Dear Friends and Neighbors:

Harvey Recovery Survey and Housing Resource Centers

The City of Houston, through the Housing and Community Development Department (HCDD), will be administering $1.17 billion in housing recovery programs for Hurricane Harvey. This money has recently become available for a variety of Houstonians affected by Hurricane Harvey.

The following programs have been established to administer funds for housing recovery: Homeowner Assistance Program (HoAP), Harvey Homebuyer Assistance Program (HBAP), Harvey Single-Family Development (HSFD) Program, Harvey Multifamily Program, Harvey Recovery Small Rental (HRSR) Program, Harvey Public Services Program, Buyout Program, and Economic Revitalization Program. Background information and eligibility requirements of each program can be found here.

The time period to apply for assistance through these programs has begun. Please click here if you would like to begin the application process by filling out the Harvey Recovery Survey. Everyone who seeks aid must first fill out the survey. The survey will help assess if there are programs for which you may qualify and to help identify what documents you will need to assemble before you make a formal application.

When the internal review process by the city is complete, an Intake Specialist will contact you. The priority groups are explained in the email you will receive after you take the survey. If you have questions in the meantime, you can call 832-393-0550 or visit a Housing Resource Center (HRC, see below). Once you are invited to apply for assistance, you will use your portal to complete the application on your own, or request assistance from the Intake Specialist. Everyone must take the survey first - you can access it online, by phone (832-393-0550) or in person at an HRC. Once you take the survey, there is nothing else you need to do, unless you want to start gathering application documents or correct any information in your portal account.

In addition, there are now four new HRCs located in the city. These are physical locations where residents can access recovery resources and work with a housing specialist in person. The HRCs opened on January 14, 2019.

The four HRCs are now open at the following locations:

Northwest Housing Resource Center
13101 Northwest Freeway, Suite 101
Houston, TX 77040

Northeast Housing Resource Center
9551 N. Wayside Drive (North Wayside Sports & Recreation Center)
