Welcome to the VBP4P newsletter!
The goal of the VBP4P monthly newsletter is to keep stakeholders up to date about program changes and deadlines. The newsletter has three main content areas:
  • Need to Do, which will alert stakeholders to information and requirements for successful program participation, such as upcoming deadlines.
  • In Other News, which will share other program-related news, such as upcoming webinars or conferences.
  • In the Pipeline, which will provide a longer term view of upcoming key VBP4P program dates.  
All VBP4P newsletters will be archived in the Newsletters section of the IHA website, so you can easily find and share the latest program information.
Need to Do
VBP4P Data Submission to TransUnion Due May 9
Health plans and physician organizations (POs) submitting clinical quality and/or e-measure data should be well into the process of programming the appropriate VBP4P Data File Layout(s) to the correct specifications and submitting test files to TransUnion Healthcare. To ensure your PO or health plan's final data is submitted on time, please note the data submission deadlines below.

IHA Atlas Findings Provide First Look at Commercial Accountable Care Organization (ACO) Performance
Thank you to all who joined IHA at the America's Physician Groups (APG) annual conference in San Diego, where Dolores Yanagihara and Jeff Rideout shared findings from the IHA Cost & Quality Atlas. In a first look at statewide commercial ACO performance, the Atlas shows that ACO PPO products perform considerably better that non-ACO PPOs: for example, the composite quality score for ACO PPOs is 30 points greater than non-ACO PPO. As membership in ACO PPOs continues to grow, the higher quality of the ACO PPOs is contributing to the overall increase in PPO quality.

While ACOs are clearly having a positive impact on the quality of care that PPO members receive, there still is no standard measurement or benchmarks. Metrics vary by health plan, by accreditor, and by payer making it difficult to identify physicians, hospitals and other providers that are delivering high-quality care.

IHA and the Pacific Business Group on Health (PBGH), with the participation of 4 major health plans and 20 ACOs, are working together to implement a consistent set of metrics by which commercial ACOs will be measured. These coordinated, meaningful performance measures promote high-quality, affordable, patient-centered care across California and advance national efforts. Click here to learn more. NCQA Seeks Participants for Depression Care Pilots
The Value Based P4P Committees have been working to expand IHA measurement into areas of behavioral health, such as depression care, as well as broader, innovative use of electronic clinical data. Two complementary efforts led by NCQA provide an opportunity for health plans and provider organizations to participate in two projects focusing on these topics.

  • Certification of measure calculations: January-March 2019

Learning collaborative to improve care for adolescent depression

  • Kick-off: July 2018
  • Learning Collaborative: August 2018-July 2020

Preliminary MY 2017 Quality Release May 25
Measurement year 2017 (MY 2017) Commercial VBP4P and Medicare Advantage (MA) Stars preliminary reports will be available via the VBP4P Reporting Portal on Friday, May 25,2018. The Commercial VBP4P Quality Reports include results for the Clinical, Patient Experience, and Advancing Care Information domains; MA Stars reports include clinical measure results for your PO. These reports are preliminary and require your careful review once released. IHA staff will host a webinar to correspond with the report release; details about the release, the results, and the accompanying webinar will be included in the May VBP4P newsletter.

Mark your calendars  for the 17th Annual IHA Stakeholders Meeting on Wednesday, Oct. 3, at the Hilton LAX in Los Angeles. The meeting is the annual forum for all California VBP4P participants and other IHA stakeholders to receive key program information, learn about performance measurement initiatives affecting California providers, and share quality improvement best practices.
