Join the staff and board of Habitat for Humanity of Key West and Lower Florida Keys on Saturday, April 7
th. From 2 - 4pm at the Gardens Hotel for a Meet and Greet with Diana Nyad. Diana is best remembered by folks in the Keys for her historic Cuba to Key West swim in 2013. Diana, her partner Bonnie Stoll, and their group of volunteers from EverWalk, a new walking initiative, will be working alongside Habitat staff and homeowners on home repair projects in the Big Pine area every afternoon from April 2
nd - 6
th after their morning 10 mile walk. Their week of volunteerism with Habitat will be recognized at this event.
Entertainment will be provided by local favorites Raven Cooper, Claire Finley, and Megan Clay Constantine. Suggested donation at the door $10. (More if you can, less if you can't.) Cash Bar. All proceeds benefit Habitat for Humanity's work towards affordable housing and critical home repair.

Bob Slitzan, photographer, joins Guild Hall Gallery.
Bob Slitzan has been a New York photographer for more than half a century. He now resides in Key West, Florida and has joined the Guild Hall Gallery at 614 Duval Street. His work has been exhibited at venues in New York and Key West. Some of his photography has been displayed and purchased at the Anne McKee Artists Fund auction for three years running. He is a member of The Florida Keys Council of the Arts and The Studios of Key West. Although Bob's art is eclectic, he loves shooting birds[sic] and landscapes. Nance Frank Champion of Cuban Artist for Decades Tells Us : Gallery on Greene Artist Wayne Garcia's
Intaglios Come to Life at The Studios of Key West: Special Preview Party on April 5.
The public is invited to celebrate folk artist Wayne Garcia and his bas-relief woodcarving exhibit "Vintage Simonton Street: 1960s" with a special opening reception in the Zabar Lobby from 6:00pm -8:00pm. The exhibit features more than a dozen works that showcase the vivid particulars and street scenes based on the third-generation Cuban-American's childhood memories. A general contractor by trade for more than five decades, Garcia began carving his own Old Key West stories into wood after watching nationally celebrated folk artist Mario Sanchez at work in the early 80s. Garcia and his father were doing a week-long masonry and carpentry job for Sanchez's brother while
Sanchez carved a street scene in his yard next door. Garcia engaged him with questions about his process, and in the following two decades, began his own efforts at storytelling through intaglio.
In the late 90s, the two became reacquainted, and Garcia studied his style, learning how he transferred images from paper bags, and loosen oil
paints with castor oil mixtures. Today, Garcia uses these and many of the other tools, substrates, and methods Sanchez used: standard wood chisels purchased at the hardwood store, rubber or wood mallet, little pieces of pointy glass to smooth out the images, get into the little corners, and scrape the pine, mahogany, or cedar after carving instead of using sandpaper- "A trick I learned from Mario," he says. Garcia attributes many of the memories he captures to his 88-year-old mother and 98-year-old uncle, both born and still living in Key West. Through conversations, Garcia recalls stories of how Key West used to be, especially in the 60s as a child on Simonton Street, where his mother has lived since 1941, and transports himself through time and space to make his creations. The resident artist at the Gallery on Greene since 2012 has lectured and demonstrated his work in New York City at the Sea Port Museum and in Havana Cuba at the Museum of Fine Arts, and will offer a Woodcut Relief workshop at The Studios of Key West on Saturday, April 7 from 10am to 4pm.

Key West Art & Historical Society Presents "Life Story: Two One-act Plays by Tennessee Williams" at The Studios of Key West
"Green Eyes"
and "The Traveling Companion," two rarely seen one-act Tennessee Williams plays, will culminate this year's 6-week Tennessee Williams Birthday Celebration, with performances at 8:00pm Sunday, April 8th and Monday, April 9th in the Helmerich Theater at The Studios of Key West, 533 Eaton Street.

irected by Key West writer and director Stephen Kitsakos, the plays are framed by a series of early poems penned by the great American playwright who was a resident of Key West from 1941 until his death in 1983. Both plays take place in hotel rooms, a frequent address for the playwright, and were originally drafted on stationery from a series of hotels including London's Savoy Hotel, The Berkeley in Knightsbridge and the Miami International Airport Hotel. The typewriter said to have been the instrument of this productivity is on display at the Tennessee Williams Museum, located at 513 Truman Avenue.

Mystery Fest Key West Announces 2018 Whodunit Mystery Writing Competition-Entry Deadline April 15
Key West, Florida Keys -- Mystery Fest Key West has announced a call for entries for this year's Whodunit Mystery Writing Competition. The winner will claim a book-publishing contract with Absolutely Amazing eBooks, free Mystery Fest Key West 2018 registration, airfare, hotel accommodations for two nights, meals and a Whodunit Award trophy to be presented at the 5th Annual Mystery Fest Key West, set for June 22-24 in Key West, Florida.
Sponsored by Absolutely Amazing eBooks, candidates wishing to compete are invited to submit the first three pages (maximum 750 words) of a finished, but unpublished manuscript to

"Why just the first three pages? That criterion is a nod to late author Jeremiah Healy, a terrific mystery writer and great judge of mysteries," says Mystery Fest Key West co-founder Shirrel Rhoades. NONPROFITS
It was generally agreed that people like to support activities for our youth and would continue to support green space in parks and fields for those activities.
However, the topic of Art In Public Places returned - specifically not requiring a nonprofit to pay their 1% Art In Public Places fee for new construction, as well as the city having paid that organization's permit fees.
The consensus of the attendees was that while it might seem okay on the surface, it was sending the city down a slippery slope and that in the future, other nonprofit organizations would want the same concessions. The
vast majority of those in attendance were not in favor of such a trend.
NUISANCE NOISE
Those in attendance basically agreed that there seems to be more and more nuisance noise - everything from beeping scooter horns to visitors utilizing vacation rentals. There was also concern raised from those who live in close proximity to bars and restaurants. This pertained to what they could do for needed enforcement and compliance in their area.
At this point I gave the group the number to call for such nuisances. If it is a noise complaint, the name of the person filing the complaint does need to be given. For other code compliance concerns a name does not need to be given. The number to reach code compliance 305-809-3740 or during evening hours, call the police
non-emergency number of 305-809-1000 and ask that the call be given to a code compliance officer.
I will be happy to send the specifics regarding the unreasonably excessive noise prohibitions to anyone who would like me to send them to you.

The iconic National Historic Landmark located at 281 Front Street is getting a long-awaited facelift, with the same master mason who was tasked with the work more than 25 years ago, when the Custom House was leased to
Key West Art & Historical Society
for use as a museum and required a full restoration.
For the last three weeks, armed with hand and pneumatic chisels, a mallet, and an air hammer, master masonry carver Randall Nelson has carefully replicated and repaired the intricate designs of the 127-year-old Richardsonian Revival building to recreate the feel of the past.
The original 9-year, 9-million-dollar restoration project spearheaded by The Society with the help of late philanthropist Scotti Merrill and the island community in 1992 was daunting but necessary. Once a touchstone for the island's lucrative trade routes and maritime industries as well as government offices, it had fallen into derelict condition after decades of abandonment. While masonry efforts began during the original restoration, the job was never completed due to fund depletion.
With the foresight and dedication of the organization's current administration, the final phase of the long-awaited masonry restoration actually began more than 18 months ago, and included the manufacture of molds made from existing tile and bricks as well as full analysis of original mortar samples which were identified by David Salay and Bert Bender of Bender & Associates architects, P.A., and Kelly Perkins and Enid Torregrosa from the City of Key West's Historic Architectural Review Commission (HARC) in order to match the color and texture of the newly manufactured mortar to the old.

Broadway Backwards to Benefit KWHS Drama Club
On April 4th at the Key West Theater, favorite Key West performers sing Broadway songs originally written for the opposite gender in "Broadway Backwards" to benefit the Key West High School Drama Club's upcoming musical.
Juliet Gray, Abigail Houff, Victoria Martin, Chad Newman, Laura Richardson, Adam Sweitzer, and Alexandra Zeto are just a few of the performers who will prove gender doesn't matter, but love does as they explore and embrace the great songs of musical theater with a twist: the men sing songs intended for women and vice versa without changing pronouns. Nation's Kinetic Parade Craze Hits Key West with Third Annual Papio Kinetic Sculpture and Art Bike Parade Set for May 5
Key West has long been known for its kinetic energy, but on Saturday, May 5 at 5:00pm, it's about to become quite literal when the Third Annual Papio Kinetic Sculpture and Art Bike Parade rolls through downtown Key West with its cavalcade of art-inspired, human-powered, mobile sculptures, and art bikes, ending at the waterfront amphitheater for "Cinco de Papio Family-Friendly Party," a three-hour festival of food, games, libations, and live music fun. The Parade and festival celebrate creativity and innovation while honoring Stanley Papio, a Florida Keys' pioneering folk artist whose recycled metal sculptures teem with a clever sense of satire, tenacity, and innovation- key ingredients in kinetic parades across the country.
The first Kinetic Sculpture Race rolled down the road in 1969 in Ferndale, California, and later grew to include national cutting-edge race events in Humbolt, Philadelphia, Baltimore, and Port Townshend. Since then, many communities have joined the kinetic craze, offering their own variation of these floats-with-moving-parts-parades. Kinetic-inspired dream machine creators spend months designing and building their sculptures, then must complete a course over terrain that varies from muddy roads to swift-flowing rivers.
Key West Art & Historical Society, steward to the island's cultural heritage, took the region's laid-back attitude and rebel ingenuity into account when kicking off its own Parade in May 2016, eliminating the "race" component from the mix but adding the element of "art bikes" for the town known for its pedaling revelers. Arising from a long-percolating idea of former KWAHS staff member Gerri Sidoti, which won the support of a prestigious Knight Arts Challenge grant-which rewards the best and most innovative ideas in the arts-and the additional support of the Helmerich Trust, the Community Foundation of the Florida Keys, and the Monroe County Tourist Development Council, the Papio Kinetic Sculpture and Art Bike Parade was set in motion. America has joined Key West Art & Historical Society's growing sponsorship program of "Papio's Pals" with a $2,500 donation towards artist stipends and artist-in-schools programs for the third annual Papio Kinetic Sculpture and Art Bike Parade. More than eight teams of artists and four groups of public school students assisted by adult artists in STEAM explorations will work towards the creation of their kinetic sculpture floats for the May 5 parade.
The cavalcade of human-powered, mobile sculptures and art bikes, and the post-parade Cinco de Papio Family-Friendly Party festival ending at the waterfront amphitheater celebrate creativity and innovation while honoring Stanley Papio, a Florida Keys' pioneering folk artist whose recycled metal sculptures teem with a clever sense of satire, tenacity, and innovation.

1,000 bricks, 200 terracotta tiles, two pallets of mortar, and approximately five tons of stone arrived in Key West in January.
"The stone had to be sourced from demolished buildings throughout the Northeast," says Society Executive Director Michael Gieda. "What's even more fascinating is that once the stone is removed and new pieces installed, the master mason hand carves
all
of the decorative features. You are talking serious artistry and skill to do this type of work."
In addition to Nelson's efforts, masonry repairs include replacing the capstones on the guardrail sections between the archways, repointing significant sections of mortar, rebuilding deteriorated arches, building new stone railings, replicating terra cotta components, and repairing the columns at the majestic building's entrance, all under project management of Nick Olson of Specialty Property Services, a Tampa-based company that also did the museum's second story window restorations in 2014.
"While the cost of historic preservation is significant, it is our responsibility to save/preserve historic structures," says Gieda. "Once they are gone, they are gone forever."
The project, estimated at $350K-$400K and funded by State of Florida Department of Historical Resources, Monroe County Tourist Development Council, Monroe County Board of County Commissioners, Old Island Restoration Foundation, and Dogwood Foundation, is expected to be completed late this spring.
"It may have taken 20 years, but we're getting it done," says Gieda.

The Key West Art & Historical Society celebrates the acclaimed late Key West artist Captain Outrageous in "
That's Outrageous!,"
a retrospective featuring more than 40 works that explores his pop art style across several different mediums. The exhibit opens Friday, April 13, with a special reception held from 6:00pm-8:30pm in the Bryan Gallery at the Custom House Museum, 281 Front Street.
Spanning nearly four decades in Key West, Captain Outrageous imprinted his indelible mark on the island with both his colorful artwork and personality. He made the world his canvas and painted thousands of items - bicycles, scooters, furniture, clothing, mannequins, cars, camper vans, sinks, musical instruments, telephones, and even toilet seats - with a pop art design style à la Roy Lichtenstein, but with a flair and humor decidedly his own. A true Key West character, he embodied the spirit of the island, and his creations are celebrated and collected by many.

The Citizen Review Board (CRB) is an independent board with authority to review and / or investigate complaints involving Key West police officers and forward findings and / or recommendations.
The City of Key West Citizen Review Board is seeking nominations of candidates for appointment to the Citizen Review Board (CRB). The City of Key West CRB consists of four members appointed by the City Commission and three members appointed by the CRB itself. Members serve a four-year term.
Currently, there are two (2) Commission positions available, and one (1) Board position available, all three with an expiring term of June 30, 2022. These positions shall be nominated by a local civic or social organization and appointed by the Key West City Commission for two (2) positions and the Citizen Review Board for the one (1) position.

Due to the overwhelming success of the Duval Loop, the free bus route will continue to run seven days a week. When it was launched, it was expected to go back to weekends only after Easter. However, the Loop is popular all week long.
This free hop-on hop-off bus service runs from the City's Park and Ride on Grinnell Street, along Caroline Street, up the length of Whitehead, then returns down the length of Simonton to Fleming. Funded by last year's one-dollar increase in parking meter rates, the Duval Loop provides free and easy access to restaurants, galleries, gift shops and theatres. Just park once and forget it.

PARKING
This topic covered not only downtown parking but neighborhood parking in mid and new town. Most agreed they like to go downtown but would probably not park at the parking garage near Keys Energy. It was indicated that many would favor the idea of a centrally located garage downtown. I suggested we continue to focus on the area near the downtown fire station. No one raised an objection.
Neighborhood parking concerns in Mid-town and New-town centered around work trucks brought home by employees, too many cars for the residential lot because of how many renters/residents were there, and wrong way parking (both against traffic and head-in/angle parking). It was suggested that more parking enforcement was needed and that the addition of such personnel actually writing tickets could generate enough revenue to pay for the additional employees.
For reporting non-compliant parking, a call can be placed to Parking Customer Service at 305-809-3864 or the KWPD non-emergency number after hours - and ask that the call be given to Parking.
The ideas for expanded pay parking and residential parking zones, especially in old town were briefly discussed. It appeared there was no significant position of the attendees either way on these topics.
I reminded the attendees of the new committee focusing on parking and alternative transportation I suggested they make their comments known to those appointees and might consider attending the upcoming workshop on those topics on March 5, at 6 PM, at City Hall.

PARKS
People are generally satisfied with our parks. Comments were made regarding better attempts for upkeep of grass and plants. While noted that not everything can be lush and green, it seems that sometimes the parks appear a bit haggard. Some cited the "left-behind" belongings of those who prefer out-door living and consider city property their own "storage space".
Several heads nodded in agreement, when an attendee noted that he was dismayed by what looked like an awful lot of asphalt at the Truman waterfront, the person then questioned what happened to all the green space that everybody wanted. It was also noted that while some use the area near the PAL building as a dog park there are a number of unleashed dogs, not only at the waterfront, but some of the recreation fields that the owners do not pick up after the dogs.
It was pointed out that some dog owners need to be reminded to pick up the poop from their pets and that there is a leash law which they should be obeying. It was indicated to be inconsiderate of the children and people who want to enjoy the spaces, as well is city community services people, who have to deal with the "matter".
QUALITY OF LIFE
Attendees generally agreed that quality of life has decreased on our island and needs more focus from everyone - the community and the city itself.
Here are some of the topics which people called out in this area: too many cars; too many bikes who don't follow the rules; those who ignore stop signs- especially skateboards and bikes; noise, it doesn't seem to stop; vacationers who forget that nearby neighbors have to get up and work the next day; greedy landlords who don't care about working people; greedy vacation rental owners who think good neighbors are good for their rental but forget that they should be considerate of their neighbors; better maintained roads - a lot of bumpy roads; when are enough visitors too many?; not everybody has to follow the rule, there still special groups who seem to get favors; the people who think they should just be taken care of; the homeless issues; things need to look cleaner; those infamous crosswalks; the speedsters; traffic at the triangle; city is too congested; higher wages for workers
SHORT-TERM AND TRANSIENT RENTALS
A transient rental is that which is rented or leased out for a period of less than 30 days or one calendar month;
The term short-term rental is generally applied to units renting out for longer than the one month. But less than a full year. There is no definition of such in city ordinances. This often includes those residential units which are rented out for periods of five weeks or greater - often two, three or four months periods.
Some numbers of interest: The current number of transient licenses in the City Of Key West is 1081. The number of registered hotel motel rooms is 3995. The number of guests house accommodations is 1020 with another 187 units classified as residential commercial.
THE HOSPITAL
Lower Keys Medical Center, LKMC, was a hot topic in prior meetings. That was not the case at this meeting. Attendees seemed generally satisfied and are not hearing about billing complaints and such that were topics in the past.
I noted that in December, the local hospital had gone from a 1 Star rating to a 2 Star rating and that this had occurred in a period of a little over one year.
I attend many of the LKMC meetings that are open to the public and have heard that they are striving to become a three-star hospital. There have been many upgrades to their admissions and various waiting areas, as well increased personnel interacting with patients and their families with regard to satisfaction and insurance/billing questions.
The hospital has recently added new doctors in the area of orthopedics and gastrology, added a new service called Tele-neurology (where specialist are available to consult on the utilization of a drug called tPA for early intervention ischemic stokes.)
LKMC has recognized the need for additional behavioral health accommodations. They increased the number of beds at their DePoo facility from 11 to 23 beds.
In 2018 they hope to open a Woman's Imaging Center
