NEW YORK PASRR PROGRAM:

LEVEL II SUMMARY REPORT IMPROVEMENTS

Since its inception in 1987, the federal landscape surrounding the Pre-Admission Screening and Resident Review (PASRR) has gradually evolved toward a more person-centered approach and individualized care . In its ongoing efforts to closely align with federal guidelines and best meet the needs of the individuals we serve, Ascend has worked over the past year to closely reexamine and improve upon its assessment services-related processes - in particular, the PASRR Level II Summary Report .
You may notice a few changes reflected in the report layout, beginning with any going out on, or after, June 26th. The updates have been designed to convey a more person-centered approach and more accurate personal narrative for the individual being assessed for the ultimate goal of more focused, impactful results.
How Do These Changes Impact Program Stakeholders?

For providers, one of the key goals of the new Summary Report format is to distill what is most important from the assessment process, with actionable content and language that helps providers learn what to expect and what steps to take to best support the person. It empowers facilities to better understand the person's disability and perspective.

These revisions are also designed to bring new benefits for the other stakeholders involved in the evaluation process - most importantly, the individual being assessed. Below are a few of the goals of these recent changes.

Individuals

Jargon-free content is more understandable, with strengths-based language rather than deficits based and an emphasis on quality of life improvement.

Assessors

Person-centered interviews allow the evaluator to put greater focus on what's not necessarily found in the record about the interaction of the person's PASRR condition and medical/functional needs.

State Agencies

A more actionable summary better aligns with federal initiatives for a person-centered approach, with recommendations that are evidence-based.
