Dear Resident,
I would like to take this opportunity, to wish all mothers and mother figures a Happy Mother's Day. We should not simply concentrate on one day of the year to mark such a special person in our lives, but it is an important reminder. Day after day, mothers are the glue that hold families together. A mother's nurturing and love are parallel to nothing else. We must not dismiss that single mothers and even married mothers still face many levels of obstacles to reach different levels of success. Mothers are still paid less than men for doing the same work and still face regular harassment and discrimination at the work place and out in the community. All this in addition to having the full-time task of being mothers. We must continue protecting mothers who are the breadwinners and those who aspire to reach new levels of success traditionally reserved for a man. The love of a mother goes beyond that of their own children. Mothers also help to nurture whole communities. It is something that is in our nature. Take this time and every possible day to thank and appreciate your mother. If you are a mother, we appreciate and value you, and we want you to know that you make this world a better place. Thank you!

Querido Residente,
¡Gracias!

Many thanks,
Councilmember
Magdalena Carrasco

Happy Mothers Day

Anti Displacement Policy
As we all know, there is a serious housing crisis in San José. I have been hearing your concerns, particularly in how the housing crisis has led to involuntary displacement of longtime residents. In my time at council, I have prioritized the issue of anti-displacement. At council's request, the City is developing a city-wide Anti-Displacement Strategy that will be presented to the San José City Council in the Fall of 2019. Please join City staff and community members for this workshop which will provide an overview of the issue of displacement in San José and an update on the feedback heard from the community thus far. The workshop will also include the opportunity for participants to learn about national best practices to address displacement, recommend and help prioritize the next generation of Anti-Displacement tools in San José. Bring a cell phone to text your answers to polling questions (no smart phone required).

Veggielution Farm

Learn more about an Eastside hidden gem. In the heart of the Eastside, Veggielution started as a concept by students at San Jose State University.  So what is Veggielution?  The mission of Veggielution is to connect people from diverse backgrounds to the outdoors through food and farming to build community in East San José.  Through food-centered programs for all ages, Veggielution connects residents to each other and to people and resources from outside their community that will enable them to make change. Veggielution farm provides a critical platform for these programs. Many East San José residents have deep and meaningful connections to agriculture. Veggielution seeks to use the farm as a safe, accessible and well-maintained gathering space for the East San José community to reconnect to the land and to each other.

On 1st Saturdays of the month at Veggielution, the diversity of our community comes to life. Whether through exploration of our Youth Garden, morning stretching during Yoga Class, or the sights and sounds of our kitchen during Veggielution Cocina, our farm instills a strong sense of connection among participants from many different backgrounds. Over 100 community members of all ages flow seamlessly between activities; planting in the fields, joining our free Art Activities and making new friends along the way. Throughout the day local residents shop at our Farm Stand for fresh, organic produce grown onsite and harvested by our volunteer community farmers.

Tree Planting Program
As we all know, trees add an abundance of feel-good, shade (up to a 10 degree cooler), and they beautify our neighborhoods, not to mention the oxygen they release and the carbon dioxide they capture during their lifetime. Essentially, trees are good for our health and good for the overall environment. Our City Forest, a non-profit organization has received a grant through CalFire to provide free private and public trees to specific communities that have traditionally been disadvantaged. The requirements of the program are as follows:
  • The homeowner must sign the application but is not required to be the resident. There must be someone who signs on as the steward. The steward is responsible for caring for the tree and watering it. Although we do have an application, it is non-binding. All we ask is for someone to care for the tree for at least 3 years.
  • Must have 25 ft of plant-able space
  • Must be trees from an approved list, for list off approved trees email [email protected] call  or 408-998-7337 x 124
For more information please visit Our City Forest

Eastside Multimodal Plan / East San José En Movimiento
East San José En Movimiento is a transportation plan designed to make it easier to walk, bike and take transit in East San José. We want to identify projects that reflect your values and priorities, and identify high priority transportation improvements in the area.

En Movimiento: A Transportation Plan for East San José (formerly East San José Multimodal Transportation Improvement Plan) is a community-driven transportation plan to bring together and build on past planning efforts, reflect the priorities of this culturally diverse neighborhood, and define a path forward for implementing multimodal transportation improvements within the study area.

Community Gatherings
This year I would like to meet with our neighbors in your living room or backyard. I want to bring City Hall and policies I will be working on to your block or neighborhood. It is always important to meet and listen from our East San José constituents; you deserve an accessible Councilmember. Whether it is a city issue or concern, we will not turn you away instead we will guide you in the right direction. Many times, we have residents who are just eager to meet me, since we have neighbors who have never met their Councilmember.  Bring your family and friends to meet members in your community with myself, my team, and city staff such as our Police Department and other City Departments.

Community coffees, pizza and policy, as well as pancake breakfast are coming to a neighborhood near you. To stay updated or if you are willing to host my team and me for a community gathering, please let my Community Relations Director Omar Torres know via email  [email protected] or by calling him at 408-535-4905. I want to discuss questions, concerns, or suggestions with you over a cup of coffee, pancakes, or some pizza.
2019 Pavement Maintenance Program Update
In December of 2018, the Department of Transportation (DOT) released an information memorandum to the City Council regarding the 2019 Pavement Maintenance Program and provided a list of streets on the 944-mile Major Street Network expected to be maintained in the 2019 construction season. A map highlighting these streets can be viewed on the City's website at http://www.sanjoseca.gov. This list did not include streets on the 1490-mile Local and Neighborhood Streets Network. The legal challenge to the VTA 2016 Measure B funding was resolved in January 2019, paving the way for the City to access $42.8 million in accumulated Measure B funds and initiate maintenance on local and neighborhood streets in the 2019 construction season.

Due to the delay in Measure B funding mentioned above, maintenance on the Local and Neighborhood Street Network was not possible in the 2018 construction season. However, $23.8 million in funds were collected in FY 2017-2018 and are now available to use. Combining these funds with the FY 2018-2019 allocation of $19 million, DOT plans to deliver two-years of planned street maintenance on the local and neighborhood streets, totaling approximately 196 miles, in the 2019 construction season.
