AFRA Attends US Chamber of Commerce's Aviation Summit
AFRA staff attended the Chamber's annual summit on March 1 in Washington, DC to hear from leaders in business, aviation, and government on topics of relevance to the industry. This year's Summit theme of "Further in Flight" focused on the challenges and opportunities that new technologies pose to the aviation industry.

When eCube Solutions began its operations six years ago, we believed that with a team of resourceful aircraft maintenance technicians, and a high level of competency in material management skills, we had all the ingredients to enter the aircraft de-production sector (also known as disassembly, teardown and part-out!).
Reflecting back after nearly one hundred projects, we realise how naïve we had been in those early days when formulating our business plan. In addition to complying with AFRA's BMPs, it has since become clear that a wealth of other capabilities must be developed, or outsourced to strategic partners, in order to provide the expected range of services:
- Part 145. A high proportion of projects originate with the re-delivery of an aircraft from a lessee back to an operating lessor. Facilitating the redelivery process generally requires a Part 145 maintenance capability, both to maintain the aircraft in a compliant condition during the process, and frequently to perform serviceable removal of engines.
- EA approval. Since aircraft de-production is categorised as a Waste Management activity (certainly in Europe and presumably most other jurisdictions), it is mandatory for any company which operates in the sector to have a permit issued by their national Environmental Agency (EA).
- Customs authorisations. End-of-life aircraft can originate from anywhere around the world and may be ferry flown between continents for their last flights, particularly in the case of operating lease redeliveries. In such cases, it is essential that the receiving facility has a specialist customs expertise and a range of authorisations from their customs authority that allows assets to be appropriately imported and exported without unnecessarily incurring taxes.
- Fabrication. A capability to fabricate custom-built ISPM 15-approved wooden crates for securely shipping aircraft components anywhere around the world is a pre-requisite for companies in the de-production sector.
- Warehousing. While some customers like to ship all components back to their own facilities as rapidly as possible, many are now electing to just take the fast-moving items initially, and are choosing to store the remaining inventory awaiting market demand to avoid incurring transport costs. On-site warehousing and provision of a third party logistics (3PL) service is a very logical and synergistic service at the point of delivery of the components from the project.
- Recycling. Finally, to be compliant with local regulations and AFRA one must have a viable recycling capability or partner to assist in minimizing the amount of waste generated when disposing of an aircraft.
The above is not a comprehensive listing, but serves to show that the 'teardown' sector has now developed into a complete service provider of the multi-faceted support required to deliver the transition from final operations to disposal of aircraft. 'De-production' may not yet be accepted industry terminology, but I believe it reflects a growing level of sophistication of the players in the end-of-life market, and the role that we have to play within the full life cycle of the product.

Government Affairs Program
The Committee held a teleconference on March 13 and discussed the results of a recent membership survey
as well as the EU Action Plan for the Circular Economy. Specifically, the European Commission has a working document on options to address the interference between chemical, product and waste legislation.
