State, County Announce Reopenings

The Governor has announced a new blueprint for reducing COVID-19 in the state with revised criteria for loosening and tightening restrictions on activities.

A four-tier, color-coded system will allow counties to show consistent success in coronavirus transmission before allowing more businesses and activities to reopen or resume. Closures will be based on data showing the spread of the virus among residents.

San Diego County's risk level is red and in the second tier, labeled "substantial," with the first tier "widespread" being the most restrictive. The other tiers are "moderate" and "minimal." The new system is based on averages of new cases each day per 100,000 residents. It also is based on the percentage of positive cases compared to the overall number of tests conducted.

San Diego County Public Health Officer Dr. Wilma Wooten said the County's case rate was 5.8 and its positive rate was 3.8% on Friday, Aug. 28. The substantial, red tier covers counties with a case rate of four to seven daily new cases per 100,000 people and 5% to 8% positive tests. Dr. Wooten affirmed the state reopening guidelines and did not announce restrictions beyond the state guidelines. 

At a minimum, counties must remain in a tier for at least 3 weeks before moving forward. Data is reviewed weekly and tiers are updated on Tuesdays. To move forward, a county must meet the next tier’s criteria for two consecutive weeks. If a county’s metrics worsen for two consecutive weeks, it will be assigned a more restrictive tier.

For San Diego, the substantial red tier provides that some non-essential indoor business operations are closed. According to the new reopening guidelines, however, effective Monday, Aug. 31, the following partial list of businesses and activities may resume with modifications:
  • Hair salons and barbershops can open indoors with modifications
  • Indoor dining may resume at 25% capacity or 100 people, whichever is fewer
  • Libraries with a maximum of 50% capacity
  • Gyms and fitness centers can reopen with modifications at a maximum 10% capacity
  • Retail stores may open at a maximum of 25% capacity
  • Places of Worship may open at a maximum of 25% capacity or 100 people, whichever is fewer
  • Nail salons and massage therapy studios can open indoors with modification
  • Movie theaters can open indoors at a maximum of 25% or 100 people, whichever is fewer
  • Museums can open indoors with a maximum capacity of 25%

Relief from the Heat

The City welcomed community members 50+ and adults with underlying health conditions to get some Relief from the Heat this week. As temperatures soared, the City opened the Coronado Community Center and Public Library on Monday, Aug. 24.

The Relief from the Heat program was extended through Thursday, Aug. 27, however, just at the Library. Residents were invited to sit in a cool room in a comfortable space and take a respite from the heat.

Patrons were required to maintain social distance, wear a mask, wash hands or sanitize them frequently, and participate in a health screening. Hours were 12:30 to 4:30 p.m. More Relief from the Heat events may be scheduled if warranted.
COVID-19 Closures

There are many businesses and activities that have reopened at this stage in the ongoing pandemic, such as outdoor dining and gyms, beaches, day camps, pools and hotels.

However, there are still many that remain closed, including those that involve high-touch risks such as playgrounds and beach volleyball courts.

The City has found that tape and other barricades around playground equipment have been removed and that children have been playing on the equipment and people have been playing beach volleyball.

The City follows San Diego County public health orders that require this equipment be closed to the public due to the inability of City staff to properly sanitize them after each use. The City reminds the community that these measures help protect everyone and that people should not use equipment that is closed until the County permits their safe reopening.

This is a good time to also remind the public that the beach is open from 6 a.m. to sunset daily. With the days growing shorter, sunset is getting earlier each day. Sunset for Aug. 28 is at 7:17 p.m. On Aug. 1, it was 7:46 p.m.
9/11 Ceremony Canceled

The City’s traditional 9/11 memorial service hosted by the Fire Department will be canceled this year due to the San Diego County Health Department’s directive to avoid gatherings. We are all looking forward to the time we can gather with each other again. (File Photo: 9/11 Memorial from 2019)
Public Comments in the time of COVID-19

The City has worked hard during the ongoing pandemic to make public participation in local government matters as simple as possible. Pursuant to Gov. Gavin Newsom’s executive orders, the City Council and staff may participate in public meetings via teleconference. In the interest of reducing the spread of COVID-19, no in-person public participation is currently allowed in Coronado. All meetings of the City Council and other boards, commissions and committees are broadcast live on Spectrum Channel 19 and AT&T Channel 99 on the day of the meeting and City Council meetings are rebroadcast daily until the next meeting. The meetings can also be streamed live on the City's website. Public comments for all boards, commissions and committees can be made via each group’s page. To submit a public comment, visit the Public Comment page on the City’s website, then:

  1. Select the board, commission or committee you are looking for;
  2. Select the Agendas & Minutes link from the left hand column;
  3. Select Public Comment from the left hand column; and
  4. Scroll down to the actual form, fill it out and hit submit at the bottom.

Continuing Library Programs

The Coronado Public Library continues with its curbside service and, starting Aug. 29, the service will be extended to Saturday. Curbside pickup on Saturdays will be from 10 a.m. to 1 p.m.

Patrons may continue to make returns street-side. Curbside pickup Monday through Friday is offered from 10 a.m. until 4 p.m. Library patrons can search the catalog and place holds anytime online, or by phone Monday through Friday from 10 a.m. to 4 p.m.

Staff will notify patrons when items have been pulled and are ready for contact-less pickup. Pull up in front of the Library during service hours and call the Library to let staff know you are there and staff will deliver your items to your car. Blood Drive in Coronado

Coronado hosted its fifth consecutive monthly blood drive earlier this week. The American Red Cross reports that 34 units were collected and that can go on to save up to 102 lives. Since the beginning of the pandemic, the Coronado Community Center has been the site of blood drives that have collected 205 units which can go on to save 615 lives. The next blood drive is scheduled for Wednesday, Sept. 30. To schedule your appointment, visit RedCrossBlood.org and enter sponsor code CityBD.
