastructure needs. Those two categories have always been my top budget priorities, as well. As Vice-Chair of the Budget Oversight Committee, I am always trying to steer our budgetary focus in those directions because I believe these basic services should be maintained at the highest level and throughout the entire city to benefit everyone. However, priorities can change and that's why I need as many residents as possible to participate in the survey so that I can better understand where the priorities are today, whether they have shifted and how they compare to the priorities discussed by my colleagues representing other districts in the City.  Please make sure to take some time to complete the budget survey, which I will send out in a separate link later this month.

We will be talking about the Port of Long Beach, and the  movement of goods and how the tariff situation with China could impact goods movement throughout the United States.  Hope to see you there.

CD3 Adopt-A-Beach Cleanup!

  
Many have taken the initiative to step up and host their own beach cleanup, so we did too! If you're looking for volunteer hours, community service, or just a good excuse to give back to your beach community then come on by! This summer our office will be hosting a beach cleanup the last Saturday of June, July, and August.

Learn more about how the El Dorado Nature Center helps coordinate the Adopt-A-Beach Program for the City of Long Beach!
  
Are you looking for a way to help your "own backyard beach?" El Dorado Nature Center has coordinated the Adopt-A-Beach Program for the City of Long Beach for over 25 years. This thriving statewide program, sponsored by the California Coastal Commission, provides a hands-on opportunity for community members to help improve the health of their local coastline. Groups are asked to commit to a minimum of three cleanups a year and provided with supplies and waived parking to aid in the process. Multiple cleanups allow participants to feel like they are "caretakers" for a particular stretch of beach throughout the year. Every cleanup helps promote the continued health of our coastline and the wildlife that inhabit the area.
 
Every little bit helps! It may seem overwhelming sometimes, the amount of trash scattered along the beach. It isn't always large debris items that make up the bulk of trash removed by cleanup groups. Rather, it is the seemingly endless array of small pieces of plastic, Styrofoam, paper, and metal that volunteers encounter. These are often the items that birds and aquatic life ingest mistakenly for food, leading to harmful consequences. Each piece of trash volunteers remove can save an animal's life and improve safety for all who visit the beach.   
  
The Adopt-A-Beach Program is just one of many activities that El Dorado Nature Center offers to the local community. We are celebrating our 50th anniversary this summer with a variety of fun events for the public. LBClimate Fest

 
The Development Services Department (Link to Website Here) invites you, your family, friends and neighbors to joins us for the LB ClimateFest on Saturday, June 1, 2019. At this event, you will be able to view maps and results of the Long Beach climate vulnerability assessment, as well as provide feedback on a draft of the City's first ever Climate Action and Adaptation Plan (CAAP), participate in interactive activities to help prepare for climate change and view environmental project displays from Long Beach students.  
 
The CAAP will propose a long-range roadmap for protecting our communities from future flooding, including wide ranging adaptation strategies that include physical and structural improvements such as raising critical infrastructure to changes in governance and information sharing such as improved interagency coordination and updating flood event notification systems. This is an important issue and I hope you will take time to review the data and provide your feedback on the draft plan, either at the June 1st event or via an online feedback form that will be made available on the CAAP website.

Residents Sought for City Ethics Commission

Interested residents are encouraged to apply to serve on Long Beach's Ethics Commission. On November 6, 2018, Long Beach voters approved Measure CCC whichcreated an Ethics Commission in the City Charter composed of seven Long Beach residents for monitoring, administering and implementing governmental ethics in the City of Long Beach. 

The Commission's responsibilities include the impartial and effective administration and implementation of the provisions of the Charter, statutes and ordinances concerning campaign financing, lobbying, conflicts of interest and governmental ethics.
"City Auditor Doud and I were strong supporters of Measure CCC, which created a new Ethics Commission," said Mayor Robert Garcia. "We are grateful that voters overwhelmingly passed the measure, and we encourage all interested residents to apply to fill these important positions."

Ethics Commissioners serve a four-year term and members can serve no more than
two   consecutive terms. The Mayor and the City Auditor will appoint two members
each, with the City Council confirming the appointments. The remaining three members will be appointed by the confirmed four Commissioners.

"We want the Ethics Commission to be comprised of experts in public policy and law,
governmental ethics, and campaign finance," says City Auditor Laura Doud. "Those who apply must be fair-minded, diligent and committed to ensuring that the City adheres to ethical standards and to enhancing the ethical climate in the City."

Requirements for all Ethics Commission members are as follows:
  • No member of the Commission, during his or her term, shall currently hold elective office in the City of Long Beach, including the Long Beach Unified School District Board or the Long Beach Community College Board of Trustees.
  • No member of the Commission, during his or her term, may serve as an officer in any election campaign for or against a candidate for any current elected office in the City of Long Beach, Long Beach Unified School District or the Long Beach Community College District, or any City or District measure.
  • No member of the Commission, during his or her term, may be an employee of the City.
  • No member of the Commission, during his or her term, may employ or be employed as a person required to register as a lobbyist with the City of Long Beach.
Requirements for the Mayor's appointments include being involved with local civic organizations with a demonstrated history of involvement in local governance. Requirements for the City Auditor's two appointments include a background in public policy or public law, governmental ethics or open government matters, campaign finance, auditing of ethics laws and/or protection of whistleblowers.

The application is available online here. The Mayor and City Auditor plan to announce their appointees in June 2019.  Interested candidates should submit applications by June 7 for consideration. For more information about the Ethics Commission and its duties and responsibilities, residents can review a March 22, 2019 memo regarding the Ethics Commission Implementation.

Pride Parade

This month, Long Beach kicked off pride month early with its 36th annual LGBTQ Pride Parade that our team had the joy of participating in! Thousands of members of the Long Beach community and beyond came out to celebrate diversity and inclusion in the parade down on Ocean Boulevard. This year our team decorated our float with colorful lanterns and streamers, wearing bright teal shirts and danced down the parade route with our personal DJ. Our team loves being able to celebrate Pride every year and spread more love and awareness throughout the entire Long Beach community.

Tour of the Guidance Center

In celebration of Mental Health Awareness Month, the CD3 team took a tour of The Guidance Center, located right in the heart of Downtown Long Beach. This center provides comprehensive mental health treatment to children and families throughout Long Beach and the Greater Los Angeles Area. The organization moved to its current location off Anaheim and Pine in 2013 to not only consolidate their offices, but also to be readily accessible to many people through multiple forms of easy transportation.  Their services expand beyond their headquarters by sending specialists out in the field within schools, hospitals, homes, or in foster care. Currently, The Guidance Center employs about 200 mental health professionals and staff and serves more than 3,000 children and families annually. Our team thanks them for hosting us, providing us with a great tour of their facilities, and for serving Long Beach in such an impactful way!

"I don't consider myself a professional  artist but I have had a lot of training over the years since I was young.  I was an art major briefly in college but I pursued Public Relations and fundraising before retiring. Now that I have retired, I have been able to enjoy watercolor painting more intensely.
 
There are lots of great places in the 3rd District to paint and enjoy. I enjoy painting at the Colorado Lagoon and did a few pieces recently at the Art Stroll for the Belmont Heights Community Association.
 
I bought my house in November 1998 before I met my husband Craig. He ended uphaving three other investment properties in Belmont Heights, including one on 2nd. I am honored to be able to rent my house to a wonderful Coast Guard family while we live nearby. I am fortunate and blessed to have a passion in water coloring and a beautiful community to practice!

I had the pleasure of meeting Karen Washburn, Owner and Founder of Axis Classical Pilates, who wanted to share her passion and dedication with you. When you enter Axis, you can feel that it is a unique place. The beautiful, spacious, nearly 1000 square foot studio in Naples has natural light, high ceilings and a gentle ocean breeze. Men and women of different ages and abilities are moving independently in a quiet, focused manner on sophisticated, unique equipment. The dedicated teachers are guiding their clients to do amazing things: backbends, flips, and deep stretches. Other clients are hanging from bars or balancing on platforms and reaching up to the high beams of the ceiling. Everyone exercising is serious about what he or she is doing; yet each person is clearly enjoying the challenge of the workout.  
 
"I have always dreamed of having a space like this, and it is really a wish come true for
me," says Karen Washburn. Karen discovered the Classical Pilates and Gyrotonic  methods of body conditioning as a young dancer and student at UCLA, where she  graduated with her master's degree in Dance in 2001. She has dedicated her professional life to helping people feel their absolute best in their bodies, be it high level athletes and dancers who are looking to perform at their peak level or people who wish to move as well as possible and feel strong and flexible at any age. Karen is also highly experienced with assisting people recover from severe injuries and surgeries once they graduate from physical therapy.
 
When Karen visited Long Beach shortly after graduation, she fell in love with the small town feel and community of Belmont Shore and Naples. She has dedicated herself to building her business in and serving the community of Long Beach. Karen is a leader in the field of Classical Pilates and Gyrotonic, having studied extensively with some of the top teachers in the world to master her craft. She is also a teacher of teachers in both Classical Pilates and Gyrotonic. Karen has been has been serving the Third District for 17 years, and Axis is entering its third year at its current location at 5520 East Second Street in Naples.
 
Axis is the first and only fully equipped Classical Pilates studio in Long Beach. It is the only with a fully equipped studio (Pilates is more than just reformer and mat!) that a person can experience all the benefits, and exercises, that the Pilates method offers.
"We at Axis are committed to teaching the intentions, orders, and original exercises of Joseph Pilates, and we stay true to the source," says Karen. Karen was fortunate to have been certified in Gyrotonic by its founder and creator, Juliu Horvath, in 2004. "I was very lucky to be in the right place at the right time, because now Horvath is not conducting certifications himself." At Axis, there is an array of specialized equipment to offer Gyrotonic clients a full experience of the method. Both  Classical Pilates and Gyrotonic emphasize strength and flexibility of the spine as the primary focus. "If one's spine is flexible and strong, it really does create a strong foundation for the body and improve all movement potential," says Karen.
 
The world-class team of teachers at Axis is committed to helping people develop a strong, independent Pilates and Gyrotonic practice. The philosophy and mission of teaching at Axis is unique. "We teach people to be independent, and we help people empower themselves with the work we teach. Our goal is to prepare our clients to truly learn by helping them to eventually direct their own workouts. We are their guides in this process," says Karen. Unlike other studios, where students are following an instructor's directions only and are potentially held back by or pushed inappropriately in big classes, at Axis they prepare and encourage their clients to graduate to a guided self-directed workout with their Axis Ultimate Class. This allows the clients to master their unique workouts, and they can also practice at home or on the road with this ability and knowledge that they cultivate. "I really want to give my clients the best value for their time and money," says Karen. "When we work with this approach, true and lasting change happens at a deeper level."

CSULB'S Newest Graduate!

On May 22nd, a member of the District 3 Council Team participated in California State University, Long Beach's commencement ceremony right here in the 3rd District! Elaine Scenters-Zapico, our legislative assistant who handles communication affairs, graduated summa cum laude with a B.A. in Psychology. She is pictured here with Mollie Wilson, her best friend and 3rd District Scheduler to Councilwoman Price.

FREE Lawn-To-Garden

Long Beach Water is hosting their free, 8th Annual Lawn-to-Garden Tour and Festival on Saturday, June 1st. The Tour will be from 9am -1 pm and the Festival will take place 11am - 2pm. 

The event will highlight 18 newly transformed, water-wise gardens throughout the City and feature a sustainability resource fair, a California-friendly plant sale, and entertainment and games for the whole family  at the Festival at 1800 E Wardlow Road.

Make Music Long Beach

Make Music is a free celebration of music around the world on June 21st - Summer Solstice. Launched in 1982 in France as the Fête de la Musique, it is now held on the same day in more than 750 cities in 120 countries.

Long Beach is joining the celebration and we want YOU to be a part of it!

Captain Rosa T-Shirt Fundraiser

June 25th will mark the 1-year anniversary that Captain Dave Rosa was shot and killed at Covenant Manor (600 E. 4th St), while responding to a call for an explosion.

This year, the entire Long Beach Fire Department will be wearing memorial shirts on the anniversary of Captain Rosa's line-of-duty death. (June 25th, 2019)

The shirts that will be worn by the Firefighters, will be able to be purchased by the public to show solidarity for the loss of Captain Rosa and gratitude and respect for the ultimate sacrifice he made.

The shirt sales are also a fundraiser to raise money for the signage of the "Captain Dave Rosa Memorial Highway", that will be on the 5 freeway, between Las Ramblas and the Ortega Hwy.

Donations can also be made through the link to the Long Beach Firefighters Memorial Association, a 501c3 non-profit organization.

Shirts will be shipped between June 10th-June 21st.

Youth Scholarships Available for Summer Camps and Classes! Apply today!
Deadline: June 30th   
 

Partners of Parks offers a Youth Scholarship Program for economically challenged families in Long Beach.  Each qualified youth is eligible to receive a $150 scholarship per year that can be applied to fee-based classes and camps offered by Parks, Recreation and Marine in the Recreation Connection catalog.  To qualify, parents can fill out an application verifying their child receives free or reduced price meals at their LBUSD school and send it to Partners of Parks for approval. Please see the attached flyer for more information. The scholarship year ends June 30th, so families have an opportunity to apply for $150 in classes or camps through June 30, and then reapply again beginning July 1. Applications are available for download at  partnersofparks.org/youth , or to pick up in person at Parks, Recreation & Marine offices at 2760 N. Studebaker Rd, Long Beach, CA 90815.

Join us at the Bandshell in Bixby Park.  Meet new friends and neighbors while making a difference at our local neighborhood park.  A little bit of your time can make a big difference.  Stick around afterward and enjoy the Farmers' Market!

Activating the Community on Homelessness

This event builds upon the Around the Table event conducted last year. Residents told us that the most important issue facing Long Beach is homelessness and housing, and that they want to help, but are not sure how. So this time, conversations will focus on ways that we, as individuals and businesses can make a positive impact for those experiencing homelessness. Specifically, come learn directly from nonprofit and community leaders:

1. Why are people affected by homelessness in Long Beach?
2. What is being done about it?
3. What can I as a resident or business owner do to help?

It's time we use our talents, strengths and resources to help.
