Spring All Member Meeting - May 17 Pavement Management Systems The CAPA Spring All Member Meeting will be held on Friday, May 17, 11:30am - 1:30pm at the City of Centennial Community Room
(NOTE THE NEW LOCATION).
The Meeting will include a presentation on the new MGPEC TAM Guide entitled "Local Agency Pavement Management Systems: Implementation Guide.
Also, a key focus of the meeting will be on
"The Women of Asphalt".
which is a national coalition which supports women in all aspects of the asphalt industry through mentoring, education, and advocacy, and by encouraging women to seek careers in the asphalt industry. The Women of Asphalt is now a coalition to lead and inspire women in the asphalt industry.

Tom Clayton was back on the Western Slope on May 2 as a presenter at the CARSE Regional Workshop in Montrose providing information on specifications and contract requirements. He was also a presenter with a live webinar on Inspection.

CAPA Board of Directors Update:
Dave Lemesany has retired from Martin Marietta. With this in mind, the CAPA Board of Directors took action at its April 4 meeting and elected new officers (effective May 1) to complete the 2018-2019 term. Ryan Yoch, the Martin Marietta new VP/GM Asphalt was elected to the CAPA Board of Directors. The newly elected Executive Committee includes the following:
- President: Brenda Shuler, Aggregate Industries
- Vice President: Mike McDonald, Kiewit Infrastructure
- Secretary: Ken Coulson, Coulson Excavating Co.
- Treasurer: John Paul Ary, A&S Construction

Industry News

The
Transportation Construction Coalition (TCC) Fly-In is planned for May 14-15. It coincides with the next meeting between legislative leaders and President Trump. CAPA Executive Director Tom Peterson will be part of the Colorado group attending. The event includes an industry briefing, congressional reception, and visits to members of the Colorado delegation at the Capital. The much-anticipated April 30 White House meeting between President Donald Trump and congressional Democrats ended with initial agreement on several key elements
of an infrastructure bill.

CSU CM Program Update The Spring 2019 CSU CM Professional Advisory Development Board meeting was held on April 24. Tom Peterson serves on the PADB Board of Advisors. CM Professor Scott Shuler will be retiring at the end of the year. Dean of the College of Applied Human Sciences Jeff McCubbin will be retiring in July. The college has grown from $31 M to $53 M during his tenure starting in 2011 and enrollment is at 4,900. The CM Department enrollment is around 770. This includes 216 pre-construction, and 554 CM. 94 graduates are expected this spring and 80 in December. The Department provided statistics on CM Student Placement and CM Intern Placement that included salary statistics and internship trends.

Coffee with Denver Mayor Hancock
CAPA coordinated a coffee/fund raiser meeting with Denver Mayor Michael Hancock on Friday, April 26. The Mayor is running for re-election for a 3rd term. Topics discussed include his commitment to street funding, DBE requirements, the use of the city owned asphalt plant. In attendance were Mike Skinner - CAPA; Brenda Shuler - Aggregate Industries, Grant Cruseturner - Brannan, Ryan Yoch - Martin Marietta, and Stu Ponting - CASI.

Planning is underway for the 47th Annual Rocky Mt. Asphalt Conference & Equipment Show set for February 19-20, 2020. The Agenda Committee will be meeting on May 22 and June 18 (both meetings at 9 am, CAPA Office) and the next Planning Committee Meeting is set for July 10, 9:30am @ Cobitco. This project will include rehabilitation for portions of identified streets and roads in the City of
Gunnison, Gunnison County, Town of Crested Butte, Town of Mt. Crested Butte and Crested
Butte South Metro District. Work for each entity may include paving and rehabilitation of identified streets and roads, curb and gutter and/or valley pan, replacement and drainage improvements for each entity. CDOT Prequalification and Audit staff are hosting a webinar for professional services consultants who are not yet prequalified or still need a Master Price Agreement (MPA). Prequalification is required to be awarded any CDOT consultant contract so this is a necessary step if you want to do business with CDOT.
The webinar will walk you through the Supplier Self Service Portal (SuSS), Form 1058, and the MPA requirements.

CDOT/CCA Transportation Policy Committee Meeting (TPC) The bi-monthly TPC Meeting was held on April 21. Highlights below:
- Some of CDOT Headquarters staff and functions are being reorganized. They are considering consolidating the Program Management Office (PMO), Traffic Operations, and Product Support.
- A Deputy Chief Engineer position is going to be established.
- A Constructability Review Committee is being developed to set guidance.on the use of constructability reviews. CAPA will be involved.
- Approximately 25% of all CDOT design is done in-house.
- Next Meeting: June 24, 9:30am - 11:00am. CDOT Headquarters.

Does CAPA have best practices for paving lift thicknesses?
Answer:
There are industry standards on minimum paving thicknesses based on nominal maximum aggregate size. These standards are incorporated into the CDOT Lift Thickness Standards. The CDOT Pavement Design Manual (Section 3.6.2) includes guidance on both minimum and maximum lift thickness as it pertains to long term pavement performance. The CDOT Pavement Design Manual (Section 3.6.2, page 3-11) Required Minimum Thickness of Pavement Layer.

NCAT Short Course In Asphalt Technology Comes to Colorado
November 4 - 8 are the dates for the NCAT Short Course in Asphalt Technology hosted by the RMAEC. The NCAT Course were last held in Colorado in 2015.
The course starts at 1:00pm on Monday the 4th of November and runs until 12:00 noon on Friday, November 8. Course content is being tailored to Colorado and will be taught by Dr. Mike Hietzman and Don Watson. To register, go to
