Federal Judges in Three States Block Public Charge Implementation
Last week, Federal judges in New York, California, and Washington issued temporary injunctions against the Trump administration’s public charge rule. The public charge rule had been scheduled to go into effect on Tuesday, October 15, but last Friday afternoon, Judge George B. Daniels of the Southern District of New York District Court ruled that the new regulation could cause “irreparable harm” to individuals affected by the rule, and issued a nationwide injunction preventing the rule from going into effect at this time. By the end of the day, two more Federal judges issued rulings blocking the public charge rule.

Community Health Centers across the country and here in New York State have already reported seeing a chilling effect thanks to the public charge rule, with individuals refusing or dropping benefits due to concerns over deportation, inability to attain a green card, or inability to sponsor a loved one to attain legal permanent status. CHCANYS has added additional resources to our public charge webpage, including an eligibility screening tool developed by the Legal Action Center and the National Immigration Law Center’s overview of the rule in multiple languages: Arabic, Bengali, Chinese, French, Korean, and Spanish.

NYS 1115 Waiver Public Comment Day on October 25 th
The Department of Health will be holding a public comment day on its proposal  to renew the Delivery System Reform Incentive Payment (DSRIP) waiver, seeking an additional $8 billion in federal funding spanning from April 1, 2020 through March 31, 2024. The public comment day will be held on October 25, 2019 at Baruch College, 55 Lexington Ave (Corner of 24th Street & Lexington Ave), Room 14–220 (14th Floor), New York, NY 10010 from 11:00am – 2:00pm. Any updates related to the forum will be sent via DOH’s MRT Listserv. Any written public comment may be submitted through November 4, 2019 to  1115waivers@health.ny.gov  with "1115 Public Forum Comment" in the subject line.

NYC Council Hearing on Health Access in NYC on October 31
On Thursday, October 31 st  at 10 am, the NYC Council will hold an oversight hearing on the rollout of NYC Care and will introduce legislation  that would establish a health access program similar to NYC Care that includes FQHCs. NYC Care  is a health care access program created by the Mayor that guarantees low-cost and no-cost services to New Yorkers who do not qualify for or cannot afford health insurance. All NYC Care services are provided through NYC Health + Hospitals. CHCANYS will testify in front of the Council to express our support for the legislation establishing a universal health access program that allows for the inclusion of FQHCs as providers to eligible individuals enrolled in the program. 
 
Pilot Test and Funding Opportunity for  Clinical Conversations , Focused on Health Literacy
The National Network of Libraries of Medicine, Middle Atlantic Region (NNLM MAR)  r ecently developed a program called Clinical Conversations that focuses on  health literacy  and associated clinical concepts. The program consists of  10-minute modules  that can be embedded into existing staff meetings or onsite training sessions in clinical locations. The program also includes discussion points and e-mail follow ups. The modules are intended for someone at the institution to deliver to their staff over time and the topics of greatest interest can be selected by the trainer to allow flexibility. NNLM MAR is interested in  pilot testing this training between Nov. 2019- April 2020  and anticipate offering  funding to pilot test locations  to compensate for staff time and any needed technology for the pilot test. Funding Opportunity for Projects Addressing New York’s Cancer Burden
Health Research, Inc. (HRI) and the New York State Department of Health (NYSDOH) Comprehensive Cancer Control Program is inviting organizations to conduct projects in support of the  New York State Comprehensive Cancer Control Plan   and the work of the   New York State Cancer Consortium   action teams to address New York’s cancer burden. This funding will support up to 24 awards valued at up to $1,000 each to implement one of seven potential community interventions at the local or state level. The application period is now open for the  Commonwealth Fund Fellowship in Minority Health Policy  at Harvard University. This is a one-year, degree-granting, full-time fellowship beginning in July of 2020. The program helps aspiring physician leaders develop key skills and building lasting relationships, preparing them for expanded roles as they work to improve the health of disadvantaged and vulnerable populations. Free Learning Session on the Enhanced Hepatitis C Virus Screening and Testing Calculator - Register Now!

Buprenorphine Waiver Training and Learning Collaborative
The Greene County Health Department is sponsoring a free Buprenorphine Waiver Eligibility Training for Clinical Providers on  Monday, October 28 th , 2019 from 4 – 9 pm  at the Emergency Operations Center (EOC) in Cairo. In response to opioid overdose deaths in New York State, increased access to buprenorphine treatment for opioid use disorder is urgently needed. Physicians, Nurse Practitioners, Physician Assistants, Medical Residents, Clinical Nurse Specialists, Certified Registered Nurse Anesthetists, and Certified Nurse Midwifes are welcome to attend.  Click here for more information and to register.
 
Additionally, you may participate in a web-based collaborative, hosted by Greene County Public Health, to help guide and support you and your practice with implementation of MAT. The learning collaborative sessions will be help monthly to engage providers in training, learning, and sharing of their own implementation and quality improvement plans. You will additionally have the opportunity to work one-on-one with Dr. Leslie Marino, a physician-scientist whose research is focused on the implementation of evidence-based practices for people with co-occurring disorders, involved in multiple training, research, and implementation efforts at the state and county level. The learning collaborative can be utilized by those that do not attend the waiver training, such as staff and administration. The learning collaborative will be 6 months long.
