Builders See Benefits of BIA Advocacy in Their Bottom Lines

During the last couple of years, the BIA Government Affairs team has succeeded in prompting the City of Sacramento and the County of Sacramento to opt into the Statewide Community Infrastructure Program (SCIP) program. The program allows BIA members to realize real financial benefits by financing impact fees from a state pool of funding at low interest rates. 

SCIP allows participating local agencies to receive impact fees prior to development, while property owners repay the tax-exempt obligation over a 30-year bond term. SCIP may eliminate the need for local agencies to negotiate deferral fee agreements. SCIP financing also frees up capital for builders that they would otherwise need to provide to local jurisdictions before they build.

BIA Government Affairs also succeeded earlier this year in getting the Sacramento Area Sewer District to enter the program and is now working to get the Sacramento Department of Water Resources to opt in this summer.

This is just one more example of how the BIA is working on behalf of its members to make home ownership more accessible for everyone in the Sacramento region.

Candidates Endorsed by BIA Do Well in Local Elections
The BIA's recommended candidates fared well on election day, with all but one endorsed candidate winning outright or gaining one of the top-two spots to square off in November.

In Sacramento County, Patrick Kennedy of District 2 was re-elected over his opponent while Supervisors Phil Serna (District 1) and Don Nottoli (District 5) were unopposed. All three were endorsed by the BIA.

In the City of Sacramento, Council Members Jay Schenirer (District 5) and Rick Jennings (District 7) beat out their opponents for re-election, while Jeff Harris (District 3) ran unopposed and was re-elected. All three candidates were endorsed by the BIA as well. And in El Dorado County, Supervisor Mike Ranalli (District 4), the BIA-endorsed candidate, was the leading vote-getter with just over 50 percent of the ballots tabulated so far. If he has more than 50 percent plus 1 vote when final results are announced, he will be re-elected. If he falls under that level, he will face Lori Parlin in November.

In the race for Placer County Supervisor District 1, Roseville Vice Mayor Bonnie Gore defeated incumbent Jack Duran. While the BIA had endorsed Supervisor Duran due to its successful working relationship with him for many years, Bonnie Gore has also been a knowledgeable proponent and friend of the housing industry in the City of Roseville and the BIA expects to continue a close working relationship with her in the years ahead. 

In races of interest in which the BIA did not take a position, Placer County Supervisor Robert Weygandt was re-elected in District 2, unopposed, while Sacramento City Council Member Angelique Ashby (District 1) defeated her challenger. The Sierra College School Bond, Measure E, is too close to call as it needs 55 percent approval and as of our deadline had 55.44 percent. Absentee votes counted in the coming week will determine the outcome.

Roseville's Downtown Bridges & Trail Project Under Construction
The Downtown Bridges & Trail Project is under way, having started construction on June 4th. The work will continue through 2019 and seeks to implement several improvements, including new and refurbished pedestrian bridges and continuation of the multi-use trail into Royer Park -- effectively creating a continuous six-mile off-street trail from Sierra College to Darling Way.

Builders and Brews Event in Roseville Set for June 21
Don't forget to attend BIA's next Builders and Brews Pac event, which will take place on Thursday, June 21st at 5:30 p.m. at Monk's Cellar in Roseville. Members Urged to Contact Governor, Lawmakers to Sell School Bonds
The Coalition for Adequate School Housing (CASH) is continuing to urge Governor Brown to sell more Proposition 51 school bonds and apportion the funds during the 2018-19 budget year. The state budget proposes only $640 million in sales during the coming fiscal year, while the unfunded backlog is more than $3.7 billion. Learn more on the Repair Our Schools Now flyer.

June Is Kaiser Medical Open Enrollment Month
June is Open Enrollment month for all NSBIA members who are currently enrolled with  Kaiser through Ames Grenz Insurance Services. Please use this window of opportunity to change your Kaiser plan, add dependents, or enroll with Kaiser if you are currently uninsured. 

All NSBIA individual and group members are eligible to enroll in any of the Kaiser Association medical plans for a July 1, 2018, effective date. Now is also the time to do a price check if you are enrolled in a COBRA or Covered California plan. It could be that you are currently paying too much as a dependent on another employer's medical plan through your spouse.

All current Kaiser members will need to complete a new enrollment form if you want to change your plan effective July 1. NORTH STATE BUILDING INDUSTRY FOUNDATION
Summer Internship Program Kicks Off
Five interns and their trade mentors at
Taylor Morrison's Madeira community in Elk Grove. 
June marked the start of North State Building Industry Foundation's Summer Internship Program. A total of 34 interns ages 16-24 began work with three homebuilders on four jobsites.
Over the next month, they will each receive training and instruction in multiple trades, including framing, concrete, HVAC, electrical, fencing, and more. 

The program is made possible thanks to the support of local homebuilders and their trades --  Lennar Northern California, Anthem United, USA Properties Fund, and Taylor Morrison -- as well as the North State BIA for providing matching wage contributions to our trade partners.

Beginning in July, a second group of students will begin their summer internship experience. In total, more than 100 young adults will participate in skilled trades internships this summer in both Placer and Sacramento counties.

Registration Deadline Nears for This Year's PCBC
The deadline to register for PCBC, the largest homebuilding trade show on the West Coast, is just a week from now, on June 18. This year's show, which will be held June 27-28 in San Francisco, features high-level educational conferences, exclusive networking venues, a curated exhibit floor, and unique programs designed to connect buyers and sellers. PCBC is always a forum for members of the homebuilding industry and their manufacturing partners to productively engage.
