Informing and Engaging Stakeholders in the Kings and Tulare Lake Subbasins

This and upcoming editions of the Kings River Region SGMA Updates will focus on the status of Groundwater Sustainability Plans (GSP) in the Kings and Tulare Lake Subbasins.

All seven draft Groundwater Sustainability Plans in the Kings Subbasin are available for public review and comment.

The Tulare Lake Subbasin draft Groundwater Sustainability Plan is available for public review and comment.

The GSP is the document outlining how the Groundwater Sustainability Agencies (GSA) will reach sustainability by 2040. Developing a GSP is required by the Sustainable Groundwater Management Act (SGMA). The GSP includes a physical description of the GSA's management area including groundwater conditions, a water budget, groundwater management criteria and objectives, a monitoring program, and projects to help reach sustainability. GSPs must be adopted by the GSAs and submitted to the CA Department of Water Resources by January 31, 2020.
KINGS SUBBASIN GSP STATUS
The seven Kings Subbasin GSAs are developing their own Groundwater Sustainability Plans and will enter into a formal coordination agreement to achieve subbasin sustainability.

Workshop series invited stakeholders to engage with the plan to reach sustainability
The North Fork Kings GSA held four outreach events in August and September in an effort to engage stakeholders on its draft Groundwater Sustainability Plan (GSP). The workshop series kicked off in Riverdale with community residents from Laton, Lanare, and Riverdale followed by a landowner workshop, online webinar, and a September "office hours" chat with the technical experts.

Workshop attendees heard information on the North Fork Kings GSA current and historical groundwater conditions, the sustainable management criteria, and potential projects and management actions.

Public Hearing scheduled for October 23 in Riverdale
The North Fork Kings GSA Board has set a Public Hearing for Wednesday, October 23 at 5:30 pm to present the Groundwater Sustainability Plan (GSP) and receive comments. The Public Hearing will take place at the Riverdale Education center, 3160 W Mt. Whitney Ave., Riverdale, CA 93656.

Final public workshop to review draft GSP
The James GSA will hold its final of three public workshops on October 10 to discuss the draft Groundwater Sustainability Plan (GSP).

The draft GSP public comment period will conclude November 4, 2019 at 5:00 pm. A Public Hearing to consider adoption of the GSP is scheduled for December 12, 2019 at 3:00 pm at the James Irrigation District Office: 8749 Ninth Street, San Joaquin, CA 93660. GSP comments accepted through October 18
The North Kings GSA conducted three workshops in September to provide domestic well operators an overview of the GSP and assist participants in their development of written comments on the document. To access workshop materials, visit the North Kings GSA outreach webpage: here .

Written comments on the North Kings GSA Groundwater Sustainability Plan draft can be submitted through October 18 via email, an online form, by mail, or with a comment card. For more information, visit the North Kings GSA website: here .

Kings River East will hold two Groundwater Sustainability Plan workshops during public review period
Members of the public are welcome to attend an upcoming workshop to learn about the Kings River East GSA draft Groundwater Sustainability Plan (GSP). Information presented at the workshops will be identical; stakeholders may choose one to fit their schedule.

The Kings River East GSA Board approved to release the draft Groundwater Sustainability Plan (GSP) for public review and comment at its September 19th meeting in Dinuba. Written comments will be accepted through November 14, 2019. Verbal comments will be accepted through the Public Hearing scheduled to take place December 19, 2019 at Dinuba City Hall.

Central Kings GSA
Upcoming public meetings to discuss draft Groundwater Sustainability Plan
The Central Kings GSA released its draft GSP for public review on August 26th. The agency will hold two public meetings in October to discuss the GSP.

In the midst of a 90-day GSP public review period the South Kings GSA is hosting community presentations; two are scheduled to take place this month.

TULARE LAKE SUBBASIN GSP STATUS
Groundwater Sustainability Plan draft released for public review
The Tulare Lake Subbasin five GSAs, South Fork Kings, Mid-Kings, El Rico, Southwest Kings, and Tri-County Water Authority developed one Groundwater Sustainability Plan for the entire Subbasin.

The Tulare Lake Subbasin draft Groundwater Sustainability Plan is now available for public review and comment.

OTHER NEWS AND EVENTS
Small farms SGMA workshop engages and educates stakeholders in the Kings Subbasin
A workshop held in Fresno on September 17th invited growers to discuss how the Sustainable Groundwater Management Act may affect small-scale farmers. The workshop featured panels and presentations on topics ranging from on-farm recharge application to land trusts.

Groundwater Sustainability Agency managers from the Kings River East, North Kings, and Central Kings GSAs presented and answered questions regarding SGMA implementation and their respective Groundwater Sustainability Plans.
