I want to thank everyone for their timely submission of Midpoint Reports. After taking part in many Community and Health Neighborhood Engagement (CHNE) meetings, it's exciting to see different components of the Hospital Transformation Program (HTP) come together. By mid-May, the Department of Health Care Policy & Financing (the Department) will review all Midpoint Reports and share our findings with hospitals. Additional information about next steps are in this newsletter.
 
The Department is engaged in discussions with the Centers for Medicare & Medicaid Services (CMS) regarding the details of the HTP in working towards the federal approval for the program. In addition to the two meetings that have already taken place, we have our next meeting with CMS scheduled for later this month.

Additional quality scoring measures available
An updated draft of proposed HTP quality scoring measures   has been added to our website. The April 29 draft includes the definitions and data sources for each statewide and local measure. This document is a working draft and will be updated as our hospital and quality workgroups continue to meet and refine the measures and specifications. 

The process for finalizing quality scoring measures will include collaboration and input from key stakeholders including the Department, CMS, the Colorado Healthcare Affordability and Sustainability Enterprise (CHASE) Board, the Colorado Hospital Association, participating hospitals, and broader stakeholders participating in the program. Additional information about quality scoring measures can be found in the Scoring Framework Proposal .
Prometheus update
Prometheus office hours
This week, we will begin holding Prometheus office hours for hospitals. The first session is tentatively scheduled for Friday, May 3 from 10:30-11:30 a.m. MT.
An invite with the call-in number and time will be sent to everyone who received a dashboard. If you were unable to join us for the April 18 Prometheus training, or would like a refresher,  a recording of the webinar   and a closed caption file is available upon request. Many of the questions you asked during the webinar and via email will be used to inform our creation of a Prometheus Frequently Asked Questions document. Please keep an eye out for emails from Matt Haynes, Shayne Mofford and Joe Sekiya for continued Prometheus updates.

Accessing your data dashboard
By now, all hospitals should have received a hospital data dashboard from our team. We have received many questions regarding how to access this information.
 
The file should be opened using  Tableau Reader . Tableau Reader is a free desktop application to open and interact with data visualizations built in Tableau Desktop and can be  downloaded from their website .
 
Instructions on how to access the file are as follows:
  1. Right click on the .twbx file name in the email and copy the hyperlink.
  2. Paste hyperlink into your web browser.
  3. Sign into a Google account.
  4. Download the file (do not open from the browser).
  5. Open the file from your download site with Tableau.
In addition, please delete the dashboard file from your Google Drive within two weeks to ensure the protected health information (PHI) it contains remains secure. We know there will be additional questions as you start diving into the data. If you have any questions or comments, please feel free to send us an email.
Midpoint Report next steps
The Department and staff are impressed by your effort not only throughout the CHNE process, but in the detail contained in your reports. The next-steps in the Midpoint Report review process are as follows:
  • May 20: The Department will complete reviews of Midpoint Reports and share findings and questions with hospitals.
  • May 31: Hospitals will provide clarification and/or revisions via email. Any revisions to the Midpoint Report must be received by this date.
  • June 2019: Midpoint Reports will be posted on the HTP website.
We'd like to provide some clarification on the review process. The review process is primarily to ensure we have the most complete picture of how your CHNE process is progressing before we make your plans available to external stakeholders and the public. We are using this as an opportunity to look for missing information or areas of clarification, as well as provide feedback and allow for any revisions. Your report will be reviewed by an independent reviewer against the requirements found in the Guidebook , Midpoint Report template , and Midpoint Report review criteria. For each question, reviewers will identify if there were areas where the report would benefit from further information or clarification. If you have specific questions about the review process, please don't hesitate to reach out.
