Tell USDA to stop enabling bad breeders and enforce the law as mandated by Congress. Remind USDA that it is the
Animal Welfare Act not the
Pet Breeders Welfare Act. USDA's Congressional mandate is to
eliminate substandard breeders, not
protect them.

We have not made a final decision about using announced inspections."
