Correction: Help for People Affected by Substance Abuse
Last month we provided information about free help for people affected by substance abuse and their families. 

This help is offered through a federal grant, the State Targeted Response to the Opioid Crisis. Because of this, certain conditions apply. Please read this informational flyer to learn more.

Reminder: Federal Criminal Background Check due June 1, 2018
On May 1, 2018, DXC Technology will begin mailing official requests for fingerprint submissions from providers enrolled in a provider type with 'high' categorical risk.
 
Providers must send their fingerprints by June 1, 2018 or face termination of their enrollment.
 
Providers cannot fingerprint themselves; fingerprints must be obtained from a law enforcement agency. Providers should contact their local law enforcement agencies to verify the agency has fingerprinting services available and to identify the associated cost.
 
Once the fingerprint card has been completed, mail the completed card(s) to:

Original Applicant Fingerprint Cards must be sent directly to DXC for processing. Photocopies, faxes, emails and electronic versions of the Applicant Fingerprint Card will not be accepted.
 
Original Applicant Fingerprint Cards are currently being accepted. You may send your original Applicant Fingerprint Card at any time.  All original Applicant Fingerprint Cards must be sent by June 1, 2018.

Updated Income Limit Guidelines
Effective April 1, 2018 the Department has updated the income limit guidelines for:
  • Modified Adjusted Gross Income (MAGI)
  • Child Health Plan Plus (CHP+)
  • Health First Colorado Buy-In Program for Children with Disabilities(CBwD)
  • Health First Colorado Buy-In Program for Working Adults with Disabilities (WAwD)
  • Medicare Savings Program (MSP) and Low-Income Subsidy (LIS) programs.
The income guidelines for these programs are based on the Federal Poverty Level (FPL) and are updated annually as the FPL is adjusted. The Colorado Benefits Management System (CBMS) has been adjusted to reflect the new income guidelines for Medicaid and CHP+ according to the charts.

Legislative Update
January 10, 2018 marked the first day of the second session of the  71st  General Assembly. Per the state Constitution, the Colorado legislature is in session no more than 120 days, adjourning this year on May 9, 2018.
 
Department Legislation
The Department has five bills on its legislative agenda this session, including:
  1. Redesign of Children's Habilitation Residential Program (CHRP) Waiver HB18-1328. Status: Signed by Governor Hickenlooper.
  2. Conflict-free Case Management (CFCM) for Single-Entry Points HB18-1288. Status: Died in Senate State Affairs Committee.
  3. Cost Savings through Transition Services & Community Living HB18-1326. Status: Signed by Governor Hickenlooper.
  4. Align Managed Care Statute with Federal Regulations. HB18-1431 Status: Assigned to House Health, Insurance & Environment Committee.
  5. Remove Outdated Waiver References from Statute SB18-093. This bill will remove references to the Persons Living with AIDS Waiver from statute. Status: Signed by Governor Hickenlooper.

Income Eligibility Verification System/Reasonable Compatibility Webinar Now Available Online
The Department hosted a webinar on April 3, 2018 to discuss updates and enhancements coming in June 2018 to the Colorado Benefits Management System (CBMS) Income Eligibility Verification System (IEVS) and its use of Reasonable Compatibility for Medical Assistance categories.
