Residents of District E,

As we prepare for the upcoming Hurricane Season we continue to monitor and evaluate progress at the local, state, and federal levels on Post-Harvey projects in both the North and South Sectors of District E.

In April, FEMA issued a directive of Mission Assignment to the United States Army Corps of Engineers (USACE) for dredging the mouth bar at the confluence of the San Jacinto River and Lake Houston. FEMA has been working with the Texas Department of Emergency Management (TDEM), the City of Houston, and USACE to determine the amount of silt deposited that is attributable to Hurricane Harvey.  The calculation is being finalized, and dredging is expected to begin within thirty (30) days.

Additionally, in March 2018, the City of Houston submitted a Notice of Intent to apply for a Hurricane Harvey Disaster Relief - 4332 Grant (HMGP) for the addition of flood control infrastructure on the Lake Houston Dam Spillway. The HMGP is funded by FEMA and has a single mission to provide financial assistance to projects that seek to prevent or reduce future loss to lives and property, as well as minimize the costs of future disaster response and recovery. The Notice of Intent was approved April 2018 by the TDEM. The City of Houston submitted the application for the flood gate infrastructure in July 2018 and has coordinated site visits with FEMA, USACE, Texas Department of Emergency Management and Harris County Flood Control District (HCFCD) officials.

The City of Houston is in the final stages of optimizing the project application for final submission for funding. Once the project is approved the City of Houston will have three years to complete the project per FEMA guidelines, which consists of design and construction. To learn more about the selection process once the application is finalized, you may visit this website . The timeline for completion of the flood gates on the Lake Houston Spillway Dam is between three and five years once the project is approved.

In the South Sector, HCFCD has requested the abandonment and sale of City of Houston roadway, Witt Road, from Old Galveston Road west to its terminus at Pasadena Independent School District, Milstead Middle School. The purpose of this transaction is to include this portion of the roadway in HCFCD's South Shaver Storm Water Detention Basin Project .

The purpose of this project is to maximize the detention volume within the property owned by HCFCD and to help mitigate the Sims Bayou Watershed.  By abandoning Witt Road, HCFCD is able to optimize the size of the mitigation of the detention basin. The project is now in the design phase.  HCFCD will hold a public meeting to receive community input in the near future before the design is finalized . The District E office will notify residents when the public meeting is scheduled.

While we await these projects, it is important to note that hurricane season begins June 1 and runs through November 1. National Hurricane Preparedness Week is May 5 through May 11. To ensure that you are prepared for this upcoming season, please follow the suggestions below and see the supply list here :
  • Determine your risk
  • Develop an evacuation plan
  • Secure an insurance check-up
  • Assemble disaster supplies
  • Strengthen your home
  • Identify your trusted sources of information for a hurricane event
  • Complete your written hurricane plan
The City additionally offers a free Disaster Preparedness Guide for all Houston residents, which is available for download at  houstonoem.org . For a free, printed copy of the guide, residents can call 311 at (713) 837-0311. This guide aides Houstonians through the emergency preparedness process, which include having an emergency kit, a disaster plan, staying informed, and knowing your neighbors.

Other flood resources that you may find helpful may be found on the Houston Office of Emergency Management , United States Geological Survey , as well as the Harris County Flood Warning System websites.

It is a privilege serving you. As always, please feel free to contact my office should you have any comments, questions or concerns to share.

Sincerely,

Dave Martin

Gemini Avenue Overlay Update

Council Member Martin would like to make Clear Lake residents aware the previously delayed Gemini Avenue overlay project has been rescheduled. The Gemini Avenue project was delayed due to scheduling conflicts with the contractor, and is now scheduled to begin the week of May 6. The boundaries for the  asphalt overlay along Gemini Avenue begin 650 feet east of El Camino Real and end at Reseda Drive.  Construction is expected to be complete by the end of  August 2019, weather permitting.

The project will start in the 1000 block of Gemini Avenue and progress towards Reseda Drive. The  project entails resurfacing the asphalt street. This process includes milling off an approximate 2 inch layer of old asphalt, repairing the base as needed, spraying tack coat and overlaying 2 inches of new asphalt surface pavement.  Crew staging activities are anticipated to occur between 7:30 a.m. and 6:00 p.m., with work occurring between 8:00 a.m. and 5:00 p.m.,  Monday through Friday.

As a result of the construction activities, please be aware of flagmen and orange traffic cones that will be put in place on site to help with traffic flow through the construction zone as temporary lane closures are expected . One lane will be open in each direction during peak traffic hours. Residents and businesses may experience temporary delays accessing Gemini Avenue, as well as individual driveways.

For more information, please contact Council Member Dave Martin's office at (832) 393-3008 or  [email protected].
Forest Cove Townhome Demolition Update

Council Member Martin would like to make residents aware that Harris County Flood Control District (HCFCD) has started the demolition of some properties located in the Forest Cove Townhome Community as part of their Home Buyout Program

HCFCD has completed demolition at 803 and 805 Timberline Court, as well as 1060 Marina Drive. 1040 Marina Drive and 1050 Marina Drive are in the process of demolition and a demolition request has been submitted for 1020 Marina Drive, 1030 Marina Drive, and 707 Timberline Court. There are several other units that are almost completely under HCFCD's ownership and once they are completely owned, their demolitions will follow.

Thank you to City of Houston Department of Neighborhoods Director TaKasha Francis for her assistance with expediting the demolition permit process. These town homes are a constant reminder to the community of the devastation caused by Hurricane Harvey.

HCFCD has done a tremendous job in keeping our office informed on the status of the demolition process for these Hurricane Harvey buyout properties.

Hurricane Harvey Recovery Centers

If your home was damaged during Hurricane Harvey, it's time to check out the City of Houston's recovery programs.

Programs are available to reimburse homeowners for money they already spent, or to help people work with an existing contractor or a City contractor to complete repairs. The reimbursement program is available to people at any income level. Maximum assistance ranges from $20,000 to $80,000 per household, depending on income.

Council Member Martin reminds residents to check with friends and relatives who had Harvey damage to make sure they've taken the first steps to getting help by taking the Harvey Recovery Survey.

Get started by calling 832-393-0550 or go to  recovery.houstontx.gov/survey Please contact the District E office after completion so the District E team may monitor and assist throughout the process.
AlertHouston Registration

Mayor Sylvester Turner and the Office of Emergency Management (OEM) announced a promotional campaign for AlertHouston, the City's official emergency notification system.

AlertHouston is an important component for the City's communications to citizens during severe weather or emergencies. Just this past weekend, residents were alerted of severe thunderstorm and tornado warnings through the system.

To promote citizen registration, billboards in English and Spanish have been placed around the City, radio and television commercials will air in English and Spanish, and print and digital advertisements will be produced.

Most alerts are geo-targeted, which is crucial for a city as large and expansive as Houston. Residents can register to receive emergency alerts through email, text message, voice call or mobile app push notifications via the Everbridge system (available in the iTunes or Google Play stores).

OEM provides timely information during emergencies through AlertHouston from six different categories:

    • Emergency Incidents (such as hazmat situations or law enforcement activity)
    • Severe Weather information
    • Major Traffic & Transit Interruptions
    • Missing People (AMBER Alerts & Silver Alerts)
    • Information regarding Special Events & Planned Drills
    • Recovery information for people impacted by a disaster (such as the flooding from Hurricane Harvey or Tax Day)
AlertHouston has grown from an email service to a one that delivers timely, geo-targeted notifications by email, text message, voice call and/or mobile app push notification. More than 133,000 subscribers are now registered in the system, and thanks to a new grant obtained by the Office of Emergency Management, OEM can coordinate with regional partners to fund the system's first-ever promotional campaign.

O n Saturday, April 27, Council Member Martin and the Solid Waste Management Department (SWMD) hosted the Kingwood Batteries, Oil, Paint and Anti-Freeze (B.O.P.A.) Collection Event at the Kingwood Metro Park and Ride. Approximately 24,810 pounds of recyclable materials were collected from residents over the course of the event. Volunteers from Keep Kingwood Green aided in the effort, which ended up yielding 1,650 pounds of batteries, 2,275 of used motor oil, 16,000 pounds of latex paint, 1,750 pounds of antifreeze and 2,750 pounds of scrap metal.

Council Member Martin thanks the Solid Waste Management Department for coordinating the successful event and all the hard-working volunteers who helped collect the recyclable materials.

Northeast Water Purification Plant Public Meeting

On Tuesday, April 23, staff from Council Member Martin's office attended the Northeast Water Purification Plant (NEWPP) Expansion Project Public Meeting.

Staff from the project provided the following construction update:

Construction is nearing completion on the west side of West Lake Houston Parkway. Crews recently moved into the east side of West Lake Houston Parkway and are expected to be complete by October 2019. During this time, residents should anticipate delays on West Lake Houston Parkway Monday through Saturday between 9:00 a.m. and 4:00 p.m. due to a single lane closure in the northbound and southbound lanes.

Staff from the project also addressed residential concerns such as noise, dust, project hours, etc.:

Dust fences have been put up around the perimeter of the site to provide a safe barrier and reduce dust in residential areas. Project hours will no longer take place on Sunday's and residents should not experience noise in the evening or night, as crews will not be operating equipment. Current noise levels meet current City and Harris County requirements.

NEWPP's main goal is to be a good neighbor and keep residents informed of upcoming work in the area. The District E Office encourages residents to address questions or concerns by calling 281-520-3777 or visiting www.greaterhoustonwater.com.
