Pinellas County Water System Maintenance
The method of water treatment for Pinellas County and its wholesale customers will be temporarily modified between May 14th, and June 8th. The first of two short-term changes from chloramine to chlorine disinfection in 2018 is a routine maintenance measure designed to optimize water quality.

Those that will benefit from this program include Pinellas County Utilities water customers, as well as customers in the cities of Clearwater, Pinellas Park and Safety Harbor.

The disinfection program is designed to maintain distribution system water quality and minimize the potential for any future problems. There have been no indications of significant bacteriological contamination problems in the system. The water will continue to meet all federal and state standards for safe drinking water.

Kidney dialysis patients should not be impacted, but should contact their dialysis care provider for more information about chlorine treatment. Fish owners should not be affected if they already have a system in place to remove chloramines, but should contact local pet suppliers with any questions.

Customers may notice a slight difference in the taste and/or odor of the water during this temporary change in treatment.

Chlorine was used as the primary disinfectant in the water for more than 50 years prior to 2002. Pinellas County switched to chloramine in 2002 to ensure compliance with Environmental Protection Agency standards. Many communities using chloramine convert back to chlorine for short periods of time to maintain system water quality.

The second short-term change from chloramine to chlorine disinfection in 2018 will take place from October 1st - 26th.

Call to Artist
North Pinellas Cultural Alliance is calling all artists for an opportunity to complete a public-art project in the City of Largo. It is open to all local artists. The selected artist will complete a painted pedestrian crosswalk located between the Largo Public Library and Central Park Performing Arts Center, on Central Park Drive. LTV Live Stream
The LTV live stream will be offline and off the cable provider channels this weekend. On-demand streaming will continue and will be available as usual. LTV will be restored on Monday morning when staff returns from the weekend. This service interruption is due to the Emergency Power Project at the Municipal Complex, which will require turning off the electricity to City Hall this weekend.

CSX Railroad Crossings
City staff has been in discussion with the Roadmaster from CSX since early April regarding the railroad crossings on Rosery Road and 8th Avenue. Both locations are in need of repair to fix the separation between the tracks and the road.

On Rosery Road CSX Roadmaster plans to:
  1. cut 10 ft back on both sides of the track
  2. inspect and replace ties, plates, and spikes as necessary
  3. install new crossing material
  4. restore asphalt approach
CSX labor (to be billed to the City):
  • labor and equipment to expose ties
  • labor to repair crossing
  • flag men
*City Cost:
  • CSX labor
  • rubber crossing material
  • Maintenance of Traffic (MOT)
  • Labor and materials to restore asphalt up to CSX equipment
CSX Roadmaster's Timing:
  • CSX will perform the work in one day. City to provide MOT, asphalt restoration the following day. Road closure and detour will make the MOT significant.
* Costs the City is required to pay by Florida Statute governing railroad rights-of-way and because the City maintains the crossing. The Rosery Road crossing had been deemed as "urgent" by the Roadmaster, therefore the City will only be charged $15K by CSX. When Rosery Road is reconstructed, a more permanent and extensive crossing upgrade will be constructed.

Staff is currently trying to schedule a similar repair to the 8th Avenue crossing. The Roadmaster does not presently prioritize repairs to the 8th Avenue crossing as highly as those at Rosery Road. As this is presently perceived by CSX as a planned rather than reactive activity, the cost to the City will be much greater (estimated $60K). Staff will continue to work with CSX. At this point, staff is planning to include this repair in the FY 2020 Budget.

Courtroom Testimony Class
The Largo Police Department hosted a two day courtroom testimony class on May 1st and 2nd. The instructor was Assistant State Attorney Scott Rosenwasser, who has worked with the Pinellas County State Attorneys Office for over 20 years. Topics covered were case law, case investigations, documentation, presentation and courtroom testimony for successful prosecution.

There were multiple agencies that attended the training, including Clearwater PD, Tarpon Springs PD, Pinellas Park PD and LPD, totaling 26 students.

The class is designed to provide officers and investigators with the information and documentation they need to have available when required to testify in a criminal trial; as well as how to present their testimony.

PROJECT UPDATES
Trotter Road Construction Project Update
The United States Postal Service (USPS) has installed locked resident mailboxes at the Southwest corner of Elyria Avenue and Trotter Road. Residents may pick up their keys at the 8th Avenue Post Office, NW corner of Seminole BLVD and 8th Ave SW, and present a valid ID to receive their key. The mailboxes will remain in that location for the duration of the construction project.  Questions regarding this update can be directed to Barry Westmark at (727) 587-6713.

MEETING UPDATES
Neighborhood Cleanup Update
On April 28, City of Largo staff, downtown residents and community partners teamed up to take part in the year's first neighborhood cleanup. Nearly 7,000 pounds of trash, tv's and tires were collected. Neighbors took advantage of the tree giveaway and committed to planting 65 trees in the area.

The American Red Cross of Central Florida who, with the help of volunteers, including Mayor Woody Brown and Largo Fire Rescue, collaborated in the neighborhood effort by installing 117 fire alarms. Additional event partners included Commissioner Donna Holck, Commissioner Curtis Holmes, Gulf Coast Legal Services and Habitat for Humanity Pinellas. Food donations were provided by Caspers Company McDonald's and Sonny's BBQ of Largo.

Highland Family Aquatic Center Reopening
