Extraction Plugging and Abandoning and Well Workover
Extraction Oil and Gas (Extraction) is beginning work on plugging and abandoning two oil and gas wells in Broomfield  north of 160th Avenue. These wells are the Nordstrom 5-4 and the Hulstrom G Unit 1 . This work will be completed in accordance with the Colorado Oil and Gas Conservation Commission rules regarding well abandonment, decommissioning and reclamation, and will comply with any applicable Colorado Department of Public Health and Environment stormwater plans and regulations.  In addition, Extraction will be performing well workover at the Nordstrom 2-4 site.   View the full public notice  here .

Broomfield County Commons Designated by COGCC as an Outdoor Activity Area
On March 11, 2019, the Colorado Oil and  Gas Conservation Commission (COGCC) designated the Broomfield County Commons (BCC) as an Outdoor Activity Area under the COGCC rules.  The significance of this designation is that no surface oil and gas development can occur on the BCC.  The ruling by the COGCC was made after a hearing on Broomfield's application for the designation. 
The BCC hosts over 1.1 million visitors a year for a variety of uses, including trails, ball field, playgrounds, picnic areas, public art, a cemetery and the Paul Derda Recreation Center.  The BCC also hosts  a variety of programs like the  annual fishing derby for children at the Tom Frost Reservoir, National Night Out, 4th of July fireworks display, sports tournaments, and nature programs.  Seeking the COGCC designation for Broomfield open space and recreation areas is an ongoing strategic initiative by the City Manager's Department.

Pipeline Risk Analysis
Please view the pipeline risk analysis  here.  This was submitted by Extraction to Broomfield as was required by the last sentence of  Section 3 of Exhibit B of the Operator Agreement, which reads as follows:
If requested by the City, Operator will conduct a risk analysis to identify potential risks associated with pipelines and the measures implemented that are intended to mitigate such risks.

Water Quality Testing for Interchange B Pad
The Operator Agreement required Extraction to obtain initial baseline samples from all available water sources within a one-half mile radius of the well sites.  Water sources include registered water wells and the samples must be completed prior to the commencement of drilling a well and then at one, three, and six years after commencement of the Production Phase.  Testing must include all of the parameters/ analytes included in the Operator Agreement. 
Since drilling at the Interchange B well pad will commence on or after March 21, 2019, Extraction submitted the water sources that were tested, along with the analytical results.  All of the analytical results were within expected ranges for well water.  The City and County of Broomfield also expects to receive water quality testing results associated with the water wells within the 1/2 mile radius for the Livingston well site prior to the start of drilling at that location.

Broomfield Soil Gas Testing Program
Over the next few weeks, Broomfield will begin soil gas testing on abandoned oil and gas wells in Broomfield.  This program will consist of Broomfield's contractor, ERO, conducting soil gas screening around historically abandoned oil and gas wells in various parts of the City.  Given the number of wells, testing is expected to last several months.  
As the program gets started in late March, property owners with wells on or near their property, should expect to receive a request for access.  The notice will provide the opportunity to permit ERO to access private property, typically yard areas, to conduct the screening in accordance with the protocols designed through consultation with the Broomfield, ERO, Extraction Oil & Gas, and the Colorado Oil and Gas Conservation Commission to be able to provide consistent and comparable data.  The request for access is entirely voluntary and should a response not be received, or access denied, the screening will occur without accessing the private property in question, using public rights-of-way and publicly-owned lands. Access to private property will allow ERO to get readings closer to the abandoned well sites and provide more accurate information.  The actual screening activities are weather dependent and will be conducted between April and June. The results will be provided to the appropriate regulatory agencies and the property owner.
