Dear Friend:

In the early morning hours of Thursday, June 21st, the State Legislature concluded the 2018 legislative session. We were unable to come to an agreement on a number of issues important to the residents in the 37th Senate District, but I was able to pass legislation critical to the fiscal health of municipalities in my district including the Cities of Rye, New Rochelle, and Yonkers; the Village of Mamaroneck; and the Town of Bedford. Read more about these bills below.

Yesterday, I stood with Governor Andrew Cuomo as he signed S.6217A/A7899-A into law. I was proud to support this bill, which allows for the appointment of Standby Guardians for parents in the event of an administrative separation in connection with a federal immigration matter. S.6217A is an important step forward in providing stability in a child's life and peace of mind to a parent who may be in the midst of difficult immigration proceedings. With the conclusion of the legislative session, I have hosted multiple community events and participated in and attended many others. In the last section of the e-newsletter, you can look through just a few photos from these events.

IMPORTANT LEGISLATION FOR THE 
37th STATE SENATE DISTRICT

When I was sworn in as your new State Senator on April 30, 2018, there were less than two months left in the legislative session.  With this time constraint in mind, I prioritized bills that local municipalities in the district needed. I am happy to announce that I was successful on this front, and I would like to thank my legislative colleagues for their support.

Legislation I sponsored that both the Senate and Assembly passed since April 30, 2018:
  • S.8349,  authorizes the commissioner of general services to convey an abandoned parcel of land to the Town of Bedford for the expansion of a waste treatment facility,  repurposing an existing and unused wastewater treatment facility; 
  • S.7352, extends the marketing limitation on serial bonds/notes of Yonkers from June 30, 2018 to June 30, 2019;
  • S.7419, authorizes the City of Yonkers to extend a room occupancy tax, expiring in 2021;
  • S.8999B, allows certain municipalities to obtain customer water usage data from water works corporations, to be used only for specific municipal purposes related to water infrastructure projects. The data cannot be sold or transferred;
  • S.8857, authorizes the Village of Mamaroneck to sell and convey both permanent and temporary easements in certain park lands to the county of Westchester as necessary for above ground appurtenances;
  • S.8377, authorizes the City of Rye to extend room occupancy tax not to exceed 3% for a three year period, expiring in 2021; this provide non-property tax revenue to support City expenses;
  • S.8350, authorizes the City of New Rochelle to extend hotel room occupancy tax not to exceed 3% for a three-year period, expiring in 2021;  this provide non-property tax revenue to support city expenses;
  • S.8582, provides for corporate finance tax and personal income tax checkoffs for taxpayer gifts for ALS research and education. Establishes the New York State ALS research and education fund.
Included above is another bill I sponsored which creates the ALS Education and Research Fund. S.8582 makes it easy for people to donate to ALS research through a checkoff box on the corporate and personal income tax forms. The ALS effort is devoted to my friend Pat Quinn for his tireless advocacy on ALS research and treatment. 

STANDBY GUARDIANSHIP FOR THE
CHILDREN OF IMMIGRANTS


On Wednesday, June 27th, I was proud to join Governor Andrew Cuomo as he signed into law a bill I voted for which creates Standby Guardians for children of immigrants.

Thank you to the many residents throughout the district who called my District Office urging me to take action against Federal immigration officials' separation of children and parents at the border. The situation has deeply troubled me and my staff, and I have been speaking out, writing letters, attending events and rallies in support of Keeping Families Together.

Near the end of the legislative session , I was proud to vote in support of a bill that addresses one area of stress in the lives of undocumented immigrant families. S.6217A/A.7899A, sponsored by State Senator Diane Savino and Assemblymember Nily Rozic, allows undocumented immigrant parents to appoint a standby guardian for their children. The standby guardians' powers would only take effect in the event of an administrative separation as a result of federal immigration issues such as arrest, detention, incarceration, and/or deportation.

Standby guardianship was originally created at the height of the AIDS crisis as a way for parents to ensure the smooth transition of care for their children in the event of serious illness or death. S.6217A/A.7899A expands this section of the law to allow undocumented immigrant parents to appoint a standby guardian ensuring stability in their children's lives.

RECENT EVENTS IN THE 37th DISTRICT


Saturday, June 23rd, I was pleased to host a Breakfast with your Representatives town hall event with County Legislator Nancy Barr at the Port Chester Senior Center.

Monday, June 25th, I hosted my first of several events on "How to Avoid Getting Scammed: A Guide for Seniors" with Assistant Attorney General-in-Charge of the Westchester Regional Office Gary Brown.

Monday, June 25th I was glad to attend a forum in Yonkers about the conclusion of the 2018 legislative session and our hopes for the next legislative session.
This past week, I was glad to sit down with the Village of Tuckahoe Mayor, Steve Ecklond, and hear about the latest news from the village.


On Tuesday, June 26th, as another part of my effort to meet with local municipal leaders of the 37th State Senate district, I met with Rye City Mayor Josh Cohn and was happy to see Council members Emily Hurd, Sara Goddard, and Benjamin Stacks.
