Hello Everyone,

I hope this issue finds everyone enjoying the summer weather. I have a few little things to discuss today.

First, some good news. Effective with surveys starting June 1, 2018, facilities will no longer need to fill in the staffing section of the 671 form that we ask you to fill out when we do your surveys. Your staffing information is now captured through your payroll-based journal (PBJ) submissions so you won't need to put it on the 671 form anymore. I think that CMS is changing the form to reflect this, but I don't know if that has been done yet.

The New Long Term Care Process
We are well underway with the new survey process.  This new process builds on the best of both survey processes, (Quality Indicator Survey and the Traditional Survey) and is computer software based.  The new process consists of three parts: 1.) Initial pool process 2.) Sample selection and, 3.) Investigation.  The initial pool sample is based on the census, with 70% of the sample selected offsite and the remaining 30% selected by the team.  That 30% includes residents that are vulnerable, new admissions, complaints, facility reported incidents (federal only) and identified concerns.   The sample may include offsite selected residents, residents involved in suspected harm, IJ, abuse and residents with identified concerns.  The system now selects five (5) residents for full medication review. The investigation is conducted for all concerns that warrant further investigation for sampled residents. The majority of the time will be spent observing and interviewing, with limited record review.

 
MDS 3.0 Technical Information
A revised DRAFT version of the 2018 MDS item sets (v1.16.0R) was posted. This version contains a revision to discharge goal coding instructions in GG0130 (Self-Care) and GG0170 (Mobility), the addition of skip pattern language to GG0170M and GG0170N, revisions to skip pattern language to GG0170Q1 and GG0170Q3, the addition of coding instructions to J2000 (Prior Surgery), revisions to skip pattern language to M0210 and M0300G, and the addition of coding instructions to N2001 (Drug Regimen Review) and N2005 (Medication Intervention). This version is scheduled to become effective October 1, 2018. The files are located in the Downloads section of the website below.
 
 
Payroll Based Journal (PBJ)
As of June 15, 2018, PBJ Users will no longer be able to submit PBJ data (XML files or online data entry) for staffing dates prior to January 1, 2018. Users can, however, review PBJ data for staffing dates prior to January 1, 2018, using CASPER reports. 
 
This change does not affect any of the deadline rules stated in the PBJ Policy Manual or online. Please see the PBJ Policy Manual for information about PBJ quarterly submission deadlines.
