Health Canada & CA Hosting Symposium to Showcase Self-Care for International Cosmetic Regulators

Event Open to CA Members - Register Now!

Health Canada and Cosmetics Alliance are jointly hosting a symposium to showcase Canada’s innovative Self-Care Products Framework initiative which seeks to modernize the regulation of all self-care products, based on "risk" rather than product "definition" or "use". Being held in conjunction with the annual meeting of the International Cooperation on Cosmetics Regulation (ICCR) in July in Montreal, the symposium will provide an opportunity to share Canada’s learnings and regulatory direction with cosmetic regulators from the European Union, the United States, Japan, Brazil and more than a half dozen observer countries. This is a must attend event for industry to hear directly from Health Canada's Self-Care team.

Health Canada & CA Welcome Industry and Regulators to ICCR-13

From July 8th to July 12th, Cosmetics Alliance and Health Canada will welcome industry and regulatory representatives from the European Union, Brazil, Japan, and the United States for the 13th annual International Cooperation on Cosmetics Regulation meeting (ICCR) in Montreal. Observers from South Korea, South Africa, Israel, Thailand, Taiwan, Colombia will also be participating.

This group of regulatory authorities meet on an annual basis to discuss common issues on cosmetics safety and regulation, as well as enter into a constructive dialogue with relevant cosmetics industry trade associations. Combined, these jurisdictions represent over...

Bill S-214 (Animal Testing Ban) Dies Again as Parliament Adjourns


Bill S-214 (Cruelty Free Cosmetics Act) was introduced for 2nd reading in the House of Commons on June 3rd by Conservative Party Health Critic and MP Marilyn Gladu. The proposed legislation had its first hour of debate and then dropped to the bottom of the list where it remains until it can be further debated, voted on and moved to committee for amendment.

With Parliament now adjourned and a general election expected this fall, Bill S 214 is expected to die with this Parliament. This would mark the second Parliament in which this legislation was not approved.

Ratifying the New NAFTA (CUSMA)

Now that the metal tariffs imposed by the Trump Administration on steel and aluminum have been lifted, Canada is expected to move quickly to ratify the new North American trade pact - referred to as the Canada-U.S.-Mexico Agreement (CUSMA) here in Canada.

USMCA and the U.S./Mexico Trade Dispute

In the U.S., 140 business and agriculture associations have come together as the U.S.-Mexico-Canada Agreement (USMCA) Industry Coalition. This includes our allied association – the Personal Care Products Council (PCPC). The USMCA Industry Coalition continues to lobby for ratification of the new NAFTA by the U.S. Congress. In a recently issued joint statement opposing U.S. tariffs in Mexico, the coalition stressed that the imposition of unilateral tariffs on Mexico harms businesses and consumers while jeopardizing Congressional approval of the USMCA.
BREXIT: Continued Uncertainty for Industry

The UK had been due to leave the European Union on March 29, 2019, two years after it started the exit process, but the withdrawal agreement reached between the EU and UK has been rejected three times by UK MPs. Having granted an initial extension until 12 April 2019, EU leaders have now backed a six-month extension until 31 October 2019. However, the UK will leave before this date if the withdrawal agreement is ratified by the UK and

CA Provides Update on Canada's Self-Care Framework

The European trade association, Cosmetics Europe, held its Annual Assembly/Conference on June 12 th and 13 th in Brussels. The cosmetics and personal care products industry, expert stakeholders, and government policy-makers had the opportunity to discuss global trends and industry developments.

This year's conference offered a strong line-up of over 45 notable speakers who, throughout 17 informative sessions, delved into a wide range of business and regulatory topics, from both a European and Global perspective.

CA's Beta Montemayor, as part of a presentation on developments in North America, provided an overview of regulatory reform in Canada and Health Canada's Self-Care Framework.

The conference also provided an opportunity for the International Associations Collaboration (IAC) to meet to discuss key cosmetic developments.

CA Executive Committee Holds June Meeting

The Executive Committee of CA’s Board of Directors were in the Association’s offices on June 24 th for their pre-summer meeting. Under the leadership of CA Board Chair John Coyne (Unilever), Executive Committee members include Myles Robinson, (Centura Brands Inc); Gulnara Gabidullina (Procter & Gamble Inc), Matthew Kohler (Burt's Bees - Clorox Company of Canada Ltd.), Eric Douilhet (Estée Lauder Companies) and Francois Roberge (L'Oréal Canada Inc). Also participating in the meeting were CA’s management team including Darren Praznik (President & CEO), Beta Montemayor (Science, Regulation & Market Access), Susan Nieuwhof (Communications & Public Policy), Jim Hicks (Beauty Publications & Awards), and Michele Follows (Finance). 
International Association Collaboration (IAC) Meeting

CA was an active participant in the semi-annual Industry Association Collaborative (IAC) meeting which included cosmetic trade associations from over 20 jurisdictions including the U.S. and E.U. The meeting was held in Brussels in conjunction with Cosmetics Europe's 2019 Annual Assembly/Conference on June 12 and 13.

Sharing information and coordinating our industry's positions in multiple jurisdictions is critical to our ability to stay on top of our many emerging and evolving issues. It also allows for the sharing of valuable resources. A key topic at this meeting was international coordination on the animal testing file which has become a growing issue. Ensuring a common international approach is important for our industry's credibility.
Sustainability - A key priority for our industry

Cosmetics Alliance continues to contribute to the world wide dialogue on sustainability. This month we attended the Society of Environmental Toxicology and Chemistry (SETAC) at Helsinki, Finland as well as the Canadian Chemical Management Plan (CMP) Stakeholder Advisory Committee meetings in Ottawa.

With sustainability as a key priority for our industry, t his June, Cosmetics Alliance participated in SETAC in Helsinki, Finland. This unique event provided an opportunity for us to be a part of global dialogue around emerging research, regulatory developments and the latest methodologies in environmental toxicology and chemistry.

In attendance were over 2,500 scientists, assessors, regulators and managers from academia, business and government, representing approximately 60 countries.

CA is one of a few industry associations in our sector with an environmental toxicologist on staff, Beta Montemayor.

CMP Stakeholder Advisory Committee Meetings

Cosmetics Alliance has also actively participated in CMP Stakeholder Advisory Committee meetings in Ottawa. These meetings gave us an opportunity to work with government and non-governmental stakeholders to enhance and improve Canada's world-leading sound management of chemicals agenda and to ensure that this process remains based upon sound science and a risk assessment.

CA's Valuable Alliance with CME

CA's Board Chair John Coyne was at the CME's conference on Balancing the Environment and Growing Your Business where he participated on a panel on "Waste and Plastics Reduction: Achieving a Circular Economy in Ontario". John is the VP of External Affairs and Sustainability at Unilever Canada and has long been a leader in industry's efforts to responsibly deal with the reduction and management of post-consumer waste.  
 
As part of the panel, John indicated that there is "absolutely no question that citizens are demanding action" and stressed that it will be incumbent on industry to play a proactive role in addressing these issues as "government cannot do it on its own".
 
On another note, Cosmetics Alliance has formally renewed our membership in the Canadian Manufacturing Coalition which is led by Canadian Manufacturers & Exporters (CME) President Dennis Darby. Members may recall that Dennis is a former Chair of CA (formerly CCTFA). Coalition membership has been very helpful in both intelligence gathering and advancing CA issues. In fact, the Coalition was instrumental in securing significant improvements for our industry in the recent NAFTA negotiations.

The CME team has also proven to be a valuable resource for CA as they openly share their knowledge in key areas like trade & export, and energy & environment. For example, the CME offers frequent economic insights such as their recent trade analysis for April which members may find of interest.

CA's Spring Executive Briefing & Networking Events
Toronto
 Another successful Executive Briefing event was held in Toronto hosted by Associate Member company Veeva Systems Inc.

Veeva's Product Claims Expert spoke to some 30 attendees about how the latest cosmetics trends such as personalization, the rise of influencers, wellness, and accompanying supply chain challenges are merging to further complicate claims management in the cosmetics category.

Montreal

Our spring Executive Briefing in Montreal also had an excellent turnout. The event was hosted by member company Groupe Marcelle/Lise Watier with a presentation by Ilan Friedman of the international logistics company Savino Del Bene.

Ilan presented on an exciting new concept to move cargo via the St. Lawrence seaway between the ports of Montreal and Oshawa (in the GTA). The project, initiated with the Liquor Control Board of Ontario (LCBO) - one of Canada's major importers - will include a test pilot to be undertaken this summer/fall. If successful, this may offer our industry an opportunity to reduce shipping times and costs between Toronto and Montreal.

Our allied association, Food & Consumer Products of Canada (FCPC), recently announced that Beena Goldenberg, CEO of Hain Celestial Canada, will be moving to the position of Board Chair of FCPC and John Piggott, President and CEO of Club Coffee, will be joining the Executive Committee of the Board as Vice Chair - Food. Gearson is responsible for regulatory reform and is interested in CA experience with similar reform efforts in Ottawa.
