May Updates: Spring Policy Forum, Governor’s May Revise, and Sponsored Legislation


Greetings Members!

May is designated as Mental Health Awareness month. CBHA was proud to join our colleagues from NAMI, CBHDA, CSAC and the Steinberg Institute in the Senate Gallery, to be recognized by Senator Beall in recognition of the month. He and other senators sported their green ties and scarves to show their support. We extend special thanks to our colleagues at the Steinberg Institute for organizing the meeting in the Senate Gallery .
 
Spring Policy Forum
We also held our annual Spring Policy Forum this past week. We were thrilled to have 40 member organizations represented during this event. The lineup of speakers was dynamic. We presented our Behavioral Health Champion awards to Senator Dr. Richard Pan and Senator Anna Caballero for their tireless commitment to shaping behavioral health policy. We also honored our special guest from the National Council on Behavioral Health, Past CEO Linda Rosenberg, for her decades of work building the NCBH to one of the premiere behavioral health organizations in the country. We ended the day with a reception where leaders of behavioral health organizations joined us. The second day was kicked off with welcome remarks by Governor Newsom’s Deputy Cabinet Secretary Richard Figueroa. Mr. Figueroa shared about the Governor’s behavioral health priorities just hours before the Governor released his May Revise publicly. Several member agencies participated in a brainstorming session that produced several ideas for legislation and policy focus for CBHA staff .

Spring Policy Forum A Huge Hit at the Sheraton Grand Hotel Sacramento!

Our forum this year was held at the Sheraton Grand Hotel Sacramento. We wanted to try something different and the feedback we have received has been positive. Member agencies gathered to learn the latest from a handful of dynamic speakers and enjoyed a membership reception afterwards catching up with each other! LInda Rosenberg, National Council for Behavioral Health's retiring CEO received the Rusty Selix Award of Merit and resolution from the Office of Congresswoman Doris Matsui, with CBHA Executive Director Paul Curtis, Board President Vitka Eisen, and CBHA Policy Director Le Ondra Clark Harvey, Ph.D.,
Senator Anna Caballero received the CBHA Legislator of the Year award, with CBHA Executive Director Paul Curtis and CBHA Board Past President Erin O'Brien.
Senator Dr. Richard Pan also received the CBHA Legislator of the Year award, with CBHA Executive Director Paul Curtis and new Board member Al Rowlett.

The morning of Alliy’s suicide was as normal as any other. The kids were getting ready for school and nothing seemed amiss other than Alliy being overly dressed for a warm day. Before leaving she kissed her siblings and told each one that she loved them. Alliy then told me she loved me and said goodbye as she walked out the door. That was the last time I would ever see my daughter.

We were not allowed to watch the video footage from the Golden Gate Bridge that morning confirming Alliy had jumped. However, a police officer confirmed that she left us at 10:17 a.m. on the morning of May 23, 2011. She was only 15 years old...

DHCS is changing the composition of some of its myriad groups. They are creating a committee focused on behavioral health which CBHA will have representation on. They are collapsing membership of several existing groups to comprise the BHSAC, but there may be additional availability for representatives from individual provider agencies to be involved. As such, we are forwarding the invitation below to you. If you wish to be considered by DHCS for membership, please complete a membership application and submit it to BehavioralHealthSAC@dhcs.ca.gov by May 17, 2019.

DHCS is pleased to introduce their new website: CaliforniaMAT.org !

The CaliforniaMAT.org website will serve as the primary destination for all MAT Expansion Project efforts, allowing project partners and external stakeholders access to current, user-friendly, and easy to find information. The website will be continually updated as individual MAT Expansion Projects develop.
DHCS Releases Methodology for Governor’s Budget Proposal on Additional Housing Funds for Whole Person Care Pilots
On April 22, 2019, the Department of Health Care Services (DHCS) released the methodology and funding allocations for the Whole Person Care (WPC) Pilots that would be considered for one-time housing funds. The 2019-20 Governor’s Budget invests $100 million State General Fund (one-time with multi-year spending authority through June 30, 2025) for active WPC Pilot programs that provide housing services. DHCS would allocate these one-time funds to WPC Pilot counties to support housing and housing supportive services for Medi-Cal enrollees who are mentally ill and are experiencing homelessness, or who are at risk of homelessness. As specified in the Governor’s Budget Proposal, the allocation methodology takes into account prevalence of homelessness, cost of living, and pilot performance.

The WPC Pilot program is administered by DHCS and coordinates health, behavioral health and social services in a patient-centered manner with the goal of improved beneficiary health and well-being. Many of the WPC Pilots target individuals who are mentally ill and are experiencing homelessness, or who are at risk of homelessness and have a demonstrated medical need for housing and/or supportive services. WPC Pilots would have flexibility in determining the scope of their projects as well as the number of mentally ill homeless or at risk of homelessness mentally ill individuals that would be served. The purpose of this Mental Health and Substance Use Disorder Services (MHSUDS) Information Notice (IN) is to inform counties participating in the DMC-ODS about requirements related to the certification of data, information, and documentation submitted to the Department of Health Care Services (DHCS). The requirements outlined in this IN do not replace existing requirements related to certification of Certified Public Expenditures and/or Short-Doyle/ Medi-Cal claims and annual cost reports.  Click here to see all prior year MHSUDS Information Notices. 
To advise counties participating in the DMC-ODS pilot of the requirement to ensure that a beneficiary receives covered services from an “out-of-network” provider if the county does not have a network provider available to offer the services.   Click here to see all prior year MHSUDS Information Notices.
The purpose of this notice is to provide Mental Health Plans (MHPs) in each county with the current list of Fee-For-Service/Medi-Cal (FFS/MC) hospitals that MHPs are required to contract within Fiscal Year (FY) 2019-20. Title 9, California Code of Regulations (CCR) 1810.375(c) requires MHPs to report the rates they have negotiated with FFS/MC hospitals to the Department of Health Care Services (DHCS) by June 1 of each year to be implemented by July 1. If a MHP submits rates to DHCS after June 1, 2019, those rates will be effective 30 days from the date received. DHCS utilizes these rates to establish non-negotiated FFS/MC hospital rates in accordance with Title 9, CCR §1820.115.  Click here to see all prior year MHSUDS Information Notices.

On behalf of our Board of Directors, I am so pleased to share with you that Chris Kughn, LMFT has accepted the position as CEO for Buckelew Programs.  Chris joins the agency on May 20th, bringing over twenty years of experience in behavioral health to Buckelew. Most recently, Chris served as Executive Director for Caminar, Inc. managing its programs in Solano and Butte Counties, where he focused on building strong partnerships with all stakeholders through transparency, trust and collaboration. His extensive experience in systems change to address service needs and evolving funding streams, paired with his innovative approach, have resulted in expanded service opportunities in those communities.
