Pennsylvania's Children's Trust Fund (CTF) 
Request for Application (RFA) #24-18 Released
Applications due March 6, 2019
The PA Department of Human Services has posted the following Solicitation RFA 24-18. The purpose of the Children’s Trust Fund (CTF) grants, which operate under the administration of the CTF Board and the Department of Human Services (DHS), is to promote primary and secondary child abuse and neglect prevention programs in community-based settings in order to prevent the first occurrence of abuse and neglect of children in the Commonwealth. Any organization located and operating in Pennsylvania that provides direct services and meets the criteria in this Request for Applications (RFA) is eligible to apply for a CTF grant. Through this RFA, CTF funds are available for up to a three-year grant cycle that will begin on July 1, 2019 and end on June 30, 2022.

The focus of this RFA is to support community-based child abuse and neglect prevention projects that address the prevention strategies noted in Part I, Section I-4. The maximum CTF grant award is $50,000 per year for up to three years. Selected grantees must provide a minimum local match of 25 percent of the requested CTF grant award for the first year and a minimum local match of a 50 percent match of the requested grant award for the second and third grant years. The continuation of CTF grants each year of the three-year cycle is contingent upon the availability of funds and successful program evaluation of the project.

Pre-Application Webinar RFA #24-18

A pre-application webinar will be held on Monday, February 4, 2019 from 10:00 am to 12:00 pm to provide an opportunity to ask any questions related to this RFA. It is the only opportunity for applicants to ask questions and discuss the specifics of this RFA and the application package. Attendance at the pre-application webinar is optional. The webinar will be coordinated by the Center for Schools and Communities. If interested, please register here

Professional Development Organizations 
Request for Application (RFA) #17-18 Released
Applications due March 19, 2019
The PA Department of Human Services has posted the following Solicitation RFA 17-18 . The objective of this RFA is to identify Early Care and Education Professional Development Organizations ("ECE PDOs")to: Coordinate and facilitate access to credit-bearing, stackable, portable coursework and credentials for the ECE workforce; Support direct access across each identified service region for the ECE workforce to participate in CDA Credential (Infant /Toddler, Preschool, and Family Child Care), Associate of Arts (“AA”), Associate of Science (“AS”), Associate of Applied Science (“AAS”), Bachelor of Arts (“BA”), and Bachelor of Science (“BS”) programs through a mixed delivery model consisting of: face-to-face, cohort, or online methods; and Coordinate with and support the Early Learning Resource Centers (“ELRCs”) (Appendix D) in improving the quality of ECE programs. on eMarketplace.

Public bid openings consist of a Commonwealth procurement representative electronically accessing or opening timely received bids. The representative announces the suppliers whose bids were timely received and the total bid amount to those present at the bid opening except where it is deemed unreasonable to read the bid amount due to complexity or large number of line items. Suppliers are not permitted to review bids at the opening. The bid tabulation will be posted to www.eMarketplace.state.pa.us as soon as practicable after the opening. Awarded contracts are posted to eMarketplace after they become fully executed.
SMART Document Uploader Resource and Supporting Webinars
Are you a child care provider looking for an easy way to share documents and information with your Quality Coach or STAR Designator? The new Keystone STARS Document Uploader is a resource developed specifically for you and is designed to do just that: provide an efficient, convenient method to transmit documentation to a Quality Coach as you have time, without worrying with traditional mail or fax options.

All documents uploaded through the Document Uploader by providers can be viewed by a program’s Quality Coach (QC) and Designator through the SMART software. The QC and Designator can also communicate with the provider through the Document Uploader regarding whether or not the sources of evidence were successfully transmitted, reviewed and determined sufficient, or reviewed and determined that additional information is needed.

Child care providers are encouraged to register for one of the upcoming Provider Webinar to learn more about the Uploader. These webinars provide a brief overview of the Uploader and are designed for new users. They will be offered at multiple times and dates. A newly redesigned Raise Your STAR website recently launched, allowing website visitors to search by county or zip code and locate the name, location--including a map--and contact information of their ELRC.
