Educational Information on Use Tax

What is a Local Use Tax?
Same as a Local Sales Tax but applied to goods purchased from out-of-state vendors including motor vehicles, trailers, boats, and any item under Missouri Law requiring licensing and titling.

There are two reasons the City of Ozark has placed a Local Use Tax on the ballot
1.  Continue collecting the existing Local Sales Tax on Motorized Vehicles – Currently, the City of Ozark collects its local sales tax of 2.375% when an Ozark resident registers and titles a motorized vehicle, boat, trailer, etc. that they have purchased from an out-of-state vendor. The City of Ozark has relied on this revenue for over 50-years, which is primarily used to pay for police, streets, and park services from the city's general fund. Amendments to the State law due to a Missouri Supreme Court decision, requires all cities to get voter approval to continue collecting this local sales tax before November 2018. If the voters do not support the continuation of this sales tax on motorized vehicles, the Missouri Department of Revenue estimates that the City of Ozark will lose approximately $300,000 annually in its General Fund. Again, the departments most affected by the loss of this revenue would be Police, Streets, and Parks.
 
2.       Begin collecting a local sales tax (2.375%) on out of state sales from vendors having a “Nexus” in Missouri – Currently, the City of Ozark is not authorized to collect a sales tax on purchases made by Ozark residents from out - of - state vendors. Sales tax revenue is the city's largest revenue source in the general fund, and is primarily used to pay for police, street, and park services. In order for the City of Ozark to collect a tax similar to a local sales tax on out-of-state purchases, Ozark voters must approve what is called a "local use tax." The Missouri Department of Revenue estimates that a “local use tax” for out-of-state purchases will generate an approximate $120,000 in new revenue for the City of Ozark. This new local use tax revenue will still be used to pay for police, street, and park expenses.  


So, if Ozark voters pass a local Use Tax When Does it apply to me and when does it not?

  You will pay Ozark Use Tax (2.375%)

Ozark resident buys goods over the internet from out-of-state vendor with NO nexus in Missouri
Use Tax does NOT apply

Ozark business owner who purchases items from out-of-state vendor for resale
Use Tax does NOT apply


What is the current Ozark sales tax? When anyone buys something from a Ozark business, they pay 8.375 % total sales tax on their purchase. This sales tax is divided as follows:

4.225% to the State of Missouri
1.5% to Christian County
.25% to County 911
2.375% to the City of Ozark

How much annual revenue does Ozark expect to lose if sales tax on out-of-state vehicles purchases does not continue?

$300,000 currently collected on vehicle sales tax revenue which is equivalent to:
                Six (6) Police Officers (includes: salaries, benefits and training),
                OR 1.03 miles of new trails,
                OR 2.4 miles of asphalt overlay on city streets

How much annual revenue does the city expect to generate from the local use tax?

An estimated $120,000 in new revenue which is equivalent to:   
Three (3) police cars,
 OR 6,000 feet of sidewalk,
OR the entire park maintenance budget (salaries, services,
equipment,mowing, & supplies)  

What other cities have approved the use tax?

Springfield, Fremont Hills, Aurora, Willard, Mt. Vernon and over 130 other Missouri cities have already passed a use tax requiring out-of-state vendors, such as catalog sales and online stores, to collect a use tax at the same tax rate as their local sales tax.


Other Quick Key Points to Know about the Proposed Local Use Tax

  • Missouri municipalities have been collecting Motor Vehicle Sales Tax for over 50-years. This is not a new tax.

  • Local Use Tax rate is required to be the same rate as the local sales tax (2.375%)

  • You are NEVER charged both a Use Tax and a Sales Tax- It is either one or the other or neither

  • Local Use tax does NOT apply to purchases made from a Missouri retailer

  • Does NOT apply to online purchases if vendor does NOT have a Nexus in Missouri

Parks and Recreation Update
Parks and open spaces do more than provide recreational opportunities for our residents; they also represent a cultural identity and a natural legacy. It is the goal of our staff to provide well-maintained facilities, creative educational opportunities, and top-notch services that allow people to enjoy their outdoor experiences

Comprehensive Master Planning intends to seek out the highest park and recreation needs present within the City of Ozark at the time the work is performed and to prioritize action items in a manner consistent with the agency’s Mission, Vision and Values. On behalf of the Board of Alderman, and all who have participated, we congratulate the City of Ozark community for embracing this journey with us. We trust the community will benefit from the implementation of the Ozark Parks and Recreation Master Plan.
In June 2017, City of Ozark contracted with Dick Horton Consulting LLC to develop a comprehensive Parks, Recreation and Trails Master Plan. The draft plan was developed through a highly interactive process involving public forums, stakeholder meetings, citizen survey, site evaluations, benchmarks to like communities and meetings with Parks and Recreation staff and Board of Alderman.

A consistent theme throughout the development of this plan has been the City’s commitment to a quality parks and recreation system that delivers high-quality parks, trails and recreation programs, facilities and events for all residents, while contributing to the economic well-being of a the City. To meet this commitment to its residents, this plan is organized around the following themes:

·          Provide high quality parks and recreation facilities
·          Trails that connect the community and connect the community to open space
·          Promoting community health through recreation programs
·          Opportunity to hold/host special events throughout the city

We invite the reader to delve into the details of the plan to see first-hand how the outlined strategies blend the analysis of parks and facilities with the community’s current and future needs, and the order in which Ozark Parks and Recreation intends to undertake them.

There are three (3) Board of Alderman seats up for election on April 3rd.

Ward III: Heather Alder

The City of Ozark has six (6) alderman, two (2) for each ward. Alderman serve 2-year terms. Each April, one (1) alderman seat from each ward is up for election. The Mayor serves a two (2) term as well.

Police Department Update
It is through unwavering commitment, dedication, prevailing attitude, and professionalism of each member of the Ozark Police Department that we are able to continually meet all challenges and achieve excellence. The men and women of the Ozark Police Department who have chosen a life of service are second to none. 
The Ozark Police Department Command Staff would like to share our 2017 Annual Report and thank all employees and family members of the Ozark Police Department for their sacrifices. Christian County Library Update
The Christian County Library Board of Trustees has approved a timeline for the extensive Ozark Branch renovations happening this spring and summer and library closures associated with it. As the library transitions its home base temporarily to the new Nixa branch, there will be a short period where the Clever Library Branch is the only one in operation - even the library's community partner pick-up and book drop locations like the Nixa X Center, Sparta Town and Country Grocery, and the Highlandville Express Mart will be temporarily without library service so the library can quickly establish services in Nixa and commence Ozark renovations. The library is excited to be partnering with The OC to offer pick up and return of library materials beginning May 19th, and library events at The OC throughout the summer. 

In light of the temporary closure, no library materials will be due back between April 21 and May 31, and library patrons are encouraged to borrow LOTS of books and DVDs before April 24, up to 50 items per library card. The more library patrons take home and use, the less the library will have to pack up!

Ozark Library Branch closed for moving and renovations
All book drop and pick up locations, including the Ozark Branch, Nixa X Center, Sparta Town and Country, and Highlandville Express will temporarily cease operation, with the exception of the Clever Branch

May 5, 2018
Bon Voyage Ozark event, 3:00-6:00 p.m. Come see the empty library before renovations start!

May 19, 2018
Nixa Branch Grand Opening at 208 McCroskey St. in Nixa
All library book drops and pick up locations resume services, with the exception of the Ozark Branch
