Patrick Flanagan - Senior Transportation Planner
|
Patrick Flanagan was born and raised in eastern NC and started his planning career at ECC in 2009. While Patrick’s passion is transportation planning, his background is in community and regional planning. In his work at ECC Patrick has developed strong relationships with area staff and local elected officials and built a reputation of striving to improve Eastern North Carolina through quality planning efforts. He currently oversees the Down East RPO and Eastern Carolina RPO. Working with local governments, Patrick assists on Comprehensive Transportation Plans, Corridor Studies, Project Prioritization, and Project Permitting for all modes of transportation. He also represents Eastern North Carolina on the statewide NCDOT Prioritization Workgroup, ensuring that rural transportation concerns are being addressed.

Updates to the NC VW Settlement webpages.
The NC VW Team completed the VW Application Workshops for Phase 1 of the program on July 25, 2019. Based on input from the workshops, the NC VW Team made a few updates and provided additional information for applicants including:
- updated applications (dated August 2, 2019 in the footer) – revisions were made to the budget sections for easier use and character counters added to the essay sections,
- presentations from both workshop sessions,
- sample Diesel and DC Fast applications,
- link to download the NC DEQ EV Mitigation Tool,
- a registration link for the MJ Bradley Infrastructure Location Identification Tool and Visualization Map, and
- additional local resources for applicants.

Emergency Coastal Resilience Request for Proposals
The National Fish and Wildlife Foundation announced the launch of their Emergency Coastal Resilience Request for Proposals (RFP). The Town of Wallace is currently seeking a qualified individual to fill a position for Equipment Operator. This position performs responsible semi-skilled work in the operation of a variety of medium to heavy equipment used in the maintenance and repairs of streets, storm drainage system and sidewalks. Job tasks include (but are not limited to): operation of back hoes, dump trucks, excavators, paving and surfacing equipment and filling in on other crews within Public Services. Responsible for routine maintenance and maintaining records of work activities.

ECC AAA helps with Hurricane Recovery
Hurricane Florence brought considerable devastation to eastern North Carolina in September 2018 leaving a path of destruction where many are still trying to recover to this day. In response to assist older adults with their recovery efforts, ECC-AAA applied for several recovery grants offered by those who also care and serve older adults.

ECU Studies Flooding in Eastern NC
East Carolina University is conducting a study on flooding in eastern North Carolina funded by NOAA. The outcomes of the study will be web-based decision-making tools produced collaboratively by researchers, community planners, and emergency managers. The tools will help answer important questions such as: What is the history of flooding? Where are the economic and health risks the greatest? Where should mitigation projects be directed? We will be seeking emergency managers, community planners and other decision makers for a focus group in early 2020. ECC AAA & Dementia Alliance NC
Eastern Carolina Council Area Agency on Aging (ECC-AAA) and Dementia Alliance NC partnered in September to present two free Community Dementia Workshops; one in Carteret and the other in Onslow County. Participants joined in learning more about Alzheimer’s disease and other dementias. They discovered the difference between the two, explored what is happening in the brain, and how to better connect with someone living with dementia.

Voter ID Information and Assistance for Local Governments
Beginning in 2020, voters in North Carolina will be asked to present photo identification to vote, though certain exceptions apply. There are many different ID cards that are acceptable. Pursuant to
Session Law 2018-144
, as amended by
Session Law 2019-22
, preapproved employee identification cards issued by local government entities may be presented as valid forms of photo identification to vote. However, these cards must be preapproved by the State Board of Elections before November 1
st
to be eligible for use in the 2020 election.

Why Evidence-Based Programs?
At ECC, we have staff who are trained to offer workshops and to train lay-leaders in several evidence-based programs. Currently, two staff are conducting a Chronic Pain Self Management workshop in Pamlico county to help participants understand pain and learn tools to help manage life around their condition, rather than letting their condition rule their lives. Tools include physical activity, healthy eating, getting better sleep, using the mind, communication, understanding emotions, decision-making, problem-solving, action-planning, and others that help break the vicious symptom cycle around chronic pain.

Older Americans Act Re-authorization 2019
The Older American’s Act is the legislation that supports the majority of home and community-based services, Family Caregiver Support and Ombudsmen programs in our communities. For more than 50 years, programs and services authorized through this bill have helped older adults age in place and remain a vital part of their communities.
The Older Americans Act expires on September 30, 2019. Currently, the House Education and Labor Committee approved the passage of the “Dignity in Aging Act” (HB 4334). This bill would reauthorize the Older Americans Act for five years (2019 through 2024) and has strong bipartisan support. Advocates hope that the full House will take up this bill in the very near future.
There is a slightly different scenario in the Senate. While there is strong bipartisan support for reauthorization, the members of the Committee on Health, Education, Labor and Pensions (HELP) do not agree on the harm-reduction provision within the funding formula.
Stay tuned for updates. It is extremely important that the Older Americans Act is Reauthorized. It is critical that services and programs remain relevant to our ever-growing, ever-changing older adult population.
