Out-of-School Youth Program
SUCCESS
Whisper Kinsey, a Bainbridge resident and mother of one, enrolled in the Out-of-School Youth Program in March 2019 with the goal of obtaining her Class B CDL license and employment as a driver.
Whisper did nearly all the leg work and had applied to Sage Truck Driving School in Endicott. She had secured daycare and transportation to the training. Her only road block was financial.
CDO Workforce staff worked diligently to provide the finances and services that Whisper needed to begin training within just a few days.
This included obtaining her drivers abstract, CDL B permit, DOT physical and gas vouchers.
She completed the training and passed the road test, receiving her license on April 11th.
Whisper is now diligently working with CDO Workforce and Sage Truck Driving School to secure employment.

Youth Program Success -
Removing Barriers
Penny Seeger, Otsego County Coordinator for Youth Services, met with a young man, Trevor, who had multiple barriers to employment - including a disability, little work history, no transportation, and lack of a high school education.
Penny enrolled Trevor in the Youth Program and in the prep classes for his High School Equivalency (HSE). Trevor did very well in HSE classes and was extremely motivated and hard working.
Penny wanted to find him employment to help keep him motivated in his HSE classes and to provide some needed income. She alerted Debbie Bender, NYSDOL Business Services Representative, about the need for a Work Experience.
Trevor lacked transportation and needed a job in Oneonta. Deb reached out to a local restaurant, Wise Guy Sammy’s, that was in need of kitchen staff. The restaurant was willing to provide training for the youth in food service and was very interested in the Work Experience program.
Penny prepared Trevor for the job interview and he was interviewed by Wise Guy Sammy’s owner, Mike Joubert. Penny was able to develop the Work Experience on the same day as the interview and the youth started working immediately as a dishwasher.
The business was very pleased with the youth's progress in learning the job and he has advanced to cooking and preparing entrees. The business was so pleased that they hired Trevor at the end of the Work Experience on April 3rd and he continues to work and attend HSE classes with the test scheduled for June 5th.
In addition, with Penny's encouragement, Trevor has taken on another barrier - transportation, and started to study for his Learner's Permit.
Congratulations, Trevor! And congratulations, Penny and Debbie, for working seamlessly to transition this youth to the world of employment and start removing his barriers to employment one at a time.

CDO Workforce Helps Students
Explore Careers
CDO Workforce employment and training counselors took part in the DCMO BOCES Career and Technical Education (CTE) Career Fair on March 28th.
Dan Goldman and Jerry Kreiner spoke to graduating seniors enrolled in CTE Programs at the DCMO BOCES' Chenango Campus.
Jerry and Dan referred the students to CDO Workforce to begin their job searching and start exploring their future careers.
Several registration packets and business cards were handed out to the students so they can start working with CDO Workforce as soon as possible.

Harbor Freight Recruitment
CDO Workforce was instrumental in recruiting employees for the new Harbor Freight store in Oneonta.
On February 19, 2019, Harbor Freight corporate office, located in California, contacted Debbie Bender, NYSDOL Business Services Representative (BSR), to coordinate recruitments for their new location at Southside Mall in Oneonta. Three job orders were listed and matched. The Workforce staff promoted the recruitment to partner agencies, enrolled youth, and veterans, while Disability Resource Coordinators did outreach to agencies working with job seekers with disabilities.
The first recruitment was held on March 14th in Oneonta. Local Veterans Employment Representative Paul Russo and BSR Debbie Bender assisted with the registration and application process.
The recruitment exceeded Harbor Freight's expectations - with 147 job seekers attending and interviewed on the spot.
Harbor Freight's corporate office contacted the BSR again on March 18th to do another recruitment, as only 30 of the 50 open staff positions were filled from the first event.
On April 3rd a second recruitment was held at the CDO Workforce Center in Oneonta, with 40 job seekers attending. The BSR assisted with the application and registration process and interviews were held by Harbor Freight management. On April 4th and 10th, Harbor Freight utilized the computer lab at CDO Workforce Center in Oneonta for onboarding of new employees.
During the April 10th onboarding, the BSR received a testimonial from the store manager:
“Debbie and staff were amazing to work with. I’ve spoken to a few different people about how well CDO treated us while working together. I’ve worked in Oneonta for two years and always had issues with staffing. This was amazing.”
Harbor Freight is scheduled for the soft opening of the Oneonta location on April 30th, with all 50 positions filled. The BSR will continue to work with the business for any future workforce needs.

Manufacturing Boot Camp
Success
In conjunction with Morrisville College and the American Apprenticeship Initiative, CDO Workforce customers participated in an Advanced Manufacturing Pre-Apprenticeship Boot Camp.
Eight participants attended classes March 18th through March 29th, from 8:00am – 2:30pm.
The material was presented to students in a hybrid fashion, including both in classroom “hands on learning” and online learning using Tooling U, which is an industry driven teaching platform endorsed by leading manufacturers.
Some of the areas they received training in are as follows:
• Math Fundamentals and Shop Math
• Blueprint Reading
• Basic Measurement
• Intro to Safety
• Intro to Quality and Inspection
• Electrical Units
• Electrical Print Reading
• Intro to Mechanical Systems and Assembly
At the completion of the Boot Camp, a Manufacturing Job Fair was held at SUNY Morrisville in Norwich on April 4th. Boot Camp participants were given the opportunity to meet exclusively with those companies in attendance.
Companies that were present were Norwich Pharmaceuticals, The Raymond Corporation, CF Co-Packing Inc., Golden Artist Colors Inc., K Tooling, Mallinckrodt Pharmaceuticals, Oneonta Block Company, Eastern Temporaries, Manpower, Staffworks, Baillie Lumber and Acco Brands.
Class participants included Brian Hartwell, Bryant Barrett, Cary Davis, Ian Farrell, Reice Knowles, Thomas King, Travis Rifanburg and Ruth Slater.

The CDO Workforce New York One-Stop System has On-the-Job Training (OJT) Funds available.
The OJT funding provides companies with an incentive to hire and train individuals who lack the specific skills or experience for a job.
OJT is appropriate for occupations where classroom training is not suitable and for which specific job skills can be learned by a worker while engaged in useful work.
This program is for full-time (at least 32 hours per week) employment and cannot be used for seasonal, commission, or 1099 employment opportunities.
Business OJT users apply their own methods to teach workers the new skills necessary for successful employment within their company, while the trainee is performing productive tasks.
OJT contracts can be written up to $2,000 per trainee depending on amount of training provided.
