Dear Neighbors,
Yesterday, after months of working with passionate community leaders and business representatives, the City is releasing a draft of the Climate Action and Adaptation Plan. 

Climate change is a collective challenge, yet each of us—every person, neighborhood, and organization—has the power to curb its most disruptive effects and ensure our children and grandchildren have a safe, resilient city to live in. The draft plan released this week will frame just how we will accomplish that.

I look forward to further engaging the public on this plan and fine-tuning it. I want to thank the community members, businesses, and City staff who helped craft this plan. Once it is online, we'll provide a link to it here in the newsletter.

Next week, the Parks and Recreation Department will host the fourth community meeting on the long-term concept plan for the 98-acres of land purchased to expand O.P. Schnabel Park. The meeting will be Wednesday, January 30, beginning at 6:30 p.m. at Carl Wanke Elementary, 10419 Old Prue Road. Additionally, the Parks Department has identified a vendor to operate golf operations and a driving range on a portion of the property.

The Week in Photos
Councilwoman Sandoval introduced Dreamweek speaker Bryan C. Lee, Founder and CEO of Colloqate Design. Mr. Lee's presentation was part of an active conversation with attendees about equity in the built environment and smart cities, with a focus on how innovation impacts equity, and social justice.
The Braun Station West Community Improvement Association celebrated Mr. Roger Plasse for the completion of 17 years in service to his community.

We are thankful for all of his hard work and advocacy.

Councilwoman Sandoval and staff from met with the residence of Eckhert Crossing Neighborhood Association. Also in attendance was SAPD and Development Services Department's Code Enforcement. Thanks for a productive conversation on public safety everyone!
Councilwoman Sandoval celebrated the Doris Griffin Senior Center's fourth anniversary on Friday with all of the wonderful patrons of District 7's senior center. The Griffin Center is one of the many places in District 7 where one can find a welcoming community to dine and play with.

These scooters are out of control! My family and I enjoyed them at first, but at this point there are just too many and too many parked in the middle of sidewalks. Plus people drive them like crazy. Why isn’t the city doing anything about this safety nuisance?

When City Council approved the initial regulations of e-scooters, e-scooters only numbered in the hundreds. Today, only a few months later, they number near 12,000. And now there are 2,000 e-bicycles, too.

This week, after the arrival of a new wave of e-scooters and e-bicycles, my council colleagues and I on the Transportation Committee moved to amend how the City regulates “dockless vehicles.” Our committee recommended:

Pressing pause on issuing permits for e-scooters and e-bikes
Encouraging riders to park their vehicles in designated parking zones
Being more proactive to move e-scooters when they block the sidewalk or sidewalk ramps and to impound them if they are in a prohibited area, like the Riverwalk.

These recommendations will go to the full City Council on February 14 for a vote before they go into effect. In the meantime, residents can now report improperly parked scooters and unsafe riding through the 311SA mobile app and through 311.

The District 7 Office invites the community to participate in a discussion on drainage concerns. We are seeking input to understand the areas of greatest need and to provide an update on flood control projects in the community.

City of San Antonio announces Dockless Vehicle Pilot Program updates
As e-scooters and e-bicycles have become increasingly popular, the City of San Antonio is committed to striking a balance between innovative transportation options and providing safe, accessible sidewalks and streets. Today, the City’s Transportation Committee approved submitting the following amendments to the pilot program to the full City Council for a vote:
  • Issuing a moratorium on the issuance of permits until the pilot program is completed, effective immediately.
  • Imposing hours of operation from 6 a.m. to 10 p.m.
  • Requiring scooters and bikes in the greater downtown area to be picked up daily by the vendor: 11:30 p.m. removal and no deployment until 5 a.m.
  • Encourage the use of designated parking zones.
  • Vehicles parked in prohibited areas may be impounded without warning. The impoundment fee will not apply.
  • City staff, Centro and identified partners will be authorized to remove vehicles   
 
The amendments will be discussed and voted on at the Feb. 14 City Council meeting.
 
Report dockless vehicle issues on 311SA mobile app
The 311SA mobile app now allows users to report dockless vehicle parking violations. Users can take a photo of the dockless vehicle issue and upload it to the app. Issues including improper parking, unsafe riding, blocking of sidewalks and vehicles that have fallen over can be reported. 
 
Issues can be flagged 24/7 on the app, which is free and available for download in the iTunes and Google Play stores. Additionally, residents can report violations by contacting the 311 Customer Service office, which is open seven days a week, or by contacting dockless vehicle providers directly.
 
Dockless vehicle survey now open on SASpeakUp.com
The City is seeking feedback from San Antonio residents on the future of dockless vehicles through a new survey. More than 4,400 people participated in the City’s first dockless vehicle survey in summer 2018, and these initial results helped inform the creation of the dockless vehicle pilot program.
 
Visit SASpeakUp.com to take the City’s dockless vehicle survey, which is available in English and Spanish.
 
Data reported to 311 and collected through the survey will help inform changes to the Dockless Vehicle Ordinance.

The City of San Antonio's Solid Waste Management Department is hosting a recycling expo. Curby and Friends will be in attendance and they hope to see you and your family for one (or more) of the six dates!

Education, activities, games, prizes and presentations are designed for grades Pre-K to 12th.

February 2: DIY Valentine's Day Card at Forest Hills Library
Join the Forest Hills Library staff and patrons to create a unique Valentine's Day card using a picture frame and colorful postage stamps! All supplies will be provided. Spaces in the workshop are limited.

February 4: Community Meeting: Preserving Views at Woodlawn Lake Park
The City of San Antonio Office of Historic Preservation is hosting a community input meeting to discuss the history and significance of Woodlawn Lake and strategies for preserving its unique sense of place for future generations to enjoy. Come prepared to tell stories and share your ideas for protecting views and other important cultural aspects of the park. 

The meeting will be held on Monday, February 2, 2019 beginning at 6:00 p.m. at Salvation Army Peacock Center, 2810 W Ashby Place.
March 11-15: 2019 Spring Break Camp
Parks and Recreation will be hosting their annual Spring Break Camp from March 11-15.
