2018 Global Champs
Nearly 130 participating teams were evaluated on simulation scores, negotiation skills, and presentations made to
regional site judges, who selected 22 regional winners. A panel of prominent "
super judges" determined the global winners.
A team of five students competing at the San Jose State University College of Social Sciences took First Place
, each receiving $1,500 USD from the Batten School's Center for Leadership Simulation and Gaming (CLSG).

In the coming months, the CLSG will devise a classroom version of the simulation and make it available free of charge for the next three years. NASPAA will distribute the free classroom version to its 300 member schools.

Brian Cauley
|
|
Brian Cauley, a graduate student at the
San Francisco State University School of Public Affairs and Civic Engagement
, and member of the global winning team at San José State University, described his experience as enjoyable, which he attributes to his "excellent teammates who worked seamlessly without knowing each other." The design of the game "required cooperation under pressure" and his team succeeded because everyone so flexible and calm.
Cauley is a Claims Adjuster with the San Francisco City Attorney's Office. His role requires him to deal with property damage issues during natural disasters like floods. Cauley drew parallels between his role in real life and the competition.
Cauley would like to see more simulations utilized by classrooms within the realm of public service education.

Farah Abou Harb
|
|
Harb was paired at random with Ibrahim Gholeh from Al-Quds University in the Palestinian region and Mahmoud Shoman, a student at the American University in Cairo.
"It was a great feeling to know that after three years of undergraduate studies and almost two years of graduate studies, what we learned was successfully put into practice," said Abou Harb. "We were able to prove to ourselves that we've got what it takes to excel!"

|
Bass supported his team's strategy to "utilize high visibility and low-cost options to stabilize overall public opinion." A "more transparent and visible government enhanced overall public approval of the economic landscape."
"Even though it may seem simple, as a public administrator, it is extremely important to read everything that comes across your desk and pay attention to the minute details."

Trent Lawrence
|
|
"Playing the Prime Minister was the most enjoyable for me because I had the chance to be in-charge and to implement each policy actively. I must admit it was quite a stressful position because everything that occurred after you press the button would be your responsibility. It was quite thrilling."
Lawrence was paired up with Aigerim Baimaganbetova, Nazarbayev University, Shuo Jiang, Southwestern University in Finance and Economics, Xi Huang, Nanyang Technological Institute, Philip Lu, National University of Singapore.

Jessika Hall
|
|
Jessika Hall, a recent graduate of the
Graduate School of Business and Public Policy at the Naval Postgraduate School, and member of the global winning team at San José State University, described the competition as a "valuable opportunity to experience how you can overcome challenging situations even if there's a lot of stuff being quickly thrown at you. When life throws stuff at you, you just keep on going."
Hall and Cauley both applauded the amount of effort and dedication exuded by their teammates. "I've got to give it up for my team," Hall added. "They are incredibly talented, hard-working individuals, and without knowing each other and coming from different professional and academic backgrounds, we became a cohesive unit in a matter of hours."

Muhammad Saad Arshad
|
|
"There was great teamwork. There was great synergy." When the communications feature of the simulation stopped working, Saad Arshad's team came up with their own plan and strategy to interact with other countries.
Saad Arshad is an advocate of simulation-based learning. "Now that we have such technology to anticipate the outcomes of our policies in real time, it is imperative to put the students in the shoes of actual practitioners. Most of the programs are very theoretical unless you do an internship."
Amazingly and coincidentally, Saad Arshad reconnected with a longtime friend and competitor at the School of Public Policy Central European University site. Saad Arshad recognized Waqas Shabir on social media. Both competitors worked in the public education sector in their native country of Pakistan.

Congratulations to all the students who competed in the competition and survived the deadly pandemic outbreak! You should all be extremely proud of yourselves.

Strong Response to Call for Proposals
NASPAA is pleased to report that we received over 140 panel proposals for this year's conference. There was a wonderful response to this year's theme -
Making a Difference: Good Governance in Disrupted State(s). The conference committee now has a difficult job of evaluating the submissions and selecting the 80 best. This review process will take place during May and NASPAA will notify the convener of the final status in by the end of May 2018 or early June. Thank you to all who submitted a proposal.

NASPAA is excited to announce the third class of NASPAA NEXT at the 2018 NASPAA
Annual Conference in Washington, DC on
Wednesday, October 10
. The four-hour workshop, will provide emerging leaders in their departments or programs with practical tools that will enable them to become more engaged and dynamic members of their campuses and communities. Participation in NASPAA NEXT is by invitation only, and invitations are based on recommendations from deans and other senior faculty, professional reputation and scholarly research, as well as participation in NASPAA activities.

Together with Renmin University of China, NASPAA was pleased to host the Conference on
Global Quality and Innovative Pedagogy on April 6-7, 2018 in Beijing, China. The two-day global event included conversations on accreditation planning, strategic management, and in-depth discussions of innovative pedagogical strategies for public administration programs in and around China.
Over 60 faculty and program administrators from across the region were in attendance, showing a strong interest in these topics. One of our experts, David Andersen
(Professor Emeritus, University at Albany, SUNY) explored simulation-based learning in the classroom at the conference. He then presented on the same topic at Jinan University in Guangzhou and included an En-Roads simulator in a mini-competition with over 70 of their MPA students.

Pi Alpha Alpha and NASPAA were proud to sponsor the sixth Annual National Journal Conference at the Frank Batten School of Leadership and Public Policy (UVA). Students came from the Batten School, Cornell Institute for Public Affairs - CIPA, The George Washington University Trachtenberg School of Public Policy and Public Administration, William & Mary Program in Public Policy, and the University of Maryland School of Public Policy to hear lessons learned and share best practices in publishing student journals. Biden Challenge at University of Delaware Scheduled for September 2018
