This communication has been designed to familiarize our Boards with the HMS Lease Monitoring Program. A review of the information and video below will help community leaders understand their options when it comes to controlling rentals. How the program works can differ from community to community. The manner in which it is implemented depends on your Governing Documents; however, for many communities, the modest cost can be placed on the lessor homeowner's account, resulting in NO net cost to the Association. We Have A Solution!
For many years Associations have struggled with monitoring the rentals in their communities. Sometimes it is difficult to tell which homes are leased, and some homeowners are not forthcoming with lease and tenant information. This can lead to a variety of issues including increased non-compliance and reduced curb-appeal. Excessive rentals can even limit the availability of mortgage financing and affect insurance premiums. Whether your community has a leasing cap or not, knowing who is living in your Association and having all the proper documentation on file is important.

A manager's top priority is pushing forward Board initiatives; however, to monitor all the leases, tenants, and paperwork correctly requires specialized techniques and experience. In addition, the time required to review every home would severely detract from our staff's ability to handle the numerous day to day responsibilities each property requires. Thankfully, we now have an industry leading solution to offer our clients! HMS has partnered with Rental Monitoring Solutions (RMS) and created a robust program designed to solve this very problem. This new program creates a turnkey solution and truly takes the management of this issue to the next level. The service includes community wide audits, active collection of lease documentation, administration of wait lists and more. Many Governing Documents allow the modest cost of this service to pass through to the homeowner who is leasing out their unit ($199 per lease, per year for authorized leases). In those cases, use of the program will have NO net cost to the Association! When communities are enrolled in the HMS Lease Monitoring Program, Boards enjoy comprehensive monthly reports with analytics presenting a snapshot of where the property stands.
