dspDSPOHIO - WE NEED YOUR HELP!
We need your help to ensure that DSPOhio is a robust database of agency providers to improve the awareness of the role of DSPs and find an efficient and effective way for potential DSPs to easily find a network of available positions.
 
DSPOhio is a statewide DSP recruitment effort that combines a multi-media advertising project to brand the term DSP with an on-line DSPOhio job site that connects potential employees with subscribing DD provider employers.  Behind the scenes, there is a large media campaign reaching out to specific demographics on social media to share information about DSPOhio and increase awareness of the site.
 
Currently, only about 10% of our agency providers are enrolled at DSPOhio.  We would like to see this triple by 3/1/18.  HCDDS has paid the cost for the initial membership for all providers in Hamilton County to join DSP Ohio in 2018.  To add your organization to the database, log on to DSPOhio here and click on subscribe.
statewideSTATEWIDE UPDATES
ELECTRONIC VISIT VERIFICATION - UPDATE
We are receiving reports from a handful of providers that individuals are receiving the Electronic Visit Verification (EVV) devices in an individual's home.  This should not be happening for our waiver providers unless the person is receiving state plan services or Ohio Home Care Services and providers will need to alert ODM at [email protected].
 
The EVV system is being used for many home and community-based services as of January 8, 2018 (State Plan Home Health Services, State Plan Private Duty Nursing, State Plan RN assessment and Ohio Home Care Services).  EVV is an electronic system that verifies when provider visits occur and documents the precise time services begin and end.
 
Although this does not currently apply to the DD system, we are being told that EVV will roll out in 2018-2019 to the DD waivers.  You can learn more about EVV at Medicaid EVV.

Easterseals is proud of its expanded partnership with the Cincinnati Zoo and Botanical Garden as part of efforts to increase community-based employment opportunities. The Easterseals Work and Grow program is a transitional employment program providing minimum wage work alongside recreational opportunities. The program has previously been centered in five Greater Cincinnati YMCAs and the Mayerson Jewish Community Center.
 
The addition of the Cincinnati Zoo as a work site has been a win-win for everyone involved since its inception in late August of 2017. The Cincinnati Zoo pays wages and provides a central location for participants to meet and take breaks. Easterseals provides support staffing on-site at all times and ensures a successful transition for participants and their coworkers. Both parties work together to select additional opportunities for volunteering, working, and exploring in the surrounding community.
 
The Easterseals Work and Grow program currently serves 90 participants across all sites, and looks to add another 10-12 overall with the Zoo partnership. Participants learn transferable work skills, earn wages to increase their self-sufficiency, develop inclusive relationships and grow in self-confidence.

overtimeINDEPENDENT PROVIDER OVERTIME PROCEDURE
The procedure found here is HCDDS' response to the new rule 5123:2-9-03 that prohibits Independent Providers from working more than 60 hours a week except in emergency situations.  This procedure outlines HCDDS' process for Independent Providers to request overtime and notes that Independent Providers will be authorized a maximum of 40 hours a week when feasible. 
 
Additionally, for Independent Providers billing overtime please note that the work week begins on Sunday at 12:00 a.m. and ends on Saturday at 11:59 p.m.  Independent Providers working with multiple individuals and billing overtime should ensure that they have worked 40 hours prior to billing overtime and that this billed overtime corresponds to the individuals worked after the first 40 hours have been worked in a week.

PARTICIPANT DIRECTED HPC
The department is adopting rule 5123:2-9-32  for Participant Directed HPC for the IO, Level 1 and SELF waivers and will go into effect 2/1/18.  This new service will allow individuals to select providers and exercise employer authority which includes an abbreviated certification process for new providers and the ability to set reimbursement rates for independent providers. 
 
For the IO and Level 1 waivers, this is a new service.  For existing Independent Providers, their certification will be automatically updated to add this new service.  For the SELF waiver, this rule replaces Community Inclusion-Personal Assistance.  
WAIVER NURSING DELEGATION
With the proposed effective date of 2/15/18, rule 5123:2-9-37  will be adopted adding Waiver Nursing Delegation to the IO, Level 1 and SELF waivers.  Providers certified as IO Waiver Nursing providers will have this certification automatically added:  All other providers will need to go through DODD's PSM to add this service.
 
Waiver Nursing Delegation allows providers that provide nursing delegation to bill for this service.  The service permits the following:
  • Assessment
    • One assessment every 60 days/setting to be completed by RN only.
  • Consultation
    • Up to 10 hours/month across settings by an RN or LPN
 Waiver Nursing Delegation can only be billed during delegation activities and should not be billed as part of the coordination of medical care or as a part of the planning process.  Consult the rule for specific requirements and details of approved, billable activities.
 
If you believe an individual you work should have this service authorized in the My Plan, please reach out to the individual's SSA to begin the revision and authorization process.
