The Homestead Neighborhood Association will meet May 7 at 7pm, at OHSU CDRC, 
707 SW Gaines.  Parking is available.

The Agenda will include 
  • Discussion with Developer regarding 72 living units planned for 3140, 3204 SW 12th and 3205 SW 11th. 
      
  • Discussion regarding a conceptual proposal for 36 living units proposed for 1325 SW Gibbs.  This property abutts Marquam Nature Trail.
  • Neighborhood Emergency Response Team (NET) Bob Bonner, Homestead NET Leader will discuss the formation and future of the Neighborhood Emergency Team and the "Map Your Neighborhood" project.  
  • The 2019-2020 Homestead Draft Work Plan will be presented and revisions/additions discussed 
  • Nominations for Homestead Board Representatives (elections in June); if you are interested in serving on the board, attend the May meeting to place your name on the nominee list. (Or email [email protected])
 The June 4th Meeting will include 
  • OHSU Project Team will discuss the Traffic Impact Study and the architectural drawings for the new OHSU hospital expansion.
  • Mindy Brooks (Bureau of Planning and Sustainability) will attend to discuss the Environmental Overlay Map Correction Project, answer questions and explain the timeline and what this means to you. Did You receive a post card regarding an Ezone map correction on your property?   (More info follows)
  • Homestead Board Elections
Membership is open to all who reside within the Homestead boundaries. The membership form can be found on the Homestead website at www.homesteadna.org

Homestead Neighborhood Emergency Team in Formation
 
Do you know that the Homestead neighborhood is one of the only areas of Portland WITHOUT an active Neighborhood Emergency Team? 
 
We can do better than this!        And we must! 
 

In any disaster, those areas that prove the most resilient are those where people know their neighbors and come together to work productively after an emergency, whether it's a water main break (as happened in March in Northeast Portland), a power outage, heavy snow and ice (Winter 2017) or the much-dreaded Cascadia subduction zone earthquake.
 
At the May meeting of the Homestead Neighborhood Association, Bob Bonner, who completed Neighborhood Emergency Team training in December 2018 and has volunteered to be the Homestead Neighborhood Emergency Team Leader, will speak about how to organize Homestead and how we all bring our various skill sets to the task of mapping and organizing our neighborhood, by block and skill sets.
 
You do NOT need to be a Marvel comic type super-hero, a medical professional, or a wilderness adventurer.

Special Event Team Meeting and Picnic Survey 

The Homestead Event Team will meet at the F&B Cafe, 3460 SW Veterans Hospital Road at 6 pm., Monday May 13 to continue planning for the 2019 Homestead Picnic. 


If you are interested in joining this fun team meet us at the F&B on Monday. Or you can sign up using the 2019 Picnic Survey found on our website or email us at [email protected].   We are especially looking for persons to help plan activities for the many children who attend.

Marquam Hill Connector Green Ribbon Committee Meeting
 
The Southwest Corridor Light Rail Project will include a connection from the Gibbs Street MAX Station on Barbur Boulevard to Marquam Hill. This short distance up the steep hill requires some combination of pathways and mechanical facilities, such as an elevator, to make the connection.
 
Homestead has a representative, Ed Fischer on the working group and a representative on the Green Ribbon Committee, Anton Veterllein, Friends of Terwilliger.

The Southwest Corridor Light Rail Project's Marquam Hill Green Ribbon Committee meeting will be held Wednesday, May 8, 2019, from 4-6 p.m.

Topics include additional information on potential connector types from the Gibbs Street MAX Station on Barbur Boulevard to Marquam Hill, and a summary of public feedback received for the connector types. The Committee is expected to make a recommendation for a connector type at the June 5 meeting.

The environmental overlay zones protect natural resources that are essential for watershed health. The environmental overlay zones were applied to properties through officially adopted conservation plans around Portland starting in 1989 and completed in 2003.

Since then, the technology used to map natural resources has greatly improved. With the new Natural Resources Inventory in 2012 it became obvious that some resources that are supposed to be protected (like stream segments) are not, while other lands have regulations but no natural resources. This project will correct that.

In July 2018, staff began attending community meetings and performing site visits in the Johnson Creek Watershed and Boring Lava Domes. Spring 2019, staff will attend meetings and do site visits in the Northwest Hills and Southwest Hills. Finally, the work will finish up in the Columbia Slough Watershed and Columbia RIver in summer 2019. Public hearings and adoption are anticipated 2020. 

Staff will not be introducing any new policies or regulations as part of this project. To see a draft of update environmental overlay zones in Johnson Creek and Outer East, view the  ezone map .

If you received a postcard from the city regarding the Environmental Overlay Zone on your property and have questions about your property or the process for map corrections, attend the June Homestead meeting.   Mindy Brooks from BPS will attend to answer questions.
