Texas Legislative Session Update

Bill filing in the Texas Legislature ended two weeks ago with one of the largest filings in a decade (since 2009). While original bill submissions have stopped, legislators are still allowed to introduce committee substitutes as well as amend legislation. TPGA is tracking numerous bills on various subject matters that touch our industry in one way or another from commercial motor vehicle regulation to propane specific laws like Texas House Bill (HB) 2714.

This afternoon, the Texas House Energy Resources Committee Chaired by Rep. Chris Paddie of Marshal will convene and to hear HB 2714, the Railroad Commission (RRC) proposed legislation to remove all LPG license categories from statute to give the RRC more flexibility in creating and abolishing LPG licenses. The bill would also eliminate the license and exam requirement for container manufacturers and fabricators.

CMV Pavement Consumption Fee
Proposed for Texas
Texas House Rep. Terry Wilson of Marble Falls is among several legislators trying to find a way to pay for road construction and repairs.

Wilson has proposed HB 3469 that states that commercial motor vehicles which are subject to the FMCSA ELD requirement or who would be subject to ELD requirement if they were not intrastate pay a pavement consumption fee. The house bill states that the University of Texas Center for Transportation Research and the Texas A&M Transportation Institute, would establish rates for the fee that reflects the cost per mile to repair damage caused to the pavement of each section of a specific highway by the normal operation of a commercial motor vehicle subject to the pavement consumption fee. If the bill passes, the fee would be due quarterly.

It is still early in the session to know if this bill has any momentum. TPGA will keep a close eye on this bill and similar measures that may affect your bottom line if you do not meet the interstate or intrastate logging exemption.

The State of Texas Centralized Master Bidders List (CMBL) is a master database used by State of Texas purchasing entities to develop an email mailing list for vendors to receive bids based on the products or services (e.g.propane) they can provide to the state of Texas.

Get on the State of Texas Centralized Master Bidders List (CMBL) and start receiving bid from state agencies like Texas Department of Parks & Wildlife and state universities in your area that need propane. These state entities need propane for their state buildings, vehicles and other applications.

There is a $70 annual registration fee through the Comptroller of Texas. You will need to create account and complete online CMBL application.

Every year over the last 20 years, the Texas Propane Gas Association (TPGA) Scholarship Foundation has awarded our members' children and grandchildren with scholarships to help ease the burden of the cost of higher education.
