August 2017
It's August!

August is the month when school starts back up and students get excited about progressing to the next grade in their quest to graduate someday.  With all the changes in procurement happening, it feels a bit like going back to school for me today.  Why today?  Because today, August 9 th , is the day the procurement code modernization becomes effective!  What a great accomplishment for all of us who work in procurement. Thank you to all who participated in and supported this journey of modernizing the procurement code.

Speaking of journeys, in July SPCO held the Procurement Rulemaking Kickoff, joined by 60 procurement professionals from departments around the state. Michelle Arnold led the presentation, announcing the different work groups, their members, and what they'll be focusing on.  The work groups are now reviewing content of the revised procurement code and existing rules to develop and recommend revised rules, which will be turned in by August 31st. The goal is to have new rules effective in January 2018.

The SPCO will keep you informed as we move along with rulemaking, and as always please feel free to reach out to us with any questions.

I would like to take this opportunity to express my appreciation of Greg Garner in the Central Contracts Unit.  Greg has decided to leave the state to pursue personal interests. I will miss his calm demeanor and our many, many discussions about the complexity of OMB Guidance.  He will be here through the end of the month and his last day will be on September 1st.  Be sure to take a moment to wish him well. Best wishes Greg!

Sincerely,

Cindy Lombardi, CPPB
Director, State Purchasing and Contracts Office and Chief Procurement Officer

Reporting Reminders

Just a reminder of the SDVOSB report that is due to Legislature by September 30 annually.  SPCO will be reaching out to the agencies under the procurement code within the next few weeks for their responses to the statutory requirements found in 24-103-211 CRS.

SPCO will make an effort to capture as much information from CORE whenever possible for these reports but for those agencies/entities not using CORE, you will need to pull the information from your procurement systems.

Green Tips

Skip the paper coffee cup: Bring in your own mug from home for your morning cup o' joe instead of getting a new disposable cup on your way to the office. Many coffee shops even offer a discount for saving them the extra expense -- and to promote green living!

Save power with your PC : Enable the power management function on your computer. Contrary to popular belief, screen savers do not save energy.

Go Digital : Is it necessary to print out a meeting agenda for every attendee? Instead, incorporate it into the presentation, or sent it via email.
