Last week, all committees worked to complete action on bills. Each year, legislative leadership focuses on what must happen to close the session. With the Kansas Supreme Court order demanding action on school finance by April 30, 2018, legislative attention is focused on school funding. Legislators are struggling to reconcile the analysis of Dr. Lori Taylor, and prior reports of K-12 finance and outcomes, with funding needs and state revenues. The next few weeks will be critical as the legislature addresses school finance and tight budgets.
 
The House Appropriations Committee and the Senate Ways and Means Committees have both passed budgets that await floor action in both chambers. This is a significant step toward completing the legislature's work. Education budgets are not contained within these bills and will be discussed separately by both chambers.
 
It was a slow week on insurance-related matters, with neither House or Senate Insurance Committees having hearings or holding final action on insurance bills.
Debate on Internet Sales Tax Collection Cancelled
The House on Friday was scheduled to debate HB 2756, which would create the Kansas Main Street Parity Act by requiring certain marketplace facilitators and out-of-state retailers to start collecting Kansas retail sales and compensating use taxes on sales to Kansas customers.
