About the Advanced Water Purification Demonstration Facility
Padre Dam's demonstration project is evaluating the feasibility of the Advanced Water Purification Program.

Since March 2015, this pilot program has produced approximately 100,000 gallons of purified water per day for testing purposes. This water is not distributed as drinking water but is currently reused in the recycled water system.

The purified water produced at the demonstration facility is tested daily to ensure it meets the public health objectives to earn approval from the State Water Resources Control Board's Division of Drinking Water.
Water quality tests to date have successfully passed the State of California water quality standards.

The ultimate goal is to develop a proven full-scale program that secures a long term solution for a cost effective and sustainable local drinking water supply.

About Padre Dam

Padre Dam provides water, sewer, recycled water and recreation services to approximately 100,000 residents in East San Diego County including Santee, El Cajon, Lakeside, Flinn Springs, Harbison Canyon, Blossom Valley, Alpine, Dehesa and Crest.

 

The District is a public agency with policies and procedures directed by an elected five-member Board of Directors. The District imports 100% of its treated water supply and treats two million gallons per day (MGD) of wastewater at the Ray Stoyer Water Recycling Facility.

We are pleased to start off the new year by sharing some good news! Padre Dam Municipal Water District was recently awarded $6 million from the State Water Resources Control Board to help fund the East County Advanced Water Purification Program. 

The grant was awarded by the San Diego Integrated Regional Water Management program funded by California Proposition 84. It will be used to expand Padre Dam's Ray Stoyer Water Recycling Facility to increase production of recycled water for the purification facility.      

In addition, a $200,000 grant was received from the U.S. Bureau of Reclamation to research options to maximize purified water production levels.

Efforts to obtain grants are ongoing and staff members are working diligently to secure additional state and federal funding for this program.

Free tours of the East County Advanced Water Purification Demonstration Facility are available to the  public and organized groups .
Tour participants have the opportunity to view the Demonstration Facility, touch water filtration membranes and see the advanced water treatment steps in action.

School tours of the facility are extremely popular. More than 600 students will have toured the facility by the end of the 2015-2016 school year. Successfully e ducating the next generation about the importance of East County's water resources has been gratifying.

What is the Advanced Water Purification Program?
The East County Advanced Water Purification Program is a new source of drinking water that is high quality, cost- effective, locally controlled and environmentally responsible.
The program will reduce East County's reliance on imported water.
 
Padre Dam and Helix water districts are nearly 100% dependent on imported water for drinking water, leaving the area vulnerable to drought and other factors. 

In addition, East County relies on the City of San Diego's Metro Treatment Plant to treat and discharge its wastewater into the ocean. Instead, the Advanced Water 
Purification  Program 
will recycle water locally and purify it using state-of-the-art technology to create a sustainable source of drinking water so pure and clean that it is near-distilled quality.
 
By providing East County with local control and independence of both its water and wastewater, the program provides a long term solution for increased stability in our communities and safeguards the vitality of East County's economy and quality of life.

The program is currently in the demonstration phase. If it moves forward, 20 to 25 percent of East County's drinking water demands would be met by this program.
