2017 Report to the Community

As HEALTHeLINK closes out its 11th year, we celebrate long-standing, shared collaboration among hospitals, physicians, health plans, and other health care providers that facilitate the secure exchange of clinical information. This exchange improves quality of care, enhances patient safety, and mitigates increasing health care costs across Western New York and beyond through the Statewide Health Information Network for New York (SHIN-NY). Data Quality Scorecards Update
|
The quality of patient information that is accessed via HEALTHeLINK is dependent upon the quality and completeness of the information that is received from data sources and practices. To improve the quality of data, HEALTHeLINK is in the midst of compiling data quality scorecards using our iQHD (Inspector of Quality Healthcare Data) tool, which will contain information about the types and quality of the data that participating data sources and practices are providing to HEALTHeLINK. HEALTHeLINK is continuing to meet with its hospital data sources to review their scorecards, and several hospitals have already closed gaps or improved the quality of the information sent. HEALTHeLINK anticipates piloting practice scorecards later this year.

Dan Porreca presents at HIMSS 2018

Access to health information is critical during emergencies, and community HIEs are uniquely positioned to support our communities by delivering patient records during vulnerable situations. HEALTHeLINK Executive Director Dan Porreca is just back from HIMSS 2018, where he participated in the panel discussion "HIEs to the Rescue! From Harvey and Flint to Cyber Response." Dan shared with attendees how HEALTHeLINK helped Erie County Medical Center access medical records and continue operation during their ransomware attack last year. His co-panelists included Nick Bonvino, CEO, Greater Houston Healthconnect and Doug Dietzman, executive director, Great Lakes Health Connect.

Aligning business objects with SHIN-NY 2020 roadmap
|
In 2018, HEALTHeLINK is aligning a number of its business objectives with the NYEC/SHIN-NY 2020 roadmap objectives for data contribution for each of New York State's Qualified Entities (QE). These objectives, concentrated on Article 28 hospitals, non-hospital licensed facilities and physician practices, focus on data contribution via a C-CDA by QE participants and must meet minimum content requirements in order to meet the objective. This data contribution effort would assist facilities and practices across the region in a number of ways:
- Help to meet NYS DOH regulatory requirements for data contribution.
- Provide a key component to a facility, or practice business continuity plan. In the event of a system outage, data would be available for query through the HEALTHeLINK application. In some instances, we could also be the backup by which patient data is reloaded to a compromised system.
- Help in reducing the number of phone calls to a facility or practice to secure patient records, as your data would now be available through HEALTHeLINK.
- Facilitate quality reporting efforts, such as HEDIS.
- Qualify eligible provider groups for the Data Exchange Incentive Program.
These objectives will require a great deal of attention by the HEALTHeLINK staff and as such, we will be reaching out to participants in these categories to undertake a project to bring data. New study shows patient care alerts nearly doubled in one year
|
More healthcare professionals are receiving patient care alerts and increasingly performing related patient record queries through the SHIN-NY, according to a new report by the
New York eHealth Collaborative (NYeC).
The
preliminary report
used data from HEALTHeLINK,
Healthix, and Rochester RHIO. The study looked at patient care alerts trends and their role in expanding the usage of an additional SHIN-NY service, patient record queries. The SHIN-NY allows participating healthcare professionals, with patient consent, to quickly access electronic health information and securely exchange data statewide.

New two-factor authentication app now available
|
HEALTHeLINK takes the responsibility of the protection and security of patient health information very seriously, and it remains among our highest priorities. As new technologies are developed, we continue to enhance our efforts to keep patient health information as secure as possible. Recently, we launched our new two-factor authentication (2FA) with Duo Security.
It offers a new free app for users. The secure app helps to improve workflow as the user needs only to accept the request. There is no longer a need to position the cursor and type the one-time password. With HEALTHeLINK participants using 2FA and clicking accept, you are doing your part in helping to keep patient data secure. Thank you.
