Board of Directors Approves Shorewood Fire Station Remodel Project 

The Board of Directors approved a $4.4 Million project to purchase Fire Station 83 in Shorewood from the Village and remodel the building at it's meeting this past Tuesday. The project will include the movement of the fire department facility to the first floor of the building and installation of solar panels to reduce energy costs in the building. The Board took several other formal actions for this project at it's Tuesday meeting including:
  • Approved the first step in a process to finance the project through General Obligations Bond sold by the Village of Whitefish Bay on behalf of the Department. 
  • Approved a contract with Absolute Construction for remodel of the facility. Construction is expected to begin in early 2020.
  • Approved a maintenance agreement with the Village of Shorewood for services including snow removal, landscape maintenance, and garbage/recycling services once the building is sold to the Fire Department.
  • Approved an addendum to the memorandum of understanding between the Village and the Fire Department on the process for sale of the facility to the fire department which includes turning all maintenance responsibilities in the building over to the fire department effective October 1, 2019. The fire department will no longer pay rent for the building effective October 1, however closing on the sale will not occur until January of 2020.
  • Approved a resolution recommending the seven member municipalities adopt a resolution authorizing member municipalities to use the levy limit exception for fire department charges in 2020.
The Fire Department Board also reviewed third quarter financial reports for the Department and heard a report from the Chief on the recent change in operations at the Bayside Fire Station. The financial report stated the Department spent $123,606 more than budgeted for salaries/benefits and overtime through September 30. The year to date overall deficit is at $117,761. As a result of this, the Chief reported that Ambulance 85 is not being staffed if overtime is required to keep it in service on Saturdays and Sundays and from 8 PM-8 AM on weekdays. These times were chosen based on historical call volume data showing that 70% of the Department's call volume occurs during these times. The Chief said that while taking a unit out of service cannot be a long-term solution, he understands the need to manage within the approved budget. He stated that the Department hopes to return the unit to service on a 24X7 basis before the end of the year since the current minimum staffing levels are important to maintaining service levels in the community long-term.

Weekly Summary
  • The Department was part of a joint incident command operation with the Milwaukee Fire Department for the Milwaukee Marathon that came though the North Shore on October 6.
  • Staff is working with the member communities that purchase their insurance through Cities and Villages Mutual Insurance Company on changes to agreements between their member communities participate in for police officer's who administer Narcan for overdose victims.
  • Progress continues on the remodel project at Fire Station 84 in Whitefish Bay. The crew will move into a temporary station on the site this weekend.
