Hot Issues 

2020 Census
The Supreme Court on Thursday, refused to uphold an effort to ask all households  about the citizenship of their residents as a part of the 2020 Census. 

Homelessness
California legislators voted to set aside $650 million to help fight homelessness, with the money set to be divided between cities and counties across the state.

Robotic Cargo Carriers
The Port of Los Angeles voted to begin production on driver-less cargo carriers, which would work 24 hours a day and not require a man to operate it.

Grocery Store Strike
Grocery store workers at Albertsons, Vons, Pavilions and Ralphs stores voted, and of the 46,000 who voted 96% voted yes to a strike.

Aviation
The City of Los Angeles is suing the Federal Aviation Administration to get a court to invalidate the routes jets now use to access Los Angeles International Airports. 

North San Fernando Valley Bus Route
Metro's Board of Directors has delayed a vote that could have kicked off the initial environmental review of a major dedicated bus line.It was designed to transport riders across the north end of the San Fernando Valley.   

SoCal Refineries
On Saturday, the South Coast Air Quality Management District voted to reject a ban on a chemical used in South Bay refineries, and instead voted to move forward with a MOU. VICA supported the MOU as a way to implement safety and mitigation measure unique to each of the refineries.

Housing
On Tuesday, President Trump signed an executive order that establishes a "White House Council on Eliminating Regulatory Barriers to Affordable Housing," which will study exclusionary local zoning laws that prevent the construction of multifamily housing. 


VICA Fights for the San Fernando Valley in Sacramento
VICA Vice Chair Ross Pendergraft ( Leavitt Insurance Group), Marilyn Koziatek ( Granada Hills Charter School), Assemblymember Luz Rivas, VICA Board member Natasha Fooman ( California Financial Service Providers Association), Andres Molina ( WSP USA), and VICA President Stuart Waldman.
Last Tuesday, VICA headed to Sacramento to continue advocating on issues important to the business community. The VICA delegation urged legislators to support legislation that would help expedite housing construction throughout the state; support investing in the remodeling of existing and new facilities at the University of California; and support a bill that would allow ten cities to participate in a pilot program that would attract visitors and investment by  permitting the sale of alcoholic beverages for on-site consumption until 4 a.m.

to the California Consumer Privacy Act (CCPA), as well as reforming the Private Attorneys General Act. 
The delegation also voiced opposition to allowing school districts to deny a new or renewing charter school; opposition to  an unnecessary labeling law that would mandate warning labels on many sugar-sweetened beverages sold in California; and opposition to a bill that would require state regulatory agencies to adopt strict state environmental regulations in response to changes to federal standards.

Support Funding Program for Affordable Housing Construction
VICA supports Senate Bill 5 (Beall), which  would allow local agencies to use property tax revenue from the Education Revenue  Augmentation Fund to pay for affordable housing and related infrastructure projects. California is facing an unprecedented housing crisis, which has
resulted in incredibly high housing costs and an increase in homelessness. Due to the lack of housing production over the last 30 years, California has failed to produce the estimated 180,000 necessary new housing units per year. According to the California Department of Housing and Community Development, California has a 1.5 million housing unit shortage available for low-income households. SB 5 responds to this desperate need for housing construction by providing ongoing investment to cities and counties, and offers an effective finance tool lost when RDAs were dissolved while still containing adequate safeguards to ensure both the appropriate use of funds and the protection of school funding.

Support Tax Credits for Property Owners Who Accept Section 8 Vouchers
VICA supports Senate Bill 521 (Portantino), which would create a tax credit for property owners
who rent units to Section 8 voucher recipients. 
Current law allows for various tax credits for property owners, including the Gross Premiums Tax, the Personal Income Tax Law, and the Corporation Tax Law. State tax credits are also available to assist with costs related to construction, rehabilitation, or the purchase of low-income housing. However, there are currently no tax credits for property owners who accept Section 8 vouchers.  For the voucher program to realize its full potential, the program must appeal to a wider variety of landlords. SB 521 provides a much better approach by providing incentives rather than a punitive mandate. SB 521 will encourage more housing development, particularly affordable housing, as more property owners would be keen to participate in the Section 8 program.
