Welcome
Before you get busy with students planning their summer driver training, check out these quick updates and reminders.
DMV's traffic safety workshop 
Speakers, including DMV examiners, shared insights on effective driver education training and addressed all stages of novice driver licensure. 
Wisconsin DMV's 2nd Annual Driver Training School and Instructor Traffic Safety Workshop was held May 5 at the Wintergreen Resort and Conference Center in Wisconsin Dells. 
 
This year's workshop was well attended, with 78 registered instructors and school owners participating. The conference featured presentations from WisDOT's Bureau of Transportation Safety, Donate Life Wisconsin and the Children's Hospital of Wisconsin. Additionally, there were panel discussions with law enforcement personnel from Wisconsin State Patrol, DMV Service Center Supervisors and DMV's Driver Training School program administration. Attendees offered great questions which facilitated substantial conversation on topics related to testing procedures, training materials and best practices.
 
For those who attended, you will receive a survey within the next week or two. Please provide honest feedback, as we will use your thoughts to continue to grow and improve the next workshop. 
 
Plan to attend next year's program to complete the continuing education required for instructor renewal, and to participate in discussions with your peers on topics related to the driver training industry and highway safety. 
Driver Training School audit update
As we approach June, DMV will be reaching out to driver training schools to schedule on-site audits.
 
As a reminder, please review the audit scheduling notice carefully and have ALL school files (student record cards, contracts, receipts, etc.) available and in a readily accessible format the day of your scheduled audit.

Remember: key points about forms
First, it is important to use the current MV3001 form. 

Recently, Wisconsin DMV added an additional question to the MV3001 (#6). DMV is required to collect this information. 

The most current form is available on the WisDOT website and is updated with each revision: 
  • On the WisDOT website
  • From the student who completed the current MV3001 online, printed and brought in for the school's signature
  • Ordered from DOT stores and will be shipped directly to you (Form DT1435) 
Second, when submitting school renewals, please check that you included the following forms and documentation:
  • School Application - MV3110  
  • Instructor Renewal Application(s) - MV3112
  • Renewal fee - $190 per school and $50 per instructor
  • Vehicle Inspection form - MV3264
  • Proof of general liability and vehicle insurance
  • Proof that bond is still valid (generally submitted on a continuation certificate)
If any documents are missing when we receive your application, you may have all of your documents returned via mail. This may result in the  temporary suspension of your DEC account until your application materials are received and processed.

Third, if you have a classroom located in  a public or private school, please submit the school's approval on district letterhead.

In order to ensure your school files are current and reflect the current materials, WisDOT also requests copies of all materials currently used. These include:
  • Copies of curriculum outlines for all courses your school is currently licensed for
  • Maximum fee schedule
  • Blank student contract/agreement
  • Blank student record cards
Ask the driving examiner
Q: Two vehicles coming from opposite directions meet at a controlled intersection, one making a left turn and the other a right turn. Which vehicle has the right-of-way?

A:  The vehicle turning right is not crossing traffic, and should have the right-away.
REAL ID: Remember what to bring 
As discussed at DMV's recent workshop, the Department of Homeland Security continues to indicate that REAL ID compliant driver licenses or ID cards will be required to board commercial aircraft (or visit Federal facilities, including courthouses and correctional facilities) effective October 1, 2020.  Wisconsin has been issuing REAL ID compliant products for several years, yet DMV continues to see low enrollment numbers.
 
We need your help!
 
DMV conducted a review of under-18 applicants for Instruction Permits and Probationary Licenses to see which document(s) were not present at the time of application; preventing issuance of a REAL ID compliant card. Though the sample used for this review was small (approximately 500 customers), the vast majority who were issued a non-compliant card were only missing their Social Security Card.
 
What can you do?
 
It is evident that you're instructing your students to bring their birth certificates and MV3001 forms - because they're bringing these documents (almost without exception). When you provide your students with information about the application process (what to bring, etc.), please tell them to also bring their Social Security Card.  Remember: Application MV3001, Birth Certificate, Social Security Card, and a parent.
 
Help us improve REAL ID enrollment from the current ~30% to near 100%. The only licensed drivers leaving a DMV Service Center without a REAL ID will be those who consciously choose not to have one. We'll provide an update on our progress in future newsletters. Thank you in advance for your help.

After driving students receive their instruction permit, they can schedule their road test online

After they pass their road test, most young drivers won't need to visit a DMV until it's time to renew their license in eight years. 
New driver license-under 21
Fun Fact: Drivers can change from the U21 verticle probationary driver license to a horizontal regular license after their 21st birthday by ordering a replacement card online.
Put down the phone
It is illegal to talk on a hand-held mobile device while driving through a work zone. Violators face fines of up to $40 on first offense and $100 for subsequent offenses.
