New laws and regulations for 2018:
Opioid Alert and Analysis
On December 27, 2017, several new requirements aimed at combating the opioid epidemic were signed into law by Lt. Governor Brian Calley (see below). The Michigan Osteopathic Association (MOA), the Michigan Academy of Family Physicians (MAFP) and the Michigan State Medical Society (MSMS) have partnered to offer an analysis of the new requirements, the implications and details on enforcement.

UPDATE:
Due to the concern over the new regulations from a number of physicians, the MOA and MAFP offered a survey designed to gain feedback on the concerns and the specific areas of confusion.
The survey had over 100 respondents from a wide range of physicians and practice managers. The questions gathered from the survey were organized and presented to the Michigan Department of Licensing and Regulatory Affairs (LARA) in a conference call on March 7, 2018. Participating on the call was Kim Gaedeke, Director Bureau of Professional Licensing under LARA, along with members of the MOA Safe Opioid Use Task Force. The call was productive and many of the concerns from the survey were addressed by LARA. More importantly, the line of communication between LARA and the MOA has been established. Moving forward, LARA and the MOA will periodically share information to ensure the regulations and the MAPS system can work to reduce prescription abuse while allowing reasonable access to pain management for patients. LARA will be issuing new instructional materials and guides to help make MAPS easier to navigate. The MOA will share the information from LARA as it is released. The curriculum conveys messaging required by the FDA Blueprint for Prescriber Education for Extended-Release and Long-Acting Opioid Analgesics. The curriculum addresses assessment of patients for treatment with ER/LA opioids; initiation, modification and discontinuation of treatment and management of ongoing therapy; counseling of patients and caregivers about the safe use of these medications, including proper storage and disposal; and general and product-specific drug information concerning ER/LA opioids.
Meets LARA Pain & Symptom Management Requirements (3 hours). Session included in Full 2018 Spring Convention Registration for physicians.
Registration also available for RN, NP and PA's.

Now Accepting Resolutions for House of Delegates
The 2018 Michigan Osteopathic Association House of Delegates will meet on Thursday, May 17 from 9:00 a.m. to 3:00 p.m. at the Westin Southfield Detroit. If you have resolutions you wish to submit to the 2018 House of Delegates, you can now do so via the MOA website.
The deadline for submitting resolutions, and delegate names, is March 14, 2018.

2018 Annual Woman of Excellence Award
The Women of Excellence award is given on an annual basis by the Membership Committee of the MOA to recognize a female osteopathic physician who has provided exemplary leadership in the field of medicine.
Qualifications:
Female osteopathic physician who has been a member of the MOA and exhibits leadership for the profession or the advancement of women in the field of medicine.
Application Process:
She may nominate herself or be nominated by another osteopathic physician of the MOA in the form of a letter of nomination describing why she believes she qualifies for the award.
Nomination Deadline: April 1, 2018

The Institute for Public Policy and Social Research (IPPSR) hosted their 23rd Annual Fundraising Dinner in Livonia, MI, as part of the Michigan Political Leadership Program (MPLP). The event featured guest speakers Martin O'Malley, former Governor of Maryland and Rick Santorum, former Senator from Pennsylvania.

Dr. David Neff awarded for Combating Opioid Crisis

The annual award is recognition of a public official for their outstanding contributions to improving the health and safety of Michigan residents.
Dr. Neff, board certified in family medicine, has been involved with the Michigan Osteopathic Association's (MOA) Safe Opioid Use Task Force since its inception and served as moderator for the "Townhall to Combat Opioids" at the 2016 MOA Spring Scientific Convention. He currently serves as chief medical director in Michigan Department of Health and Human Services' Office of Medical Affairs, Medical Services Administration.

Mini Medical School Visits Genesee STEM Academy
The Michigan Health Council, with Mary Goldman, DO, and an amazing group of volunteers, presented a Mini Medical School at the Genesee STEM Academy in Flint, Michigan. Osteopathic physicians and students volunteered to present to young children about how the human body works, what they can do to help their bodies stay healthy and how they can pursue a career in healthcare. Every student who completed the Mini Medical School program was presented a certificate of completion and given a bag of healthcare-related items to take home.
A special "thank you!" to the numerous volunteers from Genesys | Ascension for taking time from their busy schedules to participate.

Blue Cross Blue Shield of Michigan Partnership News
New Provider-Delivered Care Management engagement initiative and key value-based reimbursement updates
As communicated at two webinars in January, a new PDCM Engagement Initiative is being launched, open to all PGIP Physician Organizations. POs that apply and meet criteria, can receive upfront at-risk funding to support care management at the practice or PO level.
University of Michigan offers opioid Teach-Out
University of Michigan is offering a free, online Teach-Out, Solving the Opioid Crisis, on March 5. The course will be taught by University faculty. It requires a two- to four-hour commitment to complete.
Twice-yearly Drug Take Back Day helps combat opioid crisis
As the state's largest health insurers, Blue Cross Blue Shield of Michigan and Blue Care Network have been supporting the DEA's Drug Take Back Day since 2011. National Prescription Drug Take Back Day events continue to remove opioids and other medicines from the country's homes, where they could be stolen and abused by family members and visitors, including children and teens.
The DEA's next Drug Take Back Day is April 28, 2018, so mark your calendar.
Blue Cross announces opioid policy change
Starting Feb. 1, 2018, Blue Cross will be working with physicians to limit patients who are new to opioid therapy and receiving a short-acting opioid to a five-day supply for their first prescription fill. Subsequent prescriptions and refills will be limited to a 30-day supply.
Blue Cross, Partners announce $570,000 to communities across the state
Nine community coalitions throughout Michigan will receive a total of $570,400 in funding through the Taking Action on Opioid and Prescription Drug Abuse in Michigan by Supporting Community Responses initiative.
Blue Cross works with policy makers to address epidemic
In late December, Lt. Governor Brian Calley signed an opioid bill into law (Public Acts 246-255 of 2017) that will, among other things, increase use of the Michigan Automated Prescription System, limit new prescriptions to a seven-day supply and increase communications efforts for patients prescribed an opioid.

McLaren Greater Lansing innovative pain management
McLaren Greater Lansing is featured in the Lansing State Journal on their innovative approach to pain and anxiety relief for laboring mothers. Their labor and delivery department is now offering nitrous oxide to laboring moms who would like some pain relief but are hoping to delay or avoid an epidural.
"One of the benefits to nitrous oxide is a reduced perception of pain and anxiety," said Dr. Russell, an obstetrics and gynecology physician and medical director at McLaren Medical Group. "Other advantages are that it's patient self administered, takes effect quickly, and you are still able to move freely."

Pilot study shows potential for OMM in workplace ergonomics
According to the U.S. Bureau of Labor Statistics, work-related musculoskeletal disorders account for one-third of all U.S. workplace injuries and illness cases.
Physicians are not immune from workplace injuries. A paper in the December Journal of the American Osteopathic Association
points to the need for more research exploring ergonomic or osteopathic manipulative medicine interventions that might be beneficial to ophthalmologists, and potentially to people in other workplaces.
