Council Member Martin would like to make Clear Lake residents aware the previously delayed Gemini Avenue overlay project has been rescheduled. The Gemini Avenue project was delayed due to scheduling conflicts with the contractor, and is now scheduled to begin the week of May 6. The boundaries for the  asphalt overlay along Gemini Avenue begin 650 feet east of El Camino Real and end at Reseda Drive.  Construction is expected to be complete by the end of  August 2019, weather permitting. 

 

The project will start in the 1000 block of Gemini Avenue and progress towards Reseda Drive. The  project entails resurfacing the asphalt street. This process includes milling off an approximate 2 inch layer of old asphalt, repairing the base as needed, spraying tack coat and overlaying 2 inches of new asphalt surface pavement.  Crew staging activities are anticipated to occur between 7:30 a.m. and 6:00 p.m., with work occurring between 8:00 a.m. and 5:00 p.m.,  Monday through Friday. 

 

As a result of the construction activities, please be aware of flagmen and orange traffic cones that will be put in place on site to help with traffic flow through the construction zone as temporary lane closures are expected . One lane will be open in each direction during peak traffic hours. Residents and businesses may experience temporary delays accessing Gemini Avenue, as well as individual driveways.

Council Member Martin would like to make residents aware that Harris County Flood Control District (HCFCD) has started the demolition of some properties located in the Forest Cove Townhome Community as part of their Home Buyout Program. 

 

HCFCD has completed demolition at 803 and 805 Timberline Court, as well as 1060 Marina Drive. 1040 Marina Drive and 1050 Marina Drive are in the process of demolition and a demolition request has been submitted for 1020 Marina Drive, 1030 Marina Drive, and 707 Timberline Court. There are several other units that are almost completely under HCFCD's ownership and once they are completely owned, their demolitions will follow.

 

Thank you to City of Houston Department of Neighborhoods Director TaKasha Francis for her assistance with expediting the demolition permit process. These town homes are a constant reminder to the community of the devastation caused by Hurricane Harvey.

 

HCFCD has done a tremendous job in keeping our office informed on the status of the demolition process for these Hurricane Harvey buyout properties.

 

The meeting will be held from 6:30 p.m. to 8:00 p.m. in the Slocomb Auditorium at the San Jacinto College-Central Campus, 8060 Spencer Highway, Pasadena, Texas 77505.

If your home was damaged during Hurricane Harvey, it's time to check out the City of Houston's recovery programs. 

 

Programs are available to reimburse homeowners for money they already spent, or to help people work with an existing contractor or a City contractor to complete repairs. The reimbursement program is available to people at any income level. Maximum assistance ranges from $20,000 to $80,000 per household, depending on income. 

 

Council Member Martin reminds residents to check with friends and relatives who had Harvey damage to make sure they've taken the first steps to getting help by taking the Harvey Recovery Survey.

Mayor Sylvester Turner and the Office of Emergency Management (OEM) announced a promotional campaign for AlertHouston, the City's official emergency notification system.

 

AlertHouston is an important component for the City's communications to citizens during severe weather or emergencies. Just this past weekend, residents were alerted of severe thunderstorm and tornado warnings through the system. 

To promote citizen registration, billboards in English and Spanish have been placed around the City, radio and television commercials will air in English and Spanish, and print and digital advertisements will be produced. 

   

Most alerts are geo-targeted, which is crucial for a city as large and expansive as Houston. Residents can register to receive emergency alerts through email, text message, voice call or mobile app push notifications via the Everbridge system (available in the iTunes or Google Play stores).

 

OEM provides timely information during emergencies through AlertHouston from six different categories:

 

AlertHouston has grown from an email service to a one that delivers timely, geo-targeted notifications by email, text message, voice call and/or mobile app push notification. More than 133,000 subscribers are now registered in the system, and thanks to a new grant obtained by the Office of Emergency Management, OEM can coordinate with regional partners to fund the system's first-ever promotional campaign.

 

Council Member Martin thanks the Solid Waste Management Department for coordinating the successful event and all the hard-working volunteers who helped collect the recyclable materials. 

On Thursday, April 11, staff from Council Member  Martin's office had the opportunity to hear Commissioner Adrian Garcia update the community on the State of  the Precinct 2 and his goals for the precinct. Commissioner Garcia represents a majority of District E from Kingwood to Clear Lake, and Council Member Martin looks forward to working together on future partnership projects such as the El Dorado Boulevard Widening Project.

On Tuesday, April 23, staff from Council Member Martin's office attended the Northeast Water Purification Plant (NEWPP) Expansion Project Public Meeting.

 

Staff from the project provided the following construction update:

Construction is nearing completion on the west side of West Lake Houston Parkway. Crews recently moved into the east side of West Lake Houston Parkway and are expected to be complete by October 2019. During this time, residents should anticipate delays on West Lake Houston Parkway Monday through Saturday between 9:00 a.m. and 4:00 p.m. due to a single lane closure in the northbound and southbound lanes.

 

Staff from the project also addressed residential concerns such as noise, dust, project hours, etc.:

Dust fences have been put up around the perimeter of the site to provide a safe barrier and reduce dust in residential areas. Project hours will no longer take place on Sunday's and residents should not experience noise in the evening or night, as crews will not be operating equipment. Current noise levels meet current City and Harris County requirements.

 

NEWPP's main goal is to be a good neighbor and keep residents informed of upcoming work in the area. The District E Office encourages residents to address questions or concerns by calling 281-520-3777 or visiting www.greaterhoustonwater.com.

On Wednesday, April 24, Council Member Martin attended the  Bay Area Houston Economic Partnership's (BAHEP) General Membership Meeting. At the meeting, members had the opportunity to hear from Texas Railroad Commissioner Ryan Sitton on the Opportunity to Lead.

 

Council Member Martin thanks BAHEP for their continuous support and efforts in coordinating these general membership meetings.

On Thursday, April 25, District E Staff attended the Humble Independent School District Historical Marker Ceremony where a Texas Historical Marker was unveiled honoring the district's founding 100 years ago.

 

At the event, District E staff was proud to present a City of Houston Proclamation commemorating the district on 100 successful years. Thank you Humble ISD for inviting us to attend and participate in this wonderful event. Congratulations on reaching this momentous milestone!

Beginning September 2018, the City of Houston General Services Department in partnership with the Houston Parks and Recreation Department began the removal of the moat at Wilson Memorial Park. The contractor site has a few more tasks and inspections to have completed, and the project is expected to be completed by the end of May.

 

Since 2014, Council Member Martin has been contacted by several residents advocating for the removal of the moat at Wilson Memorial Park as it posed as a major safety hazard. In 2015, Council Member Martin allocated $175,000 of his Council District Service Fund Budget for the purpose of removing the moat.
