The National Domestic Preparedness Consortium Focuses on Campus Safety
The
National Domestic Preparedness Consortium (NDPC), a professional alliance sponsored through the Department of Homeland Security/Federal Emergency Management Agency National Preparedness Directorate, released its
2018 annual report (PDF). In September 2018, NDPC celebrated 20 years of legislative existence and support from an
annual appropriation through the Homeland Security National Training Program Cooperative Agreement. Since 1998, NDPC has provided no-cost training to nearly 3 million emergency responders across state, local, tribal, and territorial jurisdictions. This year's report primarily focuses on school and campus safety and natural disasters.
Recognizing the need for customized courses due to the complex and ever-changing challenges schools are facing, the NDPC is increasing campus and school safety training. The Louisiana State University, National Center for Biomedical Research and Training (LSU/NCBRT) Academy of Counter-Terrorist Education, a founding partner of NDPC, began offering a new customized version of the "Campus Emergencies Prevention, Response, and Recovery" course in 2018. The customized version of the course, reduced from 16 hours to eight hours, focuses on active shooter incidents occurring on any type of campus. In addition, LSU/NCBRT has three school safety courses currently in development: "Campus Active Shooter Integrated Response," "
Active Threat on Campuses: Protective Measures and Response
" (PDF), and "Surviving an Active Threat: Run, Hide, Fight." (PDF). A

(PDF) is available for the latter two. These courses aim to increase preparedness among non-traditional responders by teaching and practicing exercises in direct threat care; the Run, Hide, Fight paradigm; barricading rooms; room breaching; and more alongside trained law enforcement personnel.
The Security and Emergency Response Training Center of Pueblo, CO, an NDPC training partner, has offered specialized training since 1985 on the recognition and identification of hazardous materials on campuses, proper training on the use of personal protective equipment specific for use in this type of event, and the ability to wisely and safely make decisions.
NDPC also provides training on natural disaster preparedness and recovery, important for institutions of higher education located in areas that are prone to hurricanes, tornados, wildfires, flooding, or other unforeseen natural incidents. The Texas A&M Engineering Extension Service, National Emergency Response and Recovery Training Center conducted more than 300 course deliveries across the country this year on hurricane preparedness/recovery; critical infrastructure protection; public information officer training; emergency operations center procedures and more.
The NDPC training center is located at the University of Hawaii, but other partners are located across the continental U.S. and include:

- National Disaster Preparedness Training Center at the University of Hawaii
- Security & Emergency Response Training Center in Pueblo, CO

June is National Safety Month
Preventable injury-related deaths have
increased

leading cause of death
in the U.S. behind heart disease and cancer for all age groups, and the leading cause of death for those aged 1 to 44. T
he National Safety Council (NSC) is focused on saving lives and preventing injuries, including raising public awareness about the opioid epidemic, helping to reduce motor vehicle crashes, and improving safety practices in the workplace.
National Safety Month
, observed annually in June,
focuses on reducing the leading causes of injury and death at work, on the road, and in our homes and communities.
We are all responsible for creating a culture of safety, including recognizing hidden signs of danger, preventing fatigue, staying substance free in the workplace, and following health and safety protocols. With many students gone from campus for the remainder of this academic year, campuses can use the NSC's free, downloadable
safety materials
to focus on identifying potential risks, reviewing safety measures, and educating those working in our campus communities on ways to help keep each other safe. The June 2019 topics of focus are:
- Week 1: Hazard Recognition
- Week 2: Slips, Trips, and Falls
- Week 3: Fatigue
- Week 4: Impairment
All materials are available in English and Spanish and include tip sheets, social media graphics, and related articles.
Many of us are familiar with the adage "an ounce of prevention is worth a pound of cure." For those looking to plan prevention activities and safety observances in advance, the NSC
2019 safety calendar
lists over 90 events throughout the year to help your campus prevent injuries and save lives. There are also specific

available for spring, summer, winter, and fall as well as back to school, holiday, and outdoor safety.
